The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Kane, St. Denis And Strother. Commissioners Combe, Porter
and McMillen are absent. Also in attendance are City Administrator Butch and Mayor
Levine.
MINUTE APPROVAL
On motion of Commissioner Strother, seconded by Commissioner Kane, and unani-
mously carried, the minutes of the regular meeting of May 5, 1970 were approved as
prepared.
USE PERMIT CASE NO. 69 -147, BILLBOARD AT GRAND AVE., WEST OF JUNIPER - RYAN ADV. CO.
Chairman Moss pointed out that one of the conditions of granting Use Permit
Case No. 69 -147, was that "an area of not less than 4' deep and the full length of
the sign, each side, be landscaped and said landscaping maintained ", and that this
condition is not being met. He requested a review of this use permit at the next
regular Planning Commission meeting, and that the Ryan Advertising Co. be so advised.
CBW TELEVISION, 1250 GRAND AVE. -- LOUD SPEAKER
Chairman Moss indicated that the loud speaker at the CBW Television Shop at
1250 Grand Ave. was quite loud, and requested that this matter be looked into.
DISCUSSION RE: ENFORCEMENT OF USE PERMIT CONDITIONS
Commissioner Strother pointed out that in a number of cases where the Planning
Commission has set up conditions for landscaping, etc. on Use Permits, some are not
being done, and suggested a recommendation be made to the City Council to look into
the matter to perhaps require a performance bond to insure that the work is done as
required.
After discussion, on motion of Commissioner Strother, seconded by Commissioner
St. Denis, and unanimously carried, that a recommendation be made to the City Council
to require a performance bond in Use Permit cases where certain conditions are im-
posed, to insure that these conditions will be met.
Mayor Levine stated that he noticed the new tire shop next to the Union
Station on Grand Avenue has recently been using outside storage for tires, which
was not permitted in the original Use Permit.
PARKING ORDINANCE
After a brief discussion on the proposed parking ordinance, a Committee of
Commissioners Strother, St. Denis and Moss set a meeting date for Wednesday, June
17th at 1 :00 P.M. to discuss the proposed ordinance.
PUBLIC HEARING - REZONING CASE NO. 70 - 37, 522 E. BRANCH ST., R -1 RESIDENTIAL DISTRICT
TO P -M PLANNED INDUSTRIAL DISTRICT - E. C. LOOMIS & SON.
Upon being assured by City Administrator Butch that Public Hearing for Re-
zoning Case No. 70 - 37, had been duly published and property owners notified, Chairman
Moss declared the hearing open.
Administrator Butch advised that the request is to rezone a parcel of property
from R -1 Residential to P -M Planned Industrial . to include all of their ownership
within the same zoned district. He stated that when the zoning map was prepared,
the Loomis property was inadvertently split into the two districts.

COMMISSION RECOMMENDING TO THE CITY COUNCIL AN.AMEND-
MENT TO THE MUNICIPAL CODE OF THE CITY OF ARROYO GRANDE
AS PROVIDED BY CHAPTER 4 ZONING, ARTICLE 21, OF SAID
CODE.
On motion of Commissioner Strother, seconded by Commissioner St. Denis, and
by the following roll call vote, to wit;
AYES: Commissioners Kane, St. Denis, Strother and Moss
NOES: None
ABSENT: Commissioners Combe, McMillen and Porter

PUBLIC HEARING - PREZONING CASE NO. 70 -38, R -1 RESIDENTIAL DISTRICT TO R -3 MULTIPLE
FAMILY DISTRICT - D. BARBER.
Upon being assured by Administrator Butch that Public Hearing for Prezoning
Case No. 70 -38 had been duly published and property owners notified, Chairman Moss
declared the hearing open.
Administrator Butch advised that this is the first prezoning case to be
heard by this Commission. The property involved is in the County, and immediately
east of and adjacent to Tract No. 176, which is within the City. State legislation
gives the City the right to prezone properties which are adjacent to the city and
subject to annexation. He advised that the petitioner, Don P. Barber, wishes to
construct a mobile home park on the property and is requesting R -3 zoning for that
purpose. He advised that the area presently is not served by sewers, however, it
would be anticipated that sewers would be available when and if the new sewer
district trunk lines are constructed.
Administrator Butch also advised that the Planning Director had checked with
the County Planning Director, Mr. Ned Rogoway, who indicated that the County would
accept a rezoning application for an area adjacent to the City, and the staff re-
commendations would be based on the Land Use Plan insofar as density is concerned,
probably up to and including 7 units per acre. He also indicated that if the City
were to deny prezoning, that the County Planning Commission would probably do the
same if the petitioner were to refile within the County after denial by the City.
Mr. Jerry Mitchell, representing the petitioner, was present and spoke in
favor of the prezoning, stating this development would be strictly a double trailer
setup, and will allow children. He stated he felt the mobile home park would be
an asset rather than trouble for anyone. Mr. Barber was also present and spoke
in favor of the prezoning.
Mr. Walter Mansell, 112 Rosewood, stated he was opposed to the prezoning.
He felt that the best interest of the City and proper land development dictates
the continuance of R -1 zoning in this area, and that there is plenty of vacant
land within the city limits which probably could be developed as R -3 development.
He also stated that there are a great number of children in this area now and
that the proposed development would bring in more children and there is no place
for them to play except in the streets.
Mr. Burdick, 130 Pearwood; Mr. Azevedo, Rt. 1, Box 567; Mr. and Mrs. Ken
Gross, 170 Pearwood; Wm. Romero, 182 Pearwood; Ken Barry, 202 Pearwood; and Mrs.
Gonzales, 169 Pearwood, stated they were also opposed to the prezoning.
No further discussion for or against the proposed prezoning, Chairman
Moss declared the hearing closed.
After discussion, the following action was taken:

Chairman Moss advised the petitioners that the application has been denied
and they have the right to appeal the Planning Commission decision to the City Council
within ten (10) days.
II ADJOURNMENT
There being no further business before the Commission, Chairman Moss declared
the meeting adjourned at 8:15 p.m.
