March 3, 1970
The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Combe, Kane, and St. Denis. Commissioners McMillen, Porter
and Strother are absent. Also in attendance are Councilman Levine, City Administrator
Butch and Planning Director Gallop.
APPROVAL OF MINUTES
On motion of Commissioner St. Denis, seconded by Commissioner Combe, and
unanimously carried, the minutes of the regular meeting of February 17, 1970 were
approved as prepared.
RECOMMENDATION FOR ACCEPTANCE OF RIGHT -OF -WAY DEED - LOT SPLIT REQUIREMENT, LOT SPLIT
CASE NO. 70 -102, LOTS 21 AND 22, HILLIKER & WOODBURY TRACT RUST
Director Gallop showed \copies of the lot split map to the Commission, explaining
that this is one of the older subdivisions in town, off Tally Ho Road between Canyon
Lane and James Way; tNs parcel having frontage on both. Four parcels are being
created, each in excess of an. acre. The Subdivision Commtttee is requiring right-
of-way deed for 7' of property along the easterly portion of the split fo - r widening
of Canyon Lane, and 17'.`on' the westerly portion of the parcel for widening of "James
Way ",. Director Gallop advised that a Covenant is also required whereby the property
owner agrees to install curb and gutter and participate in street improvement'upon,
demand of the city or the formation of an improvement district. "
On motion of Commissioner Combe, seconded by Commissioner Kane, and unanimously
carried, that Subdivision Committee recommendation be accepted, and a recommendation
made to the City Council that the deed and covenant be accepted and recorded.
RECOMMENDATION FOR ACCEPTANCE OF RIGHT -OF -WAY DEED - USE PERMIT REQUIREMENT USE
PERMIT CASE N0. 69 -1 , 1210 FARROLL AVENUE WYATT
Director Gallop advised that on August •, 1969 a use permit was granted to Mr.
Wyatt for a Convalescent Home at 1210 Farroll Avenue, requiring a deed for 15' of
property to the City for right -of -way purposes for the widening of Farroll _Avenue.
On motion of Commissioner Kane, seconded by Commissioner St. Denis, and .
unanimously carried, that a recommendation be made to the City Council that the
deed be accepted and recorded.
PUBLIC HEARING - USE PERMIT CASE NO. 70 -158, EXPANSION OF EXISTING NURSERY SCHOOL,
229 STANLEY AVENUE (PETERS).
Upon being assured by Director Gallop that the public hearing for Use Permit
Case No. 70 -158, expansion of existing Nursery School at 229 Stanley Avenue, had
been duly published, posted and property owners notified, Chairman Moss declared
the hearing open.
COMMISSIONER STROTHER ENTERED THE MEETING
Mrs. Peters was present and spoke in favor of the Use Permit being granted,
stating the purpose of the expansion is to provide better teaching methods, and
instead of one large room, the children could be divided up into groups. They
are also badly in need of more storage space.
No further discussion for or against the proposed Use Permit, Chairman Moss
declared the hearing closed.
Director Gallop advised that no complaints have been received

PUBLIC HEARING - CAPITAL IMPROVEMENT ELEMENT OF THE GENERAL PLAN
Upon being assured by Director Gallop that the public hearing for the Capital
Improvement Element of the General Plan had been duly advertised, Chairman Moss
declared the hearing open.
Director Gallop advised that the Capital Improvement Plan was originally pre -
pared in 1966 by Hahn, Wise and Associates but was never adopted by the City. Since
that time it has become a mandatory requirement in any application for grant funds
and, therefore, the Capital Improvement Plan was reviewed and rewritten as a 20
year plan.
Commissioner Strother stated that, in regard to the fire station (Page 7), he
felt there would be a need for two fire houses, one to the east and one to the west,
and that he didn't agree with the proposed location on Traffic Way since there is a
traffic problem there now.
No further discussion for or against the proposed Capital Improvement Element
of the General Plan, Chairman Moss declared the hearing closed.

IMPROVEMENT ELEMENT OF THE GENERAL PLAN

PUBLIC HEARING - HOUSING ELEMENT OF THE GENERAL PLAN
Upon being assured by Director Gallop that the public hearing for the adoption
of the Housing Element of the General Plan had been duly advertised, Chairman Moss
declared the hearing open.
Director Gallop advised that this is a newly required element of the General
Plan, also required by the Federal government for HUD grants. He commented that
in preparing this element an effort was made to establish the areas of need based
on census figures gained last year from the State census, taking into account the
housing inventory from a standpoint of visual inspection.
Director Gallop advised that the City does not have house to house inspection
where actual inspection of the premises can be made, but over the past five or six
years the Building Department has made an effort to check houses which were found
to be substandard and through cooperation with the owners, voluntary rehabilitation
or elimination of the housing units has been accomplished. We have also analyzed
the building permits for the past ten years and it appears from the value of build -
ings constructed that we are taking care of the upper and middle class of people,
but the low income people have not been getting the housing within the city limits.
Director Gallop pointed out that, in analyzing all of the figures, he felt
that the way to explore means of additional housing within the city is by the
formation of a housing committee of citizens to investigate all of the many methods
of federal assistance available, and come up with some recommendations.
