PC Minutes 1970-02-17Manning Colim i ss i.gn, ,,, Arroyo Grande, California February 17, 1970 The Planning Commission met in regular session with Commissioner Porter pre- siding as Acting Chairman. Present are Commissioners Combe, Kane and St, Denis. Commissioners McMillen, Strother and Chairman Moss are absent. Also in attendance are Councilman Talley, City Administrator Butch and Planning Director Gallop. APPROVAL OF MINUTES On motion of Commissioner Combe, seconded by Commissioner St. Denis, and ' unanimously carried, the minutes of the regular meeting of February 3, 1970 were approved as prepared. PUBLIC HEARING - USE PERMIT CASE NO. 70 -157 - SALE AND RENTAL OF TRAVEL TRAILERS, BOATS CAMPING ESUIPMENT ETC, 1230 GRAND AVENUE KOEHN AND HOWARD Director Gallop advised that the property involved is almost directly across the street from Kinney's Shoe Store on Grand Avenue, and at the present time the piece of property is partially excavated out of a sand hill. The petitioners propose to conduct sale and rental of travel trailers, boats, and camping equipment and, according to the application, services are a part of the request, however, there are no provisions for structures for services at the moment. Sanitary services and office will, be located in a building to the rear and east of the display property. Director Gallop mentioned one item which was omitted from the staff report, which is an excavation permit to remove the sand on the property. The Director of Public Works has requested that the final grading of the property meet City requirements before it is improved. Upon being assured by Director Gallop that the public hearing for Use Permit Case No. 70 -157, Sale and Rental of Travel Trailers, Boats, Camping Equipment and Services at 1230 Grand Avenue had been duly published, posted and property owners notified, Acting Chairman Porter declared the hearing open. Mrs. McOsker, 1224 Grand Avenue, was present and stated they have an easement for access to their property which abuts the property that is being excavated, and expressed concern over the right of way sluffing off because of the excavation, Director Gallop advised that the City is aware of this easement and this is one of the reasons for the condition that the final grading would be done to meet the City's requirements. Director Gallop also advised that there are provisions for customer parking on the property. No further discussion for or against the proposed Use Permit, Acting Chairman Porter declared the hearing closed. After discussion the following action was taken: RESOLUTION NO. 70-155 U A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE GRANTING A USE PERMIT, CASE NO. 70 -157. AYES: Commissioners Kane, Porter and•St.-Denis NOES: Commissioner Combe . ABSENT: Commissioners McMillen,' Strother and Chairman Moss the foregoing Resolution was adopted this 17th day of February, 1970. tm On motion of Commissioner St. Denis, seconded by Commissioner Kane, and on the following roll call vote, to wit: Director Gallop informed the petitioners that the Use Permit would be effective in ten (10) days if no appeal is made to the City Council. PROPOSED SUBDIVISION - ELM STREET AND THE PIKE (GOLDEN WEST HOMES, INC.) Director Gallop advised that the developers are proposing the development of a subdivision on the north side of The Pike, east of Elm Street and west of Tract 282. He advised that the tentative map would be filed in the near future, and that Mr. C. L. Martin, representative for Golden West Homes, is present and would like to offer transportation to any Commission member who would be interested in making a trip to Watsonville to see a similar tract. He also advised that the subdivision would be filed under the P -D, Planned Development District, rather than R -1, Resi- dential. 1 1 Planning Commission, 2 -17 -70 Page Mr. Martin advised that this concept is designed primarily for retirees and senior citizens, and they have been built in San Diego County and Watsonville. He stated these are single homes on single lots, and that the buyers, for the most part, are from metropolitan areas who want to get out of the crowded areas. He advised all of their advertising is done in the metropolitan cities and not locally. These people come in here with their own money, they do not over tax the school district, they don't compete for jobs, and they do most of their shopping locally. He also stated that, by deed restrictions, the buyers must be 45 years or older; no more than two people for each bedroom and they are two bedroom houses. After discussion, several members of the Commission indicated an interest in visiting the similar development in Watsonville, and Director Gallop was requested to make the necessary arrangements. PUBLIC HEARING - LAND USE ELEMENT OF THE GENERAL PLAN - AMENDED Upon being assured by Director Gallop that the public hearing for the amended Land Use Element of the General Plan had been duly advertised, Acting Chairman Porter declared the hearing open. Director Gallop advised that in 1966 the Land Use Element was adopted and has since been used as a tool and a guide for rezoning. In January 1969 a new zoning map was adopted, and in the final analysis of the zoning map, there were a number of . changes made, which now should be reflected in the Land Use Plan. He briefly reviewed these changes for the Commission on the Land Use map, explaining that these are the amendments listed on the second and third pages of the report. No discussion for or against the proposed amendment, Acting Chairman Porter declared the hearing closed, and the following action was taken: RESOLUTION NO. 70 -156 G A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE READOPTING THE AMENDED LAND USE ELEMENT OF THE GENERAL PLAN. On motion of Commissioner Kane, seconded by Commissioner Combe, and on the following roll call vote, to wit: AYES: Commissioners Combe, Kane, Porter and St. Denis NOES: None ABSENT: Commissioners McMillen, Strother and Moss the foregoing Resolution was adopted this 17th day of February, 1970. CAPITAL IMPROVEMENT ELEMENT OF THE GENERAL PLAN Director Gallop advised that the Capital Improvement Plan is being revised, and a public hearing is scheduled for the next regular Planning Commission meeting. ASILOMAR CONFERENCE Director Gallop advised the As ilomar;ConfOrence.. is. ,to. be held Saturday, March 7th in Monterey. He explained that this is a yearly conference and is usually quite good, and requested any Commission members wishing to attend the conference to advise him so that he could make transportation arrangements, etc. RELEASES FROM THE LEAGUE OF CALIFORNIA CITIES Director Gallop stated that two releases from the League of California Cities have been distributed to the Commission members for their information; one of which is a proposed policy hearing before the Public Utilities Commissioncon- cerning review of proposed generating facilities and transmission lines by local entities. He pointed out that the release was received too late for this Commission to take any action since the date for filing recommendations must be in by, February 27th. The other release is additional information on the "Disclosure of Assets" law.
