The Planning Commission met in regular session with Chairman Moss presiding:
Present are Commissioners Combe, Kane, McMillen, St. Denis and Strother. Commissioner
Porter is absent. City Council members present are Mayor Thompson, Councilmen Levine,
Schlegel and Talley. Councilman Wood is absent'. , Also in attendance are City Adnii.nistrator
Butch and Planning Director Gallop.
APPROVAL OF MINUTES
On motion of Commissioner McMillen, seconded by Commissioner Kane, and
unanimously carried, the minutes of the regular meeting of January 20, 1970 were
approved as prepared.
JOINT COMMISSION /CITY COUNCIL STUDY SESSION RE: COASTAL- VALLEY PLANNING COUNCIL
PROPOSAL FOR HOUSE NUMBERING CHANGES IN THE FIVE CITIES AREA
Commissioner St. Denis reported that at the Coastal - Valley Planning Council
meeting of January 5th there was some discussion with regard to coordination between
the three cities and unincorporated area of Oceano relative to the problem of house
numbering, resulting in three proposals:
1. Complete renumbering of the total area, beginning at the ocean ands_
progressing easterly.
2. Selection of a median such as at 18th Street and numbering pro -
gressively east and west.
3. Retaining present numbering systems within each of the existing
areas and providing some method of demarcation between each of
the areas.
COMMISSIONER PORTER ENTERED THE MEETING
Commissioner St. Denis advised that, in his opinion, Proposal No. 1 would be
the ideal way, but that it would cause the greatest number of problems for the people.
He advised that this group meeting was being held in an effort to secure direction
and recommendations from the City Council and Planning Commission.

Director Gallop advised that in Oceano, the county numbers from the ocean easterly,
and Grover City and Pismo Beach could probably get by with a small effect. The major
effect would be between the ocean and First Street. If they renumbered starting at the
ocean, this would throw all of their numbered streets out of alignment. It appears
that Shell Beach and Arroyo Grande would have the major changes. The basic numbering
pattern would remain the same in Oceano and Grover City. The County, about three years
ago, recommended eliminating all of the numbered streets in the Oceano area, with the
exception of 13th Street, and then they could adjust their numbering.
The Coastal - Valley Planning Council, in studying the names, have eliminated
every numbered street in the Oceano area. Arroyo Grande would have the largest
number of changes east and west. He stated the primary numbering problem now is the
five streets: The Pike, Ferrol], Grand, Newport and Brighton.
Mayor Thompson and Councilman Levine expressed their opinion that this re-
numbering should be done now before it becomes an even bigger problem. Commissioner
St. Denis also indicated he was in favor of the renumbering being done now. Council-
men Schlegel and Talley, and Planning Commissioners Combe, Kane, McMillen, Porter,
Strother and Chairman Moss expressed their feelings that a mass numbering change at
this time would create many problems, and they did not feel the people were ready for
this now without a more compelling reason. If, in the future, a consolidation is made,
then perhaps the people would be willing to accept the inconvenience because of the
apparent necessity.
PUBLIC HEARING - PUBLIC SERVICES AND FACILITIES ELEMENT OF THE GENERAL PLAN - AMENDED
Director Gallop advised that, as noted in the staff report, there is one major
change which can be found under the Sewer Section on the 4th page of the review,
which is merely a statement that the Sewer Plan is amended by the inclusion by
reference of the "Comprehensive Sewer Plan" of the City.
Upon being assured by Director Gallop that the public hearing to reconsider
an amended Public Services and Facilities Element of the General Plan for the City
of Arroyo Grande had been properly advertised, Chairman Moss declared the hearing
open. No discussion for or against the proposed amendment, Chairman Moss declared
the hearing closed.

PUBLIC HEARING - CIRCULATION ELEMENT OF THE GENERAL PLAN - AMENDED
Director Gallop reviewed the changes to the plan, as set out on Pages 3, 4 and
5 of the review, and explained reasons for the changes, stating they are a result of
several years planning and consideration by the Public Works Director, City Engineer
and himself.
Upon being assured by Director Gallop that public hearing to reconsider an
amended Circulation Element of the General Plan for the City of Arroyo Grande had
been properly advertised, Chairman Moss declared the hearing open. No discussion
for or against the proposed amendment, Chairman Moss declared the hearing closed.
Commissioners Strother and Combe expressed their feelings that they are in favor
of The Pike being extended directly easterly from Halcyon instead of the proposed
southerly relocation. Director Gallop stated that the reasons for the realignment
were from the standpoint of feasibility because of ownership lines, terrain, present
land use and stream bed configuration.
After discussion, the following action was taken:

DISCUSSION AND READOPTION OF THE PUBLIC BUILDINGS ELEMENT
Director Gallop advised that the Public Buildings Plan is essentially as
originally presented and no amendment is proposed.
Commissioner Strother inquired as to the extra space in the Fire Department.
He made reference to the joint use of the Fire Station by the Fire and Police
Departments. Director Gallop advised there is sufficient room on a temporary basis
that if such a move were made both departments could be accommodated, subject to re-
location of the Fire Department or Police Department. Administrator Butch advised
that there is sufficient room in the Police Department to handle the Planning Depart -
ment and Public Works Department. This would permit removal of the old house next
door to the,City Hall. ,

DISCUSSION AND READOPTION OF. THE PARKS AND RECREATION ELEMENT.
Director Gallop advised that the review deals primarily with review of the Plan
and implementation of the plan to date. The text of the original plan set out a series
of wayside parks. The map shows 3 of 4 wayside parks which were not indicated on the
first map. The map shows El Camino, Christmas Tree and Dower Park, and projects
Village Wayside Park. The only change in the map includes the wayside park that was
originally in the text. The Parks and Recreation Commission considered and adopted
the Element, and recommended adoption by the Planning, Commission.

DISCUSSION AND READOPTION OF THE BEAUTIFICATION ELEMENT
Director Gallop stated this review deals primarily with implementation. There
are no amendments to the plan, therefore, it can be adopted in its original form. The
plan was reviewed by the Parks and Recreation Commission at their last meeting, was re-
adopted, and they recommended readoption by the. Planning Commission.

LOT SPLIT CASE NO. 69 -100 (ANGEL)
Director Gallop requested permission to introduce a non-agenda item. On
motion of Commissioner Strother, seconded by Commissioner Porter, and unanimously
carried, to authorize introduction of a non - agenda item.
Director Gallop advised that Mrs. Lyle Angel has petitioned for a lot split
for the continuation of Wood Place, provided for by the adoption of Development Plan
No. 4. The deed and the parcel map have been prepared. In the preparation of the
map, because of the lot sizes created and the need to terminate the cul -de -sac border-
ing this lot which is in the split, it is necessary to create a substandard frontage
of 26 ft. on Parcel #2 and a 45' cul -de -sac radius. On motion of Commissioner McMillen,
seconded by Commissioner Strother, and unanimously carried, recognizing variance for
substandard frontage of 26 ft. on Parcel #2 and a 45' cul -de -sac radius, and recommend-
ing to the City Council that deed for right -of -way purposes be accepted.
PLANNING COMMISSION REPRESENTATIVE TO THE COASTAL VALLEY PLANNING COUNCIL
Director Gallop reminded the Commission that Mr. Bowles' resignation from the
Commission created a vacancy on the Coastal Valley Planning Council. Commissioner
Kane volunteered to serve as this Commission's representative to the Coastal Valley
Planning Council.
ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned
at 855 p.m.
