PC Minutes 1969-11-18Planning Commission Arroyo Grande, California November 18, 1969 The Planning Commission met in regular session with Chairman Moss presiding. Present are Commissioners Bowles, McMillen., St. Denis, and Strother. Commiss- ioners Porter and Sawyer are absent. Also in attendance are City Administrator Butch, Councilman Wood and Planning Director Gallop. MINUTE APPROVAL On motion of Commissioner McMillen, seconded by Commissioner St. Denis, and unanimously carried, the minutes of the regular meeting of November 4, 1969 were approved as prepared. REVIEW -USE PERMIT CASE NO. 69-107 FIRST UNITED METHODIST CHURCH OF A.G. 175 N.HALC. Director Gallop advised that the Use Permit issued to the church for con- struction also required curb, gutter and sidewalk on Halcyon Rd. and Bennett Ave., and that the Church had requested and was granted an extension until November of this year for the Bennett Ave. improvements. He advised that curb, gutter and sidewalk on Halcyon Road has been installed and that the curb and gutter on Ben- nett Ave. is almost completed, the sidewalk will be in by the end of the month, the landscaping is being done, and further review is not required. RE UEST TO ABANDON A PORTION OF THE FRONTAGE ROAD RIGHT -OF -WAY - AL BROWNE Director Gallop advised that some time ago there was a proposed develop- ment on a portion of Mr. Browne's property which involved development of the Frontage Road near the old cemetary and there was a problem at that time of align- ment shown on the map Exhibit A, however, there is quite a deep hole which would involve considerable fill and, therefore, the Director. of Public Works requested a realignment. Mr. Browne has asked that this be adopted and a recommendation of abandonment of a portion to Mr. Browne in exchange for a portion to be con- veyed to the City in order to stabalize at property lines for planning the use of the Browne property. Director Gallop indicated the request is for a recommendation of abandonment of that portion shown in yellow on the map, Exhibit A, and the City would ask in return a deed from Mr. Browne for that portion shown in green. Public Works Director Anderson, City Engineer Garing and Mr. Browne have reviewed the align- ment and it does meet the requirements of the City for future road purposes. Mr. Al Browne was present and stated, as far as he is concerned, this is highly sat- isfactory and will serve the purpose nicely. After discussion, on motion of Commissioner McMillen, seconded by Commis- sioner Bowles, and unanimously carried, that a recommendation be made to the City Council to negotiate this exchange of property as indicated on the plans presented. PROPOSED ORDINANCE - ON- STREET PARKING IN CERTAIN DISTRICTS Director Gallop referred to the revised proposed ordinance, copies of which were included with the agenda materials and advised that the revised ordinance had been discussed at the Department Head level, particularly between Adminis- trator Butch, Chief of Police Richardson and himself. He advised that a survey was made this afternoon which resulted in finding 13 vehicles which would be in violation of this proposed ordinance. In discussing the matter with the Chief of Police, one of his primary con- cerns is the enforcement of the six hour limit for trucks, in that after a com- plaint is received it would be necessary for the Police Department to mark the truck and then wait six hours before taking action. The enforcement of 72 hour limit on trailers, cars, etc., probably would not be quite as much of a. problem because of the length of time. One alternative to the six hour parking of trucks was suggested that trucks be banned entirely on certain local streets, and permitted to be parked on major streets in certain districts of the City where such streets are patrolled more often. It was also mentioned that San Luis Obispo has adopted,.a similar ordinance by controlling the:load limits on certain streets. After discussion, on motion of Commissioner McMillen, seconded by Commissioner St. Denis, and unanimously carried, that a committee from this Commission be ap- pointed to study the various comparable ordinances of other cities and meet with Department Heads and report their findings back to the Commission. Chairman Moss appointed Commissioners McMillen, St. Denis and Bowles to serve on a committee and submit a report of their findings to the Commission at their regular meeting of January 20, 1970. 253 Planning Commission - 11/18/69 Page 2 REPORT ON PLANNING COMMISSION RECOMMENDATION TO CITY COUNCIL RE: OMISSION OF PROPERTY ON GRAND AVENUE FROM 1911 IMPROVEMENT DISTRICT. Director Gallop advised that the City Council had considered the Commis - sion °:g.;r.ecommendation concerning the omission of a certain piece of property on Grand Avenue from a 1911 Improvement District, however, the Council did not take positive action on the matter. Mr. Butch was requested by the Council to write a letter to Mr,.Gaynos asking that he reconsider this installation of . curb and gutter outside of the Improvement District action, RECOMMENDATION OF THE RENAMING OF A PTN OR PTNS OF CAROL PLACE AND CARMELLkā€¢.DR, Director Gallop stated this is a street pattern within Tract 283 at the southwest corner of Farroll and Elm St., involving Carol. Place and Carmella Drive, which is a dog legged street having both a north -south and east -west section, which .creates problems of proper property identification. He advised that he had briefly discussed the renaming of these streets with other Depart- ment Heads and suggested they be renamed either as Carmella or Carol Circle. Since the street originates and terminates on Farroll. Avenue, none of the streets could be continued and are completely confined within the area. The circle numbering idea would work and, if the plan is adopted, it would require the changing of only four house numbers facing on Carmella Drive. Over the past year there have been a number of inquiries from people who want to develop the vacant property in this area, and the present owners have agreed to install sewers, therefore, in all probability these lots will be developed in the reason - ably near future, Commissioner Bowles stated this plan is in lane with what the Coastal Valley Planning Council has been working on with regard to street name changes in an effort to properly identify properties. On motion of Commissioner Strother, seconded by Commissioner Bowles, and unanimously carried, that a public hearing be held on the matter at the next regular meeting of December 2, 1969, and that all property owners be notified of the hearing. REPORT ON THE SLO COUNTY DEVELOPMENT ASSOC. MEETING'OF NOVEMBER 11 1969 Commissioner. Strother reported that he had attended the session on "Tourism" and "Beaches and Parks" and found them both to be very interesting, and briefly reviewed the sessions for the Commission. PLANNING CONFERENCE Director Gallop advised that the program for the Planning Conference in San Francisco on December 5th and 6th had been received, and December 1st is the deadline for making reservations. Since none of the Commission members present would be able to attend the conference, Director Gallop was directed to contact Commissioners Porter and Sawyer to see if either would be interested in attending the conference, LETTER FROM DIVISION OF HIGHWAYS RE.: RELOCATION OF HIGHWAY 1 '' Director Gallop advised that a letter had been received from the Division of Highways clarifying the problem of a public hearing and relocation of High - way 1 and the Division made it quite clear that they 'do'not have any plans for relocating Highway 1 between Oceano and Pismo Beach at this time PROPOSED ORDINANCE e ABATING OBSTRUCTIONS IN DRAINAGE CHANNELS Director Gallop advised that the City Council had a first reading of a proposed ordinance at their last meeting concerning the abatement of con- struction and obstacles in drainage channels within the City, ADJOURNMENT .
