November 4, 1969
The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners Bowles, Porter, St. Denis, Sawyer and Strother. Commissioner
McMillen is absent. Also in attendance are City Administrator Butch and Planning
Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Strother, seconded by Commissioner Bowles, and
unanimously carried, the 'minutes of the regular meeting of October 7 1969,were
approved as prepared.
DIVISION OF HIGHWAYS ROUTE PLANS - ASSEMBLY BILL NO:,-1865
Assembly Bill No. 1865 was discussed by the Commission and Director Gallop
pointed out that this new legislation makes it mandatory for the planning Commissions
and legislative bodies of the local entities to hold public hearings prior to the
selection of street and highway locations by the State Division of Highways.
LEAGUE OF CALIFORNIA CITIES SEMINAR
Director Gallop - informed the Commission of the Seminar for Planning Commissioners
and City Managers on December 5th and 6th in San Francisco, and that a second Seminar
will be held in Anaheim on April 8th thru the 10th. He requested that any Commissioners
wishing to attend the December seminar to advise him as soon as possible, and that more
information would be forthcoming with regard to the seminar to be held in April, 1970.
PROPOSED ORDINANCE - ON- STREET PARKING IN RESIDENTIAL DISTRICTS
Director Gallop advised that the proposed Ordinance was used for study purposes
in February of 1968 and has since been reactivated by the Commission. He briefly re-
viewed some of the remarks made by Department Heads when the Ordinance was first pro-
posed. He stated that City Attorney Shipsey had questioned that if such an Ordinance
is passed, if the City would have to post the streets, and that Mr. Shipsey had
indicated he would check other ordinances for comparative purposes.
Director Gallop stated that the proposed ordinance is one which was adopted .
and has been successful in the City of Dinuba and has been upheld by the Court as
being an effective one.
The problem of recreational trailers and boats being stored in the public
right -of -way was discussed. Director Gallop pointed out that any vehicle being
stored in the right -of -way for any length of time prevents sweeping of the streets
and, consequently, dirt and litter collect under and around the vehicle.
It was the concensus of opinion that the larger commercial trucks being
parked in the public right -of -way were the main concern at this time, and Director
Gallop was directed to rewrite the proposed ordinance setting a time limit of six
(6) hours parking for commercial vehicles with an unladen weight of 4500 pounds or
more, and a seventy -two (72) hour time limit on recreational vehicles, camp trailers,
boats and automobiles for discussion at the next regular meeting.
RYAN OUTDOOR ADVERTISING APPEAL TO THE CITY COUNCIL
Director Gallop advised that Ryan Outdoor Advertising, Inc. has filed appeals
to the City Council on the four Use Permits denied by this Commission, and the
public hearings have been set for 8:00 p.m. November 10, 1969.
MEETING OF THE SLO COUNTY DEVELOPMENT ASSOCIATION
Director Gallop informed the Commission of the meeting to be held by the
SLO County Development Association on November 1lth, 1969, and requested any
Commissioner wishing to attend to advise him so that arrangements could be made.
INSTALLATION OF CURB, GUTTERS AND SIDEWALKS ON GRAND AVENUE
Chairman Moss referred to the City Council minutes of September 10th, 1969
with regard to the public hearing for the installation of curb, gutters and sidewalks
by use of the 1911 Assessment Act (short form) on Grand Avenue and LePoint Street.
Chairman Moss pointed out that one property owner on Grand Avenue was exempted from
making these improvements because the owner stated he didn't know where to put the
driveway aprons. Chairman Moss stated, in his opinion, this is special preference
to one property owner.
After discussion, on motion of Commissioner Bowles, seconded by Commissioner
Strother, and unanimously carried, that a recommendation be made to the City Council
to reconsider the deletion of this property from the District, and require that the
improvements be made.

ADJOURNMENT
There being no further business before the Commission, Chairman Moss declared
the meeting adjourned at 8 :29 P.M.
