MINUTE APPROVAL
On motion of Commissioner Porter, seconded by Commissioner Strother, and
unanimously carried, the minutes of the continued regular meeting of July 9, 1969 were
approved as prepared.

The Planning Commission met in regular session with Chairman Moss presiding.
Present are Commissioners McMillen, Porter and Strother. Absent are Commissioners Bowles,
St. Denis and Sawyer. Also in attendance are Planning Director Gallop and Councilman
Levine.
DISCUSSION ON AMENDING THE ZONING ORDINANCE TO ALLOW MOBILE HOME PARKS IN R -A DISTRICT
Director. Gallop requested the Planning Commission to consider the possibility
of amending the Zoning Ordinance with reference to Mobile Home Parks to permit them in
RA District under Use Permit procedure. He advised that in looking at the Zoning Map,
the largest percentage of the City which is most desirable for Mobile Home Parks is
zoned RA, and that by this procedure the three to four months zone change period would'
be eliminated and we would have the same conditions as we have now. Also, this pro-
cedure would eliminate considerable expense to the petitioner and the City. As it is
now, the petitioner must file a zone change, preliminary to even being considered for a
Mobile Home Park. This costs the petitioner $75.00 and then he has to come back with
$25.00 to file a Use Permit application. We would merely be giving the individual the
right to request a ruling of this Commission whether a Mobile Home Park would be allowed
or not, and the Commission would have the Land Use Plan for guide lines with regard to
density, etc.
Commissioner McMillen suggested that the Planning Director make a study of the
areas he is thinking about, making recommendations to the Commission, and that the matter
be discussed at the next Planning Commission meeting.
Commissioner Strother inquired as to the enforcement of the requirements for
landscaping, etc. in connection with Use Permits for Mobile Home Parks, advising that
the public has questioned this enforcement and are quite concerned. Commissioner
McMillen stated that in the last three weeks he has been approached on four occasions
on this same question, and it seems to be of concern of a great many people. Director
Gallop advised that whether the State or the City is doing the inspecting, no unit can
be moved in to a park until every condition of the Use Permit has been complied with,
and that we have an agreement with Mr. York, State Inspector, that when he makes his
final inspection of a new park, either Mr. Nicklas or himself will go along to make
sure that these conditions are being met. He stated, however, once the landscaping is
in, there is no guarantee that the landscaping will be maintained other than pride of
ownership, and that perhaps the Commission should consider where landscaping is re-
quired, an irrigation system would also be required.
PUBLIC HEARING - REZONING CASE NO. 69 -34 BLOCK 6, WESTERN ADDITION, R -1 TO F -S
Upon being assured by Director Gallop that the Public Hearing for Rezoning Case
No. 69 -34, Block 6, Western Addition, from R -1 to F -S District, had been duly published,
posted and property owners notified, Chairman Moss declared the hearing open.
Director Gallop advised that during the study of the rezoning of the City and
the adoption of the new Zoning Map, Block 6 of the Western Addition was originally
included in the Freeway Service District, and that when the map went to the consultant
for final preparation for publication, the draftsman inadvertently dropped this area
from the F -S District. After the map was published, the owners of the property in that
block brought it to the attention of the Planning Department that it was not zoned as
approved. There are two commercial uses in this area; one being the Medical Laboratory
and the other being the 101 Motel. The purpose of this hearing is to correct this
error in the published map.
Mr. G. S. Dana, 514 Cornwall Ave., Mr. Wm. J. Eagers, 517 Cornwall, Mrs.
Dalbey, 511 Cornwall, and Mr. Tyreman, 505 Cornwall, were present and protested to
the zone change, stating the F -S Zone would open the area up to many kinds of
businesses not conducive to a single family area.
Director Gallop pointed out that the present Medical Laboratory and the motel
are now, and would remain, non - conforming uses in an R -1 District, and that if they
wished to expand or remodel, this could not be permitted under the R -1 zoning. He
advised the uses under Freeway Service are limited to motels, restaurants in con-
nection with motels, cocktail lounges in connection with restaurants, limited offices
and service stations. He also advised that no protests were made against the F -S
zoning of this area during public hearings held by the Planning Commission and Council.

Mr. Brennan, operator of the 101 Motel, was present and spoke in favor of the
zone change, stating there is only one house on this block and since we have the Frontage
Road going down this particular strip, it should be zoned the same as the rest of it.
He stated this R -1 zoning was obviously an error in printing because it was originally
printed in the zoning map as F -S.
No further discussion for or against the proposed zone change, Chairman Moss
declared the hearing closed, and the following action was taken:

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF ARROYO GRANDE RECOMMENDING TO THE CITY COUNCIL AN
AMENDMENT TO THE MUNICIPAL CODE OF THE CITY OF ARROYO
GRANDE AS PROVIDED BY CHAPTER 4 ZONING, ARTICLE 21,
OF SAID CODE.
On motion of Commissioner McMillen, seconded by Commissioner Porter, and byF 00
the following roll call vote, to wit:
AYES: Commissioners McMillen, Porter, St. Denis, Strother and Moss
NOES: None
ABSENT: Commissioners Bowles and Sawyer
the foregoing Resolution was adopted this 15th day of July, 1969.
REQUEST FOR PERMISSION TO BE ABSENT
Commissioner St. Denis requested permission to be absent from the City for
two weeks. On motion of Commissioner Strother, seconded by Commissioner Porter, and
unanimously carried, permission was granted to Commissioner St. Denis to be absent for
a period of two weeks.
REPORT ON USE PERMIT CONDITIONS
Chairman Moss reported that the Recap Shop at 111 Alder Street has residue on
the roof again. Director Gallop advised he would have Inspector Nicklas investigate
this problem.
Chairman Moss also inquired as to when the planter would be installed on the
property owned by Mr. Joe Zogota at 716 Grand Avenue, which was one of the requirements
of the Architectural Approval, and Mr. Gallop was requested to investigate this.

unanimously carried, the meeting was adjourned at 8 :14 P.M.
