PC Minutes 1969-06-17224 Planning Commission Arroyo Grande, California June 17, 1969 The Planning Commission met in regular session with Vice - Chairman Strother presiding. Present are Commissioners Bowles, Moss, Porter, St. Denis, and Sawyer. Chairman McMillen is absent. Also in attendance are Administrator Butch and Planning Director Gallop. MINUTE APPROVAL On motion of Commissioner Porter, seconded by Commissioner Moss, and unanimously carried, the minutes of the regular meeting of June 3, 1969 were approved as prepared. COASTAL - VALLEY PLANNING COUNCIL JOINT POWERS AGREEMENT Director Gallop advised that when the original Joint Powers Agreement was formulated, it provided for two representatives from the Oceano area and one local County Planning Commission representative, After the agreement was adopted by the three cities, the County objected to the representation as set up, and recommended to the County Board of Supervisors that it be rewritten to provide for three repre- sentatives of the South County at large, The Board of Supervisors rewrote the agree- ment to read three members from the South County area at large, providing staff assistance but no financial assistance. When the agreement came back to the Coastal - Valley Planning Council it was discussed by the members of the Coastal - Valley Planning Council, and they recommended that the Agreement again be rewritten to provide for one representative at large, by policy, from the Oceano area. Since the Joint Powers Agreement has been adopted, it would be necessary to approach the City Councils of Arroyo Grande, Pismo Beach and Grover City to see if this alternate would be acceptable to theme After a brief discussion, on motion of Commissioner Moss, seconded by Commissioner St. Denis, and unanimously carried that a recommendation be made to the City Council for their consideration of the amendment of the Joint Powers Agreement as recommended by the Coastal - Valley Planning Council. PUBLIC HEARING - REZONING CASE NO. 69 -33, HUASNA ROAD (WICAL) Director Gallop advised that the area proposed to be rezoned is located in the east part of the City on Huasna Road,between Don Rowe. and Vard Loomis' property. He also stated..that in the General Plan, there have been provisions made for multiple zoning, with the understanding that we should have some consideration for mobile home park development. Mr. Gallop advised that if the Commission recommends the zoning change, the staff's recommendation is that it should be conditioned on the preliminary mobile home park layout, limiting the density to 6.4 living units per acre, and that it be restricted to mobile home park development per plans on file, and that the . zoning revert back to RA -Bl one year from the effective date of the zone change if not developed in accordance with the plans. Director Gallop advised that in the design, efforts have been made to protect the abutting properties, and that the plans meet all of the specifications of our standards in the new Zoning Ordinance and, in some instances, exceed the standards. Upon being assured by Director Gallop that the Public Hearing for Rezoning Case No. 69 -33, Huasna Road, had been duly published and property owners notified, Vice Chairman Strother declared the hearing open. Dr. Wical, the petitioner, was present and spoke in favor of the Zone Change being granted and stated, in his opinion, this would bring in additional business and provide accommodations for mostly retired people. He advised he would tend to limit the park to no children and not a great number of pets. Mr. Frank Rose, 921 Huasna Road, was present and stated he would have no objections if it is a nice looking, well planned mobile home park, however, he would be against it if it is like some of the ones he has seen around the area. Director Gallop displayed a plot plan of the proposed park and advised if the zoning change is approved, Dr. Wical must pursue a Use Permit and must comply with the conditions on the Use Permit, and that the standards which the City adopted sets a maximum of 8 units per acre and this plan provides for 6.4, which is well below the maximum limit. No further discussion for or against the proposed Zone Change, Vice Chairman Strother declared the hearing closed. Planning Commission, 6/17/69 Page 2 In answer to Commissioner Moss' question with regard to the traffic problem, Director Gallop advised, in his opinion, this would not create any more of a traffic problem than if the property were developed as R -1 lots. COUNCILMAN WOOD ENTERED THE MEETING Vice Chairman Strother advised the audience that the hearing on the application for Zone Change No, 69 - was now closed and since two persons had just entered the meeting, if they wished to speak for or against the zone change, it would be necessary to reopen the hearing, on unanimous approval of the Commission. Mr. Vard Loomis asked. the Commission for permission to speak. On motion of Commissioner Porter, seconded by Commissioner Sawyer,, and unanimously carried, that the hearing be reopened. Mr, Vard Loomis stated he did not come prepared to protest or give consent to the zone change, but that he did have some questions. In his opinion the entrance of the driveway into the subdivision is at the worst possible place it could be,be- cause it is on the top of a hill and is very dangerous because of the traffic situation. Also, the landscaping as shown on the plans looks very good, but sometimes it is hard to make the owner comply with this once he has the permit and starts build- ing, He added if there were the proper landscaping, and it is done in good style, he didn't believe there would be any objections, Dr. Wical assured Mr, Loomis that he did plan to make it a very attractive and well landscaped project. He also stated the reason the, driveway was at the top of the hill is because you can see better at that point than any other, and it was his understanding that eventually the road will be 30° wider. Director Gallop stated that once the City has approved the plans, the State takes over the juris- diction of supervising the construction and they will not permit a unit to move into the park unless all requirements are met., Mr. Morton Binder, designer of the park, was present and stated, with regard to the entrance to the park, there is quite a rise coming up the hill, and the most logical place would be at the top of the hill rather than at the bottom. He stated when the setback is moved 30' from where it is now, it will be thoroughly. open. He also advised that the creek will be developed with a senior citizen's type of park and, in his opinion, the development of the park would be a top "Five Star" unit. Mrs. Loomis was present and stated the park looks very attractive and advised she would have no objections to it. No further'discussion for or against the proposed zone change, Vice Chairman Strother declared the hearing closed. After discussion, the following action was taken: RESOLUTION NO, 69-126 Z A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING TO THE CITY COUNCIL AN AMENDMENT TO THE MUNICIPAL CODE OF THE CITY OF ARROYO GRANDE AS PROVIDED BY CHAPTER 4 ZONING, ARTICLE 21, OF SAID CODE. On motion of Commissioner Porter, seconded by Commissioner Sawyer, and by the following roll call vote, to wit: • AYES: Commissioners Bowles, Moss, Porter, St. Denis, Sawyer and Strother NOES: None ABSENT: Chairman McMillen the foregoing Resolution was adopted this 17th day of June, 1969. PROPOSED AMENDMENT TO SIGN ORDINANCE Director Gallop read the proposed amendment to the Sign Ordinance, as re- quested by the Commission at its last regular meeting as follows: "No free standing or pole sign shall be illuminated by any method other than interior diffused illumination ", and advised this limits control only to new pole or free standing signs, After discussion, the following action was taken: 225 226 Planning Commission, 6/17/69 Page 3 RESOLUTION NO, 69 -127 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE RECOMMENDING TO THE CITY.COUNCIL AMENDING CHAPTER 9 OF TITLE 8 OF THE ARROYO GRANDE MUNICIPAL CODE BY AMENDING SECTION S -1301 BY ADDING SUB - SECTION (a). On motion, of Commissioner Moss, seconded by Commissioner Sawyer, and by the following rol'.1 call vote, to wit: AYES: Commissioners Bowles, Moss, Porter, St. Denis, Sawyer and Strother NOES: None ABSENT: Chairman McMillen the foregoing Resolution was adopted this 17th day of June 1969, CORRECTION OF ZONING MAP Director Gallop advised he had received a letter concerning the new zoning map. In the original zoning map as approved by the Commission and the City Council, there is a block of F -S Zoning which was lost in the preparation of the published map. This block is bounded by Cornwall and Oak and was originally set out as F -S, and inadvertently this was reverted to R-1. Mr. Brennan, who owns Motel 101, has called this to our attention and requested that the map be corrected for the reason of the error in the final map. RESOLUTION NO. 69 -128 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE EXPRESSING INTENTION TO INITIATE A ZONE CHANGE TO CORRECT AN ERROR IN THE ZONING MAP. On motion of Commissioner Porter, seconded by Commissioner Bowles, and by the following roll call vote, to wit: AYES Commissioners Bowles, Moss, Porter, St. Denis, Sawyer and Strother None ABSENT: Chairman McMillen the foregoing Resolution was adopted this 17th day of June, 1969. DISCUSSION ON ZONING Mrs. Antoinette Sturtevant was in the audience:antl advised she owns two acres on Spruce Street and asked why she wouldn't have an opportunity to put mobile homes on this property. Director Gallop advised the zoning in this area is R -G, which would allow single family homes, duplexes, triplexes, and garden apartments. He stated that two acres .is smaller than is permissive for a mobile home park development and would not be economically feasible. Vice Chairman Strother pointed out that this property had been changed from R -1 to R -G, which permitted a more liberal use of the property, DISCUSSION ON PARKING OF TRAVEL TRAILERS AND BOATS IN A RESIDENTIAL DISTRICT Commissioner Bowles. inquired as to the legality of parking travel trailers and boats in driveways and on front lawns. Director Gallop informed him that there is a requirement in the Zoning Ordinance that if you have adequate side yard or access to the rear yard, the trailers must be kept in the side yard or rear yard, otherwise they should be kept within the front yard setback. Commissioner Moss stated he believed that this matter should be reconsidered; that the storage of trailers and boats in the front yard is a problem now, and action should be taken before the situation gets out of hand. ANTI - LITTER ORDINANCE Commissioner Moss stated that about a year ago this Commission started to discuss an Anti- Litter Ordinance and inquired as to the disposition of the pro- posed ordinance, Director. Gallop advised this had been referred to the City Attorney. On motion of Commissioner Moss, seconded by Commissioner Sawyer, and unanimously carried, that Director Gallop contact City Attorney Shipsey with regard to the proposed ordinance, Planning Commission, 6/17/69 ADJOURNMENT As there was no further business before the Commission, Vice Chairman Strother declared the meeting adjourned at 8:57 P.M.
