PC Minutes 1969-02-18208 Planning Commission Arroyo Grande, California February 18, 1969 The Planning Commission met in regular session with Vice Chairman Strother pre- siding. Present are Commissioners Porter, St. Denis, Sawyer and Skelton. Commissioner Moss and Chairman McMillen are absent. Also in attendance are Mayor Thompson, Council- men Levine, Schlegel, Smith and Wood, Administrator Butch and Planning Director Gallop. MINUTE APPROVAL On motion of Commissioner Skelton, seconded by Commissioner Sawyer, and unanimously carried, the minutes of the regular meeting of February 4, 1969 were approved as prepared. JOINT MEETING WITH CITY COUNCIL REGARDING MOBILE HOME PARKS Mayor Thompson advised that the Council is here to learn what they can and would like to know the Commission's viewpoint about the City taking over the in- spection of Mobile Home Parks. Administrator Butch clarified that if the City did adopt this plan, the City Attorney advised that a Resolution would be all that is necessary and would not require an Ordinance. Director Gallop advised that after the adoption of the Resolution and notification to the State, 30 days is required before the authority passes from the State to the City. He also stated that Mr. Harold York, inspector for the California State Division of Housing, was present to answer any questions the Commission or Council might have. Mr. York stated that there are presently two parks within the City Limits, both less than 35 spaces, which would amount to $55.00 revenue per year. He pointed out that the parks in the adjoining area, if annexed to the City, would provide approximately 254.50 annual revenue, plus whatever awning permits are issued, and any new parks would be roughly $7.00 per space for building permit fees, . and permits for the recreation room, laundry room, etc.,. would be approximately $700.00 in permit fees and, normally for new parks, awning fees amount to another $1,000.00 spread over a period of a year or two. Mr. York advised, at the present time, he covers two counties, and that the Cities of Santa Barbara and Santa Maria have taken over the inspection Of parks, and he covers the balance of the area. Administrator Butch asked if the. State Inspector was obligated to see that the City's requirements are fulfilled, and Mr. York stated that this was part of the State requirements that they enforce City requirements and Ordinances; however, often he does not have the requirements especially on the older parks, which could be due to a lack of communications. In answer to Councilman Schlegel's question regarding Mr. York's availability to make inspections within a reasonable period of time, Mr. York stated he works on a priority system and he gives top priority to new construction. He covers 120 parks with about 7,000 spaces, and plan checking and new construction are given top priority, and they try to catch annual inspections as they can. On annual inspections, when deficiencies are found, we should make a follow -up inspection within 30 days, but because of the work load some are running 4 to 5 months behind. Vice Chairman Strother stated that one of the concerns of the Commission was the fact that some violations might escape Mr. York's attention, whereas the local building inspector would be more familiar with the conditions of the Use Permit as well as Ordinances on setbacks, landscaping, etc. Mr. York in- dicated that City inspection depends on the inspector himself. If the in- spector chooses to spend a little time on his own to study and keep abreast of the State requirements, then it would be no problem for him to go through and pick up these deficiencies. Mr. York stated that one of the most common violations is the use of copper tubing in hooking up the gas connection, and also the electric power assembly going into the coach. Councilman Schlegel asked how our inspector would catch these violations and how he would be ad- vised of these problems. He asked Mr. York if his office sends bulletins to direct attention to these special problems. Mr. York advised that since his department specializes in Mobile Home Parks, they are better informed, and any changes as they take place, the City would be on the mailing list to receive these notices, however, there would probably still be some areas the City in- spector would not understand. It is hoped, that if the City does take over inspection of Mobile Home Parks, the City inspector would call the State re- garding any problem and they would help him out. 1 Planning Commission, 2 -18 -69 Page 2 Director Gallop stated there was some question as to whether or not taking on this work would require additional help, and that unless we have a significant increase in conventional construction or other areas of responsibility for Mr, Nicklas, it would be a long time before it would have any material affect on him. After discussion, Mayor Thompson thanked Mr. York for attending the meeting. Councilman Wood gave Commission members a copy of his personal comments "Trailer Inspection Comments ". AFTER THE ABOVE DISCUSSION. THE COUNCIL AND ADMINISTRATOR BUTCH LEFT THE MEETING In conclusion, Mr. York stated if the City did elect to take over the in- spections, there would be no' hard feelings on his part and he would certainly help out in any way he could. II/ Mr. Gallop stated that an annual inspection is required by law, however, a local inspector could make continual inspectlohs, which would not put a burden on the City forces at any one time, and once the inspector becomes acquainted with the p roblem areas, it doesn't take very long to find them. When the inspector becomes aware of these problems they are resolved now instead of waiting for annual inspections. There would be additional workload for our inspector, but it would not be of such quantity that would affect our inspector. He would not make one inspection a year; he would make a number of quick checks once a month or six weeks and one of the checks would be classified as an annual inspection, which will re- sult in a higher degree of maintenance. Commissioner Sawyer stated there should be no problem in trying the plan since it can be relinquished at any time merely by adopting a second Resolution, ARCHITECTURAL APPROVAL - BANK OF AMERICA, 102 WEST BRANCH STREET Director Gallop presented a drawing of the proposed remodeling to the Commission, stating that the plan involves primarily the main entry way. The building is to be sandblasted and repainted. The only changes will be at the entrance and the face of the building. The plans call for some lattice work, planters, etc. Mr. Anderson, representative of the bank, was advised that because - Branch Street is a State highway, the State must approve the plans and issue an Encroachment Permit. Mr. Anderson was present and stated they want to improve the appearance of the building and give it some style. On motion of Commissioner St. Denis, seconded by Commissioner Porter, and unanimously carried, that architectural approval be granted for the remodeling of the Bank of America, 102 West Branch Street, in accordance with plans submitted and on file. APPOINTMENTS After a brief discussion, on motion of Commissioner Porter, seconded b Commissioner St. Denis, and unanimously carried, that a recommendation be made to the City Council for the appointment of Commissioner Skelton to the Coastal - Valley Planning Council for a period of two years, and the appointment of Commissioner Sawyer for a,period of one year. 1 Commissioners Porter and St, Denis indicated they would like to serve on the Architectural Committee, and were so appointed by Vice Chairman Strother, It was agreed that Planning Director Gallop be appointed as the third member of the Architectural Committee. ASILOMAR CONFERENCE Director Gallop advised he had talked to Mr. Rogoway, County Planning Director, who indicated they are going to try again this year to get a bus for the Conference, if there are sufficient people interested in going. He advised the Conference will be held Saturday, March 8th in Asilomar. Commissioners Sawyer, St. Denis and Porter indicated an interest in attending, and Vice Chairman Strother advised he would attend if possible. Director Gallop stated he would check with Commissioner Moss and Chairman McMillen as to their interest in attending. NEW ZONING ORDINANCE Director Gallop presented a copy of the new Zoning Ordinance to the Commission, advising it will become effective on February 28th as originally approved. 209 210 Planning Commission, 2 -18 -69 ADJOURNMENT As there was no further business before the Commission, Vice Chairman Strother declared the meeting adjourned at 8:47 PoM< ice Chairman Page 3
