February 4, 1969
The Planning Commission met in regular session with Vice Chairman Strothe'r, pre-
siding. Present are Commissioners Moss, St. Denis, Sawyer and Skelton. Commissioner
Porter and Chairman McMillen are absent. Also in attendance are Councilman Smith,
Administrator Butch and Planning Director Gallop.
MINUTE APPROVAL
The minutes of the regular meeting,pf January 21,'1969 were corrected to show
that on motion of Commissioner Strother, seconded by Commissioner Skelton, and
unanimously carried, Resolution No. 116 was adopted requesting the City Council to
vacate that portion of 20 foot right -of -way acquired by the State from south of Allen
Street to Cherry not needed for street purposes.
Director Gallop advised that in checking the records, recommendations of street
abandonment had not been done by Resolution in the past and, therefore, he had
eliminated Resolution No. 116, using that number for the Resolution granting Use
Permit Case No. 69 -136, in lieu of the number 117.
On motion of Commissioner Skelton, seconded by Commissioner Moss, and unanimously
carried, the minutes were approved as corrected,
REVIEW - USE PERMIT CASE NO. 68-127 BODY AND PAINT SHOP, 931 -933 GRAND (CROCKETT)
Director Gallop advised that the premises had been inspected and Mr. Crockett
has complied with all requirements of the Use Permit, that this is a clean operation,
and there have been no complaints or traffic problems and, therefore, the staff sees
no need for further review,
ARCHITECTURAL APPROVAL - FISSORI AND MC NEIL
Director Gallop advised that sometime ago there was a lot split granted on
property owned by Mr, Nick Gaynos at the corner of Linda Drive and Brisco Road
creating three lots, and that this will be in an R -2 District around the end of
February after the new zoning is effective. Fissori & McNeil proposes to build
a duplex on each of the two lower lots. The Planning Director viewed the property
and stated that there is not a 7% difference in grade between the building sites
and the houses on the north side of Linda, therefore, neither lot is affected by
the new view control. He presented architectural drawings to the Commission for
consideration and stated, in his opinion, architectural approval could be granted
to both structures at one time because they involve the adjacent parcels of
property.
After discussion, on motion of Commissioner Skelton, seconded by Commissioner
St. Denis, and unanimously carried, that architectural approval be granted on the
two designs submitted by Fissori and McNeil, subject to the effective date of the
new Zoning Ordinance.
CONSIDERATION OF PROPOSED ORDINANCE FOR STREET NAMING, AND RECOMMENDATION TO
REVISE HOUSE NUMBERING ORDINANCE,
Director Gallop advised that a copy of the proposed ordinance had been sent
to the Commission with the Agenda, and that since the ordinance was originally
prepared by Mr. Shipsey and himself, there have been two department head meetings
resulting in some change of wording for clarification purposes, which he explained
to the Commission.
He advised that Sections 2.01 through 2.04 is a reiteration of the existing
street numbering ordinance with two changes. In 2.02 the type of material to
be used in house numbers is eliminated in view of many materials being used
today for this purpose, In Section 2,03 the word "Street Superintendent" was
changed to "Planning Director" because the Planning /Building Department have
been assigning street numbers for several years rather than the Street Depart-
ment.
Section 2.05 is a statement from the Subdivision Resolution which was adopted
in 1952. The last paragraph of Section 2.05 is clarified on the recommendation
of department heads to provide that new streets which are in obvious alignment
with other existing streets shall bear the same names, and other streets before
being named or renamed, would be considered by all departments with recommendations
to the Planning Commission.

Since all new tentative subdivision maps must be approved by the Commission,
they will have the opportunity to review street names since they are required to be
a part of that tentative map.
Section 2.06 is a new section which the City Attorney and Planning Director felt
necessary to establish the street name change procedure.
The Planning Director also informed the Commission that during the past two
years his department has been changing house numbers which are in conflict with the
present ordinance, and estimated that perhaps 50 or 60 such changes had been done
to this time, and that a major area of house numbering errors around Pike and Elm
Street was being corrected at this time. He informed the Commission that only
existing house numbers in conflict are being changed, and that a wholesale change of
numbers throughout the City was not contemplated or proposed.
On motion of Commissioner Moss, seconded by Commissioner St. Denis, and
unanimously carried, that a recommendation be made to the City Council for con-
sideration and adoption of an ordinance providing for proper identification of
property within the City of Arroyo Grande,
PRELIMINARY ANNOUNCEMENT_ ON ASILOMAR CONFERENCE
Director Gallop stated for Commission members who have not attended an Asilomar
Planning Conference, that it is held yearly and is sponsored by the Monterey County
Planning Council, and that the City budgets money for any member who wishes to
attend. He stated that Commissioners wishing to attend could advise him at the
next Planning Commission meeting. The Conference will be held on Saturday, March
8, 1969.
NEW ZONING ORDINANCE
Oirector Gallop advised that the new Zoning Ordinance had its second reading
and will become effective approximately the first of March, and the new Ordinance
requires the selection of an Architectural Committee, which can be made up of
thl'ee members of the Planning Commission, or two Commission members and the
Planning Director. All architectural reviews will go to this committee instead
of the Planning Commission in the future, Vice- Chairman Strother stated he
would prefer that Chairman McMillen make the appointments at the next meeting.
COASTAL- VALLEY PLANNING COUNCIL
Director Gallop advised that Grover City, Pismo Beach and Arroyo Grande have
approved the Coastal - Valley Planning Council Joint Powers Agreement. He stated
it would be necessary for this Commission to make a recommendation to the City
Council for the appointment of two of its members to this Council. A meeting is
scheduled February 17th to start formulating this organization.
Vice Chairman Strother suggested that Commissioners Sawyer and Skelton con-
tinue as representatives from the Planning Commission until their successors are
apOointed.
A4ANDONMENT OF A PORTION OF TRAFFIC WAY
Director Gallop stated that at the last regular meeting, this Commission
recommended that the City Council consider vacating a portion of Traffic Way, and
that the City Council took action at their last meeting. Administrator Butch
stated the Council had two choices; either abandonment of the property completely,
or to sell the property. A precedent had been set in prior years where the City
had abandoned property to the property owner for a sum of money. The "property
owner had received money for the property from the State and, therefore, the
Council chose to abandon at a selling
MOBILE HOME PARKS
The Commission was advised that several months ago the Planning Commission
made a recommendation to the City Council that they consider assuming the
jurisdiction of Mobile Home Parks within the City of Arroyo Grande. In the
meantime, the Council requested Mr. Butch make a review of the other Cities to
see what they had done. He polled 12 cities and, with the exception of three,
they have all found it had been advantageous to the City and had not created
any additional burden on the existing city forces. Director Gallop stated that
at the time he talked about this, it was his feeling that one State man super-
vising two counties with 120 parks of 7,000 plus spaces, was spreading one man
too thin, particularly when he has to supervise all new construction as well as
periodic inspection of existing parks.

Mr. Gallop advised that, at this time, the Council decided not to take over
the jurisdiction of the Mobile Home Parks, and an effort would be made to
establish closer liaison with the Division of Housing and Standards to close any
gaps with regard to requirements imposed by the City.
City Administrator Butch advised he had contacted Mr, Harold York, State
Representative, and indicated our desire to have our building inspector work with
him when he makes inspections within our Mobile Home Parks to make our inspector
more knowledgeable as to when and how inspections are made. Councilman Smith
stated the general feeling of the Council was that there are adequate Ordinances
concerning Mobile Home Parks, so enforcement of these Ordinances is all that is
needed,
Director Gallop explained that once the City has approved a Mobile Home Park
Use Permit, the State issues all permits and they receive all the fees, and they
are responsible for inspection of all utilities, etc. If Mr. York and Mr. Nicklas
can work out the inspections this would be fine, however, there would be nothing
gained by it because Mr. Nicklas would just be tagging along watching Mr. York.
The City's standards are higher than those of the State and this is where the
difficulty comes in, Commissioner Moss indicated that if a sub - standard condition
did exist, the State Inspector may not be around for a year to correct the condition.
Administrator Butch stated, as far as fees, the annual fee for our City would only
be $50,00 for the two existing Mobile Home Parks,
Director Gallop indicated another advantage of having the jurisdiction would
be that an inspection could be made on the day it is called for instead of hold-
ing up the developer until the State Inspector is available.
After discussion, on motion of Commissioner Skelton, seconded by Commissioner
Moss, and unanimously carried, that this Commission resubmit to the City Council
a recommendation that the City assume jurisdiction over the inspection of Mobile
Home Parks within the City, and recommend that they take a more extensive look
at the question for the reasons that people living in the park would be under City
control instead of State control, there would be no apparent increase in cost
since the City Inspector is to work with the State Inspector anyway, the City
should enforce its own ordinances, violations could be easily detected under
local control, and fees would be paid to the City as is with a regular building
permit.
Commissioner Moss suggested that a list of pros and cons be compiled and
submitted to Council with the recommendation.
