ARROYO GRANDE, CALIFORNIA
DECEMBER 17TH, 1968
The Planning Commission met in regular session with Chairman McMillen
presiding. Present are Commissioners Moss, Porter, St. Denis, Skelton,and
Strother, Commissioner Sawyer is absent. Also in attendance are Council-
woman Thompson, Administrator Butch, and Planning Director Gallop.
MINUTE APPROVAL
Commissioner Strother corrected the minutes of the regular meeting of
December 3rd, 1968, Page 1, Paragraph 6, with the addition of "Director
Gallop suggested that the property owner desiring this change could in-
stitute an application for a zone change ". Thereafter, on motion of Com-
missioner Strother, seconded by Commissioner Moss, and unanimously carried,
the minutes of the regular meeting of December 3rd, 1968 were approved as
prepared and amended.
REVIEW -USE PERMIT CASE NO. 67 -104, TIRE RECAP SHOP, 111 ALDER (FOLKERTS)
Director Gallop advised that Mr, Nicklas, Building Inspector, had
checked the building today and, according to his inspection, the conditions
of the Use Permit are in force and being followed. A check with the Police
Department disclosed that about one month ago there was a complaint con-
cerning steam, and this perhaps could have been a popped boiler, and stated
this was the only complaint since the last review about 2'2 months ago.
SCENIC HIGHWAYS
Director Gallop reviewed that a few weeks ago a meeting was held on
the Scenic Highway system for the State with a representative from the
Division of Highways outlining how the City could request initiation of
study of the Scenic Highway System within out City. He stated Highway 101
is the only Highway within our area that is eligible and on the system,
but not yet adopted. The Pismo Beach and Grover City Planning Commissions
have taken action requesting their respective Councils to adopt a resolu-
tion addressed to the Division of Highways asking that Highway 101 within
the Cities of Grover City and Pismo Beach be taken under study. Director
Gallop suggested that the Council be requested to send a copy of their
Resolution to the County Planning Commission requesting they take similar
action.
Director Gallop stated that the State does not tell you what the con-
trols must be, they merely say you must have controls on signs, billboards,
land use, grading plans, etc., so that they have a certain amount of assur-
ance that when and if that part of the highway is adopted as a scenic high-
way, that the abutting county or city have taken actions to try to protect
the aesthetics of the areas. He stated in reviewing our Ordinances, in
his opinion, we have everything we need to qualify us now. The City gets
the publicity of having a scenic highway which goes on every map in the
state. He stated once the City gets the designation, the State can't im-
pose any additional conditions.
After discussion, on motion of Commissioner Skelton, seconded by
Commissioner St. Denis, and unanimously carried, that a recommendation be
made to the City Council for the adoption of a Resolution to the State
Division of Highways requesting that Highway 101 within the City of
Arroyo Grande be included in the Scenic Highways System, and that a copy
of the Resolution be sent to the County Planning Commission requesting,
similar action within the Arroyo Grande, GroverCity and Pismo Beach area.
PUBLIC HEARING -USE PERMIT CASE NO. 68 -135, MOBILE HOME PARK, 1210 FARRELL
Director Gallop stated that the property involved is located on the
north side of Farrell across the street and to the west of Tract No. 283
(Carmella Drive) and that the property adjacent to it on the west has been
purchased by a church. The property consists of a little over four acres,
and they propose 44 spaces, 10 units per acre. A staff report was mailed
with the agenda and made available to the petitioner. He stated the Fire
Department advised that fire protection requirements for the Park would
require hydrants on Farrell Road adjacent to the Park drives, No hy-
drants will be required on the interior of the property.
Upon being assured by Director Gallop that the public hearing for
Use Permit Case No, 68 -135, Mobile Home Park at 1210 Farrell Road, had
been duly posted, published and property owners notified, Chairman
McMillen declared the hearing open.

Mr, David J. Sieperman, Tract 283, was present and stated they had
no objections to the proposed Mobile Home Park,
Director Gallop advised that the developer projects development of
the park in two increments and noted that the staff recommends that all
of the Farrell Road improvements be put in with the first increment.
The petitioner, John T. Smith, was present and stated everything
was satisfactory and he expected to start work right after the first of
the year on the first increment. He stated he intends to build the
recreation room before he puts in the spaces.
No further discussion for or against the permit, Chairman McMillen
declared the hearing closed.
A discussion of the Staff recommendations resulted in the wording
of No. 11 changed to read HOEntire park to be enclosed by a minimum of
a 6' chain link fence, with the north and east property line chain link
fence sections to go in with the second increment (Westerly property
line need not be fenced until such time the existing Cedar tree wind-
break might be removed).' Item No. 12 was added as follows: All con-
ditions pertaining to Farrell Road improvements are required with the
development of the first increment of the park.

COASTAL- VALLEY PLANNING COUNCIL
Director Gallop introduced Mr, Gene Mintz, Chairman of the Grover
City Planning Commission and temporary Chairman of the Coastal - Valley
Planning Council, Mr. Mintz briefly reviewed the Joint Powers Agreement
with the Commission, Director Gallop stated that the Pismo Beach Plan-
ning Commission has already approved the agreement and forwarded to their
Council for adoption, the Grover City Planning Commission has it under
study and anticipate action at their next regular meeting, and members
of the Coastal- Valley Planning Council have met with the County Planning
Commission and are to re- appear at the first meeting of January.
After discussion, on motion of Commissioner Moss, seconded by Com-
missioner St, Denis, and unanimously carried, that this Commission ap-
prove the Joint Powers Agreement and Resolution of the Coastal - Valley
Planning Council and forward to the City Council with a recommendation
for adoption.
AGRICULTURAL PRESERVE DISTRICT
Director Gallop advised that the San Luis Obispo County Planning
Commission Public Hearing on the Agricultural Preserve District was held
on the 4th of December, which he attended, and reported very little par-
ticipation. Three areas were considered: 1) The Upper Arroyo Grande
Valley and Huasna area, 2) The Lower Arroyo Grande Valley and 3) A
large agriculture area south of the Nipomo Mesa, The intent of Agri-
cultural Preserve is to create a district whereby any .land owner within
it, once it is created, can sign a ten year agreement with the County
whereby the Assessor recognizes this document and assesses on productiv-
ity of the land rather than land value, thereby possibly giving the
property owner some tax relief. A representative from the State Asses-
sor's office was present and stated this may or may not be the case.

would be assessed on the land ability rather than what the owner is do-
ing with it. He stated Upper Arroyo Grande Valley and Huasna Area is
already zoned A -3 which is strictly agricultural zoning and is protect-
ive in itself. As a direct result of the apparent lack of interest, all
three areas were turned down and, therefore, the south county does not
have an Agricultural Preserve District. He said the property owners in
the northern area (Atascadero) supported it almost 100% and this was ap-
proved, and there are about 5500 acres involved there.
Commissioner Strother stated he also attended the hearing and in
talking to some of the owners, their main objection was that this land
would be tied up for a period of ten years, and in order to sell, a
penalty would have to be paid and permission obtained from the Board of
Supervisors for release from the agreement. He stated the ten year
agreement is self renewing and requires permission of the Supervisors
in order to pull out of it.
LOT SPLIT CASE NO, 68 -91, STREET DEDICATION (MCNEIL)
Director Gallop stated that Mr. McNeil is acting as agent for Mr.
Nick Gaynos. The lot split creates four parcels, the 4th parcel would
be the required dedication of 20' on Brisco Road for road purposes. He
stated inasmuch as a legal variance is recommended under the Subdivision
Ordinance and a requirement of street dedication, the matter must come
to this Commission for approval and referral to the City Council for
acceptance of the deed. He stated the City does have the signed deed
and as soon as the map is approved - - by the Commission and City Council,
the map and the deed can be recorded. In view of the houses on the
north side of Linda Drive, the Committee requested architectural ap-
proval of any structure to be built on any of the three parcels.
