December 3, 1968
The Planning Commission met in regular session with Chairman McMillen presiding.
Present are Commissioners Moss, St. Denis, Sawyer and Strother. Commissioners Porter
and Skelton are absent. Also in attendance are Councilman Levine, Administrator Butch
and Planning Director Gallop.
MINUTE APPROVAL
Commissioner Strother corrected the minutes of the Joint County /City Planning
Commission meeting of November 21, 1968, 2nd page, 3rd paragraph, 11th line, to read
"and the summer of that second year would be devoted for the preparation of maps, etc."
Thereafter, on motion of Commissioner Strother, secopd by Commissioner S:t. Denis, and
unanimously carried, the minutes of the regular meeting of November 19, 1968, and the
Joint County /City Planning Commission meeting of November 21, 1968 were approved as
prepared and corrected.
STREET NAME CHANGE 24TH STREET
Director Gallop reviewed that several months ago the staff proposed that streets
which are numbered in the City be changed to names to eliminate conflict problems we
have had in the past. He stated that 24th Street is the only numbered street left and
that in checking back to find name to recommend for consideration, the original
tentative subdivision map shows 24th Street as "Del Sol ". He stated that the staff
would recommend this name be considered for renaming 24th Street, and a poll be con-
ducted of the property owners. The street is one block long and there are approximately
22 parcels of property involved.
After discussion, on motion of Commissioner Strother, seconded by Commissioner
Moss, and unanimously carried, that the property owners on 24th Street be notified of
the suggested name change to Del Sol and a Public Hearing be set for January 7th, 1969
at 7:45 p.m.
STREET NUMBER CHANGES
Director Gallop advised that four subdivisions, when originally numbered, were
numbered with County numbers coming from the coast east. The City numbering is from
the center of town west and, as a result, these subdivisions are completely out of
line with the present City numbering system. He stated this was not too much of a
problem at the moment, however, there is quite a bit of vacant land adjacent to these
subdivisions and development of these parcels would create problems. He stated the
numbers would be changed around the first of February at the time the people on Tierra
Street are informed of the street name change, so that they can take care of the street
and number change at the same time.
BOB'S AUTO REPAIR REQUEST (KNOTTS) - 414 TRAFFIC WAY
Director Gallop advised the property involved is in the southwest corner of
the intersection of Valley Road and South Traffic Way, and the request is to remain
in the HS District rather than the proposed change to FS District, for the reason
that the present garage would become a non - conforming use if changed to the FS District.
Director Gallop advised that Mr. Knotts indicated he wanted to enlarge the building to
take care of expanded business for trucks, etc., and this would be an expansion to the
existing structure, which would not be permitted if it were a legal non - conforming use
in the FS District.
Mr. Ray Lord, 424 Traffic Way, and Mr. Edward Boggio, Arroyo Grande Motel,
were present and objected to the change to HS District, and requested FS zoning be
retained.
After discussion, on motion of Commissioner Moss, seconded by Commissioner
St. Denis, motion carried with one "no" vote, that a recommendation be made to the
City Council that this property be left in the FS District and that the entire
Ordinance and Map be adopted. Commissioner Moss stated this action was being taken
to keep from prolonging the adoption of the Ordinance and Map any longer and that,
he believed, the property owner desiring this change should have taken action at
the time of the Public Hearing.
FAIR OAKS ZONING
Director Gallop read a letter from Mrs. Antoinette Sturtevant addressed to
the City Council and Planning Commission expressing her appreciation for the action
taken in the recent Fair Oaks proposed rezoning.

COASTAL- VALLEY PLANNING COUNCIL
Mr. Chic Sales and Mr. Harold Guiton were introduced to the Comiinission as two
of the representatives of the Coastal - Valley Planning Council. Mr, Sales and Mr.
Guiton were advised that the . presentation of the Joint Powers Agreement and Bylaws
had been set over to the next meeting inasmuch as the Planning Commission repre-
sentative of the Coastal- Valley Planning Council, Commissioner Skelton, was not
present to make the presentation.
MOBILE HOME PARKS
Director Gallop advised that several years ago the State preempted the field
of control over Mobile Horne Parks, and there was a provision in the Act whereby the
city or county may assume control over these Mobile Home Parks by the adoption of .a
Resolution assuming control from the Division of Housing. He stated at the present
time there are 4 or 5 active parties interested in the development of_Mobile Home
Parks. Mr. Butch stated he had received a report from the mobile home people and he
thought it would be something to discuss and possibly make an investigation of what
other cities are doing throughout the state, and that it might be of some value to
review whether it is feasible or not. He stated more information is needed as to
what the inspection entails as far as the cost to the City. Director Gallop stated
a letter from the Western Mobile Home Association indicates 170 cities have taken over
the jurisdiction and, in his opinion, it would be the responsibility of the Council
to make a determination of the expense involved.
Director Gallop stated that once the City grants the Use Permit for a Mobile
Home Park, it is up to the State to enforce our requirements. Our standards are
higher or more restrictive than State standards and the inspector sometimes is not
fully aware of what our requirements are.
He pointed out some of the requirements the City has that the State does not,
such as underground utilities, protective fencing where the development abuts a
more restrictive district, property line setback, landscaping,and recreation areas
in proportion to the number of units.
After discussion, on motion of Commissioner St. Denis, seconded by Commissioner
Moss, and unanimously carried, that a recommendation be made to the. City Council to
consider a Resolution to the Division of Housing for the City to take over control and
inspection of Mobile Home Parks within the City.
HOUSING ELEMENT
Director Gallop advised that it is a mandatory requirement of the State that
any city or county with a General Plan must adopt a Housing Element, and that low
cost housing has become the focal point of the housing element. The state requires
the cities to submit a plan on housing showing how they are .going to eliminate sub-
standard housing. He stated the cost of building single family houses is continually
going up, and it is not a matter of cost of land, but the actual cost of the house
itself. He stated many cities have created a citizens committee of Planning
Commission and City Council members, builders, lending institutions, realtors and
private citizens to study the various aspects of the problem. He suggested this
Commission recommend to the Council that a study group be set up to make recom-
mendations of how we can provide standards for a developer to build housing units
within the City, and from this study suggestions could be made such as amendments
or new districts to provide areas where this could be done, consideration given to
lowering certain basic requirements, reducing setbacks, reduce percentage of lot
coverage, etc. He stated it is possible this could be done through the Optional
Design Standards of the Subdivision Ordinance.
After discussion, Director Gallop was requested to submit a written report
to the Commission on the matter.
EMPLOYEES' CHRISTMAS PARTY
Administrator Butch reminded the Planning Commission of the Employees'
Christmas Party to be held on Friday, December 13th,
