PC Minutes 1968-11-19Planning Commission Arroyo Grande, California November 19, 1968 The Planning Commission met in regular session with Chairman McMillen pre- siding. Present are Commissioners Moss, Porter, Sawyer, Skelton and Strother. Commissioner St. Denis is absent. Also in attendance is Coun cilman Smith, City Administrator Butch and Planning Director Gallop. COMMISSIONER ST. DENIS ENTERED THE MEETING MINUTE APPROVAL On motion of Commissioner Skelton, seconded by Commissioner Porter, and unanimously carried, the minutes of the regular meeting of October 15, 1968 were approved as prepared. REVIEW - USE PERMIT CASE NO. 67 -106, CAR WASH AT 620 GRAND AVENUE (FOLKERTS) Director Gallop advised that since the installation of this Car Wash there have been no complaints or traffic problems, and it would appear that further review would not be necessary. REVIEW- USE PERMIT CASE NO. 67 -107, FIRST METHODIST CHURCH OF ARROYO GRANDE Director Gallop advised he had talked with the Chairman of the Board, Mr. Frantz, who indicated that the Church plans on getting sidewalk installed on the Halcyon frontage this month, and that they were waiting on specifications for installation from Public Works Director Anderson. He also indicated that an 18 month extension was granted to the Church on the landscaping and the installation of curb, gutter and a 4 foot sidewalk along Bennett Avenue property line, which gives them another year to comply. PROPOSED ZONING ORDINANCE Fair Oaks R -1 vs. R,G Districts - Director Gallop pointed out the area on the map which was proposed by this Commission to be zoned R'Gand sent to the Council, and advised that at one the Council reverted all the area to R -1. Director Gallop stated that a survey had been made by the City Administrator's office and post cards sent to owners within the area for their reaction, and as a result of the survey, the Council voted to retain the Rf- GDistrict west of the north south property lines to the west of Walnut Street and properties east of this line to be reverted back to the present R -1. Frontage Road, F -S to R -1 (Polin) - Director Gallop advised that in the original map, the triangular block along Frontage Road bounded by Bell and Bennett Streets presently zoned RA -B3, owned by Mr. Martin Polin, was proposed as FSZone, and Mr. Polin requested this property be zoned as R -1. Director Gallop advised that on a split vote of the Council, this was changed back to R -1, and that the map would reflect this change when prepared for adoption. Letter from Mr. and Mrs. Arthur Garey Re: Proposed Zoning Ordinance - Tire Recapping Stations in WS District - Director Gallop advised that Mr. and Mrs. Arthur Garey are requesting reconsideration on eliminating tire recapping in the H -S District by Use Permit procedure, and that because this would be a change in text, was being referred back to this Commission for a recommendation to the Council. He stated that once the matter has been clarified and a recommendation made to the Council, then they will proceed with the adoption of the Ordinance and map. He stated that in re- considering the matter, the Commission could either stand by its original recom: mendations or recommend that the Council reconsider and eliminate this use in an H= SDistrict. Correspondence from Mr, and Mrs. Garey and letters from persons objecting to this use in an I-FS District were given to the Commission for their review. Director Gallop suggested that rather than limiting recapping to the H- SDistrict, perhaps it could also be included in the P -M Zone. Mrs. Garey stated that she had requested this tire recapping use be deleted from the Ordinance last May and that at that time she was not very well informed as to what a tire recapping station was. She referred the Commission to some items she had written on the blackboard and stated, in summary, that most of the knowledge- able- people who understand good zoning and what a tire recapping shop does, wish to have it out of light commercial district and believed that it should go into a heavier commercial district. 189 1 Planning Commission, 11/19/68 Pagel Commissioner Moss stated some of the letters submitted would have to be dis- counted because they were thinking of the present tire recapping shop, which has nothing to do with the zoning being discussed, Director Gallop stated, with regard to Mrs. Garey's heading on the blackboard "Looking Ten Years Ahead ", in his opinion, this Commission is fully aware that district boundaries and uses are constantly changing and as use density develops on Grand Avenue, the Commission will have to review the zoning. He stated that with the Use Permit procedure, the Commission would be in a position to control the uses and that we should not "freeze" Grand Avenue at this time to prohibit use of vacant lands. After discussion, on motion of Commissioner Skelton, seconded by Commissioner Moss, and unanimously carried, that a recommendation be made to the City Council that "tire recapping" be allowed in P -M and H -S zones subject to the Use Permit procedure, MARTIN POLIN - OLD UNION STATION AT HALCYON AND GRAND AVENUE The Commission was advised that the building had been sold and would be moved. Friday morning, pending obtaining a permit to move it on the highway, ENFORCEMENT OF CITY CODE 4 -6.03 (WASTE MATERIAL) Commissioner Moss reviewed the problem of trash and debris being thrown into the streambed and asked that a letter be written to the City Council asking that something be done to enforce the ordinance or take it off the books, He stated the Fish and Game Warden indicated their authority was within 150' of the high water mark and that the main problem they had was catching the violators. He mentioned a gas station where tires, oil filters and oil cans were found behind the station and cited this as one of the worst violations. After discussion, on motion of Commissioner Moss, seconded by Commissioner Porter, and unanimously carried, the Secretary was directed to write a letter to the City Council requesting their help in cleaning up the streambed and enforcing the Waste Material Ordinance within the City. JOINT COUNTY /CITY PLANNING COMMISSION MEETING Director Gallop reminded the Commission of the joint meeting with the San Luis Obispo County Planning Commission Thursday, November 21st at 7:30 in the Arroyo Grande Council Chambers. COASTAL- VALLEY PLANNING COUNCIL. Director Gallop advised the Commission that the preliminary proposal of the Coastal - Valley Planning Council outlining a proposed Joint Powers Agreement and. Bylaws would be presented at the next Commission meeting for consideration. He advised that copies would be given to the Commission next week for study purposes, and that members of the Grover City and Pismo Beach Planning Commission would be present to make the presentation. .ADJOURNMENT Chairman McMillen adjourned the meeting at, 8:30 P.M.
