October 15, 1968
The Planning Commission met in regular session with Vice Chairman Strother
presiding. Present are Commissioners Porter, St. Denis and Skelton. Absent are
Commissioners Moss, Sawyer and McMillen. Also in attendance is Planning Director
Gallop.
MINUTE APPROVAL
On motion of Commissioner Skelton, seconded by Commissioner St. Denis, and
unanimously carried, the minutes of the regular meeting of October 1, 1968 were
approved as prepared.
MARTIN POLIN - OLD UNION OIL STATION, HALCYON AND GRAND AVENUE
The Commission was advised that Mr. Polin had not yet returned from his
vacation. Director Gallop advised he had talked to a gentleman recently who
indicated he was going to buy the structure and move it out of the City as soon
as he could get in touch with Mr. Polin, and that the matter could possibly be
resolved before the next meeting. On motion of Commissioner Porter, seconded by
Commissioner St. Denis, and unanimously carried, the matter was continued over until
the next regular Planning Commission meeting when Mr. Polin will be back from
vacation..
ARCHITECTURAL APPROVAL - TIME OIL CO., 504 GRAND AVENUE
Director Gallop submitted a plot layout and architectural rendering to
Commission members for review and advised that the house is to be moved to the
northwest corner of the property with a 15' sideyard set back, and the garage is
to be relocated from Oak Street westerly and 10' from the relocated house, and that
the front porch of the house is to be enclosed as shown on the rendering. He stated
the house and garage are to be repainted and that the Building Department recommended
the corregated roof of the garage be replaced with a roof matching the house.
Director "Gallop stated that two street trees are required on this property, and the
developer. is .required to pay the City $20.00 for the trees, which the City then buys,
plants and maintains.. He also advised that the Public Works Director has reviewed
the improvements, curb, gutter and sidewalks, etc., and noted that after approval of
this Commission, it is necessary for the developer to obtain approval from the
Building and Fire Department before they can obtain a building permit.
REPORT FROM PLANNING DIRECTOR - COUNTY PLANNING COMMISSION RECOMMENDATION ON RE -.
ZONING SOUTH OF CITY LIMITS, EAST OF HALCYON ROAD
Director Gallop advised that last Wednesday the public hearing was. held
before the County Planning Commission to consider rezoning of that area south of
the city limits and east of Halcyon Road. He stated that as a result of the public
hearing, the County Planning Commission adopted a recommendation to the County Board
of Supervisors which included an A- 1 -21 for that area generally north and east of
the mobile home parks, and including the rear 51 acres -of the northerly park,.
adjacent to-the city. They adopted an A -1 -5 for that agricultural area lying south
of the mobile home parks and recommended that the areas presently developed as
mobile home parks be.zoned R -3D with an R -2 density control. The matter has been
referred to the Board of Supervisors for their action.
JOINT COUNTY /CITY PLANNING COMMISSION MEETING
Director Gallop advised.that due to a conflict of meetings on October 30th,
which was the date this Commission had suggested for the joint County /City Planning
Commission muting, the County Planning Commission had suggested that October 28th
be submitted for consideration, and that the meeting be held in the Arroyo Grande
City Council Chambers. He also stated that if this date was not agreeable, the
County Planning Commission suggested October 31st as an alternate date.

After discussion, on motion of Commissioner St. Denis, seconded by Commissioner
Porter, and unanimously carried, that architectural approval be granted to Time Oil Co.
at 504 Grand Avenue, in accordance with plans submitted, requiring a redwood fence to.',
be installed along the rear property line and adjacent to the first property which
faces on Oak Street; fence to be six feet, being reduced to 3' at the 10' set back
from the Oak Street Side, corregated roof on garage to be replaced to match that of
the existing house, deposit of $20.00 required for two street trees, and landscaping
as shown on the plot plan with lawn from the rear property line up to the front of
the structures.

After discussion, Planning Director Gallop was directed to submit the date
of October 31st to the County Planning Commission to see if this date was agreeable
with them.
Director Gallop recommended, in connection with the above, this Commission
should consider agenda items for the joint meeting, and suggested the following
items to be part of the agenda:
1. Urban'Reserve Line
2.' Agricultural Reserve District Zoning
3. County General Plan
4. Precise zoning of -all of that area around the City
Director Gallop stated that two years ago this Commission, asked for consider-
ation of precise zoning of all, of that area•around the City and he::`would like to see
a map.of. this area showing :the unclassi.fied.areas; and seeif they can .be included
in a classified district. After discussion, on motion of Commissioner Skelton, second
by Commissioner Porter, and unanimously carried, Director Gallop was authorized to
request the County Planning Commission to bring a zoning map of the area abutting. the
City.

DETERMINE NEW DATE FOR NOVEMBER 5, 1968 PLANNING COMMISSION MEETING
Director Gallop advised that November 5th, the next regular meeting date of
the Planning Commission' falls on Election Day and the Commission should choose an
alternate date. After a brief discussion, on motion of Commissioner Porter, seconded
by Commissioner St. Denis, and unanimously carried, the regular. scheduled Planning
Commission meeting of November 5th., 1968 was cancelled.
REPORT - US.E PERMIT. CASE N0. 67 -104, TIRE RECAP SHOP, 111 ALDER STREET
Vice Chairman Strother read a report from Building Inspector Nicklas..wherein
he reported that he and Fire Chief Marsalek inspected this facility on October 15,
1968 at 10:00 a.m.; and the conditions of the Use Permit appear to.be complied with
to his .satisfaction.
Director Gallop stated that an inspection of the premises hadbeenrnade last
week and a:follow up inspection made this morning. He stated that he understands
there has been a change of ownership and he had written a letter to the new owner .
concerning not only this use permit but also the storage of tire carcasses around .
town to see if they can be cleaned up..
Vice Chairman Strother stated ,he had looked at the premises and ;:; found depos its
of residue outside of the building. Director Galiop stated there is a;.,lar:ge container.
in the buffing room and up until this inspection, the Fire Chief .had been quite .. .
critical of the collection system, but he said nothing about it after".his last
stated there was quite a bit of residue there at the end of the
prior operator's use, and perhaps there was some left over; After ,discussion,:,on
motion of Commissioner Skelton, seconded by Commissioner Porter, and unanlmously
carried, that Use Permit .Case No 67 -104, Tire Recap Shop, 111 Alder Street, be.
reviewed in 60 days, with a report from the Building Inspector and •.Fire ;.Department.
ENFORCEMENT OF CITY CODE 4 -6.03 (WASTE MATERIAL)
After Commission discussion on the enforcement of City Code 4- 6;03. (Waste
Material), Director Gallop was requested to place this item on the agenda for the .
next regular Planning Commission meeting.
S TREAMBEDTOUR
Director Gallop advised that approximately. 14 persons, were; pre on the
tour, which included representatives from the Fish & Game Dept.., Health Dept.,
Soil Conservation, Native Plant Society, City Council, Planning Commission, Parks
Parks
and Recreation Commission and Press. He stated the biggest problem would be the
initial cleaning of the streambed, which would involve easements;. and the mainte-
nance thereafter, in his opinion, would not be too much of a problem.
