PC Minutes 1968-04-301.46 Planning Commission Arroyo Grande, California April 30, 1968 The Planning Commission met in special session at 7 :30 P.M. On motion_of Commissioner Moss, seconded by Commissioner Sawyer, Commissioner Porter was elected to act as Vice Chairman in the absence of Chairman .McMillen. .'Commissioner Strother is absent. Two vacancies exist on the Commission. Also in attendance are Councilmen Levine and Smith, and Planning Director Gallop. MINUTE APPROVAL The minutes of the regular meeting of April 17, 1968 were corrected on Page 4, paragraph 2, p read "On motion of Commissioner Moss, seconded by Commissioner Strothe'r,.with one "no" vo`te,'`the Commission agreed to change the Proposed R -3 along 20th Street to the R -G District." The fifth paragraph, Page 4, third sentence, was changed to read "Commissioner Sawyer stated there was a possibility they were going to use it for tours and to manufacture candy." On motion of Commissioner Moss, seconded by Commissioner Sawyer, and unanimously carried, the minutes of the special meeting of April 17, 1968 were approved as corrected, and the minutes of the study meeting of April 23, 1968 were approved as prepared. ARCHITECTURAL APPROVAL FOR REDEVELOPMENT OF UNION OIL STATION Director Gallop advised the Commission that the Union Oil Service Station at the corner of Halcyon and Grand Avenue submitted plans for the redevelopment of the station compatible to the new one on South Traffic Way, and that the plans had been reviewed by the staff members. After a brief discussion, on motion of Commissioner Sawyer, seconded by Commissioner Moss, and unanimously carried that architectural approval be granted for the redevelopment of the Union Oil Station according to the plans submitted and on file. PUBLI't HEARING - FOR THE CONSIDERATION OF THE COMBINING "D" DISTRICT FOR THE UNDEVELOPED PORTION OF TRACT 283 Upon being assured by Director Gallop that the Public .Hearing had been duly posted. and'a.ublEshed,,.Acting Chairman Porter declared the hearing open. Mr. D. J. Sieperman was present and read a petition signed 100% by the owners of the developed portion of Tract 283, protesting to the construction of the pro- posed retirement units in this tract, and presented a copy to the Planning Commission, and the Vice Chairman ordered the petition filed. In view of the absence of two Commission members, on motion of Commissioner Moss, seconded by Commissioner Sawyer, and unanimously carried, that the Public Hearing be carried over to the next regular meeting of May 7, 1968 at 7 :45 p.m. REZONING - BLOCK 4, WARNER'S ADDITION, TOWN OF OCEANO, FROM A -1 TO R -3 Director Gallop informed the Commission that he appeared at the County. Planning Commission meeting on April 24th and, as a result of this Commission's request, the rezoning was recommended by the County Commission to the Supervisors as R3 -D, with a condition that it be developed only as 'a mobile home park with an R -2 density. TRI CITIES JOINT PLANNING COMMISSION MEETING After discussion by the Commission, and in view of the fact that Commissioners Moss and Sawyer are the only Commission members not up for reappointment, Acting Chairman Porter appointed them as representatives to the Joint Planning Commission Committee. Director Gallop explained that the purpose of the committee would be to explore the possibilities of a Joint Planning Commission and make their recom- mendations to the City Council.
