The Planning Commission met in a study session at 7:35 in the Public Works
offices. Present are Chairman McMillen, Commissioners Moss, Porter, Sawyer and
Strother. Also in attendance is Planning Director Gallop.
A special study session for consideration of the proposed zoning ordinance
and map was convened.
Two items were considered by the Commission on a proposed zoning map.
1. That area presently zoned R -3 and changed to R -G in the last regular
meeting of the. Commission was re- introduced. The subject, property
is located east of 20th and South of Brighton.
It was pointed out that the R -G District permitted 40' maximum
structural height as the R -3 and, in view of this height differ-
ential, on a motion by Commissioner Moss, seconded by Commissioner
Porter, the Commission unanimously changed this area to R -2, which
limits the height to 30'.
2. The area on South Valley Road, generally known as the "Davis House"
property, which is presently zoned C -1, and has been considered for
Sz °C was discussed.
Planning Director Gallop indicated that the Davis' had a copy of the
proposed district requirements but had not discussed the matter with
him. Commissioner Sawyer said that he had discussed the matter with
the Davis' during the past week, and he indicated they felt that per-
haps the district would be too limiting, in view of the fact they
wanted to continue commercial use on the property to include serving
beer, sandwiches and possibly the manufacture and sale of candy.
During the discussion, it was suggested that under Paragraph 3, "Uses
Permitted subject to securing a Use Permit ", item 7„ could be ex-
panded to read as follows: "Retail uses within a building and the
production of merchandise sold on the property ", and the Commission
agreed to add this as recommended, Chairman McMillen requested that
Commissioner Sawyer and Director Gallop contact the Davis' for
further discussion on the matter and if mutual agreement could be
reached, the S -C would remain on the map.
The map, in general, was discussed and there being no further suggested
recommendations or requests, the Commission decided to have five copies of the
map posted and suggested that the two banks, the library, Williams Brothers
Market and City Hall be used to publicize the proposed map before the Public
Hearing.
TEXT
There was some general discussion of various conditions of the text, with
one recommended change being approved on motion of Commissioner Strother,
seconded by Commissioner Porter, and unanimously carried, as follows: That the
Mobile Home Park District - "T" District be changed to permit mobile home parks
in the districts as originally provided by Use Permit procedure, rather than by
zone change procedure, and directed the Planning Director to make necessary
changes in the text.
There being no further suggested or recommended changes in the text,
the Planning Director indicated that he felt it would be best to make a
basic chart of the zone districts, which are set out on the map, so that the
chart could be displayed along with the maps as previously approved, and this
suggestion was accepted by the Commission.
The Commission also requested that when the revised map was completed
that the Planning Director be authorized to have a photographic reduction
made for individual use of the Commission, City Council and public.

ADJOURNMENT
There being no further business, on motion of Commissioner Moss, seconded
by Commissioner Strother, and unanimously carried, the meeting was adjourned at
9:55 P.M. to a special meeting to be held April 30th at 7:30 P.M. in the Council
Chambers.
