PC Minutes 1968-03-05130 Planning Commission Arroyo Grande, California March 5, 1968 The Planning Commission met in regular session with. Chairman McMillen presiding. Present are Commissioners Porter, Sawyer, Smith, Strother and Moss. Absent is Commissioner Schultz. Also in attendance are City Administrator Butch, Mayor Wood, Councilman Levine and Councilwoman Thompson. MINUTE APPROVAL On motion of Commissioner Strother, seconded by Commissioner Moss, and unanimously carried, the minutes of the meeting of February 20, 1968 were approved as prepared. REVIEW - USE PERMIT CASE NO. 67 -102, SHEET METAL AND HEATING SHOP - (WHITNEY) After a brief discussion, on motion of Commissioner Porter, seconded by Commissioner Strother, and unanimously carried, that Use Permit Case No. 67 -102 be extended and reviewed again in one year. REQUEST FOR EXTENSION - USE PERMIT CASE NO. 67 -103 - PACIFIC TEL. & TEL. CO. Administrator Butch advised the Commission that he had received a telephone call from the Pacific Telephone Company in San Jose advising they had just received the notice of the meeting today, and inquired if it would be necessary to have a representative attend the meeting. Mr. Butch advised them he did not think it would be necessary. On motion of Commissioner Strother, seconded by Commissioner Smith, and unanimously carried, Use Permit Case No. 67 -103, was extended for one year. PLANNING COMMISSION MEETING OF APRIL 16TH Administrator Butch advised the Commission that the City Council would require the use of the Council Chambers on the Planning Commission's regular meeting date of April 16th to canvass the election votes. After a brief discussion, on motion of Commissioner Porter, seconded by Commissioner Moss, and unanimously carried, a tentative meeting date of Wednesday, April 17th was set as the meeting date in lieu of April 16th. REQUEST FOR DETERMINATION - BOARD AND CARE HOME FOR THE AGED IN AN R -1 DISTRICT Administrator Butch read a letter received from Mr. Harvey H. Godwin requesting this item be placed on the Agenda for a determination by the Commission if a Board and Care Home for the Aged at 1251-25th Street would be a permissible use in an R -1 District. Mr. Butch read the Uses Permitted in an R -1 District under Section 9 -4.503 Section. (c), and advised the Commission that in a memo from Planning Director Gallop, he stated he could not recommend the use to the Commission, but that Mr. Godwin's letter would be submitted for their consideration. Mr. Godwin was present and stated he has operated a home for the aged in Arcadia, California for the past four years and no one had objected to it, and, in his opinion, no one would object to it here. After discussion, on motion of Commissioner Smith, seconded by Commissioner Moss, and unanimously carried, that the Planning Commission would seta Public Hearing on this request after an application. for Use Permit is filed. PUBLIC HEARING - SAN LUIS OBISPO COUNTY PLANNING COMMISSION Administrator Butch advised the Commission he had received noti- fication from the San Luis Obispo County Planning Commission that they will hold a public hearing on Wednesday, March 13, 1968 at 10:00 a.m. on the application of M. D. Bradford for a Conditional Use Permit to expand an existing mobile home park on South Halcyon Road. Planning Commission - March 5, 1968 Page 2 PROPOSED NAME CHANGES OF CERTAIN STREETS EAST OF ARROYO GRANDE Administrator Butch distributed copies of a map and a list of pro- posed street name changes in the County to Commission members, stating that the San Luis Obispo County Planning Commission would hold a Public Hearing on Wednesday, March 13th to consider the proposed street name changes, and any recommendations could be made to the County Planning Commission at that time. JOINT PLANNING COMMISSION MEETING Administrator Butch reminded the Commission of the joint meeting between the Grover City, Arroyo Grande and Pismo Beach Planning Commissions to be held on Thursday, March 14, 1968 at 7 :30 p,m. in the City Hall Council Chambers, 154 South Eighth Street, Grover City, and advised that the Arroyo Grande City Council encourages this Commission's attendance at the meeting. BEAUTIFICATION PLAN AND ADDENDUM Administrator Butch advised that the Parks and Recreation Commission had re- adopted the Beautification Plan, and asked that the Planning Commission consider the re- adoption and set a Public Hearing for March 19th to consider the plan and its addendum. On motion of Commissioner Strother, seconded by Commissioner Porter, and unanimously carried, that a public hearing be set at 7:45 p.m. March 19th to consider the re- adoption of the Beautification Plan and its addendum. ADJOURNMENT Chairman McMillen declared the meeting adjourned at 8:12 p.m. 131
