February 6, 1968
The Planning Commission met in regular session with Chairman McMillen
presiding. Present are Commissioners Moss, Porter, Schultz, Smith and
Strother. Absent is Commissioner Sawyer. Also in attendance are City
Administrator Butch, Mayor Wood and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Smith, seconded by Commissioner Porter, and
unanimously carried, the minutes of the meeting of January 16, 1968 were
approved as prepared.
PROPOSED BASIC COURSE IN PLANNING AT CUESTA COLLEGE
After a brief discussion, the Commission felt they did not have enough
information to make a decision on whether or not they would be interested in
this course.
SAN LUIS OBISPO COUNTY PLANNING COMMISSION MINUTES
Director Gallop advised the Commission that he had attended the January
14th San Luis Obispo County Planning Commission meeting. He stated there were
two items pertaining to Arroyo Grande on the Agenda, both of which were results
of letters; one from himself concerning the Arroyo Grande Urban Reserve Line,
and another letter addressed to the Supervisors from Mr. Butch, relative to
renaming Huasna Road.
The first item, the Arroyo Grande Urban Reserve Line, Mr. Rogoway,
County Planning Director, mentioned that the Arroyo Grande General Plan and
the Pismo Beach General Plan had never been adopted by the County. Mr. Rogoway
indicated he would to put these off until the next fiscal year. The County
Planning. Commission brought up the possibility of a Public Hearing prior to the
next fiscal year, which would probably be in April or May. Director Gallop
advised.he had requested that the Urban Reserve Line Map be referred to the
Arroyo Grande Planning Commission for review before the hearing.
With regards to the second item, renaming of Huasna Road, Director
Gallop recalled that approximately two years ago the County submitted a
Road Name Change Plan east of the City where there were a number of road
names changed to identify all of these roads properly, one of which was the
renaming of Huasna. The San Luis Obispo County Planning Commission brought
this matter up and set a hearing for March 13th to consider changing many of
the names of streets east of the City. Although it was not stated that the
"Lopez" name would be considered for this road, a name will be recommended
by staff. We will receive this information prior to the Public Hearing for
study purposes, and any recommendations can be made to the County Commission
on March 13th.
EXPIRATION OF APPROVAL FOR TENTATIVE MAP OF TRACT NO. 349
Director Gallop advised the Commission that the map is to be refiled
in the near future. There has been a delay because the former corporation
is adopting a new name, and as soon as this is resolved, the map will be
refiled and will be submitted to the Commission' along with copies of the
Resolution originally approving the map.
MEETING OF SAN LUIS OBISPO COUNTY AND CITIES AREA PLANNING COUNCIL
As an item of information, Administrator Butch advised the Commission
that the initial meeting of the San Luis Obispo County and Cities Area
Planning Coordinating Council was held today in San Luis Obispo, and the
Council approved a draft of the Bylaws. Also, the City of Arroyo Grande
had an application for Federal grant money for sewers, which was approved
by this group.

REQUEST FOR DETERMINATION - LODGING AND BOARDING OF AGED PERSONS IN R -3 DISTRICT
Director Gallop advised that the particular property involved is the west
side of South Rena, north of Dodson, The persons requesting consideration in-
tend to keep five persons to start with and these will all be elderly persons
who are ambulatory; mental and bed ridden cases would not be-accepted. Director
Gallop pointed out that the Planning Commission may make a determination that
this is a permissive use.
After a brief discussion, on motion of Commissioner Strother, seconded
by Commissioner Smith, and unanimously carried, that the Planning Commission
consider that this is a permissive use, subject to obtaining a Use Permit.
PUBLIC HEARING - USE PERMIT CASE NO. 68 - 129 (HEERSEMA)
Upon being assured by Director Gallop that the Public Hearing for Use
Permit Case No. 68 -129, Dr. Philip Heersema, to allow for the growing of
Christmas Trees in a C -1 District, had been duly posted, published and
property owners notified, Chairman McMillen declared the hearing open.
Mrs. Jane Wiley, representing Dr. Heersema, was present and spoke in
favor of the Use Permit being granted, stating that Dr. Heersema owned 5
acres of land on Grand Avenue, and the trees would be planted on the back
part of the property. There were no protests received. The staff report
indicated that retail sales access should be controlled. No further dis-
cussion for or against the request, Chairman McMillen declared the hearing
closed.
