The Planning Commission met in regular session with Chairman McMillen
presiding, Present are Commissioners Moss, Sawyer and Schu1tz.- Absent are
Commissioners Porter, Smith and Strother, Also in atte7d�nce are Counci1man
Le'vine, City Administrator Butch, and Planning Director Gallop.
MINUTE APPROVAL
On motion of Commissioner Schultz, seconded by Commissioner Sawyer, and
unanimously carried, the minutes of the Meeting of November 21st, 1967 were
approved as prepared.
REPORT ON USE PERMIT' CASE N0, 67-116 - AUGUST J, HAPP
Director Gallop reported that an inspection of the �Src�perty on November
30th and December 5th, indicated that the heavy cor�stru�tion equipment has been
moved off the pro�erty, but there is still quite a bit. Uf rubbish and debris in
the back, and apparently he is no longer on the property. Director Gallop stated
he had not been ahle to contact Mr, Happ in person, but wi11 continue to check
and the Commission would be informed of any changes,

Director Gallop advised the Commi�sion that the staff, �nd also the Fire
Department, had made an inspection of the property and found it to be very neat
and orderly and there were no objections to this �ase, He also stated he could
see no nece:;sity for further review of the matter,
REPORT ON UNDERGROUN�) UT��.9°fY CONFERENCE
Dir'ectar Gallap reported that he found the conference to be very en-.
lightening �nd infor�matove, in th��t ma�y examples were given of what othe'r'
cities that have been pijr�uong the underground utilities program are doing.
Either t!he cities themse1ves, or representatives of the utility companies,
submitted reports on the various problems that have been encountered and how
things are being done. He stated that P. G. & E, is one of the leading
utility companies in the State of California in cooperative undergrounding
efforts; they have made the largest dollar committment of any utility in the
state. He alsa reported that the information about P.U.C. rulings 8202 and
8209 had been revised and the complete story is not given in the P.G.& E.
report. Any monies budgeted must be spent, This means that communities that
are not pursuing undergrounding utilities, the allocated money may be given to
those who are,
Also,. the new ruling on 100 foot service just about cuts in half the
cost of undergrounding either existing utilities or new installations in sub-
divisions. Five years ago the cost was averaging $560.00 per lot to a new
subdivision and now, in certain cases, can be reduced as low as $40.00 per
lot because of various cost factors P.U.C. has ruled on. Another point was
made that the P.U.G. are going to go all out in not only encouraging, but
eventually forcing undergrounding al) public utilities. Overhead structures
in the utility field are practica)ly a thing of the p�st, The State of
California is the first state to hold such a conference, and is also the state
with the biggest lead in undergrounding utilities in the United States,

ARCHECTURAL APPROVA� - FIRST BAPTIST CHURCH
p irector Gallop informed the Commission that the First Baptist Church
has submitted plans for archectural approval for remodeling the Halcyon Road
frontage of the church, �nd requested that it be introduced to the Commission
as a non-agenda item for archectural approval, The Commission, by unanimous
vote, placed the item on the agenda,

Director Gallop stated that in the 1g67 Outdoor r�dvertising Act of the
State there is a provision whereby all outdoor advertising within 660 feet of
state right-of-way must get state approval. There was some concern that the
state might have been preempting control of signs within incorporated cities.
The City Council adopted a Resolution, in their last meeting, where the City
would have the primary responsibility of outdoor advertising within 660 feet.
If the City did grant permission to the individual, they would still have to
seek a state permit.
UNDERGROUND UTILITY ORDINANCE
Director Gallop advised the Commission that the City Council has adopted,
by second reading, an amendment to the Underground Utility Ordinance as recom-
mended by the Commission,
PRELIMINARY REVISED ZONING MAP
Director Gallop distributed copies of the staff report concerning the
proposed revised zoning map to members of the Commission, advising them that
the joint Pl�nning Commission/City Council study session would be postponed
until the next reguldr Commission meeting.
ADJOURNMENT
Chairman McMillen declared the meeting adjourned at 7:5$ P.M.
