November 7, 1967
The Planning Commission met in reg�lar sessian with Chairman McMillen
presiding. Present are Commissioners Moss, Porter, Schultz, Smith and �trother,
One vacancy exists on the Commission. Also in attendance are Councilwoman
Thompson, Councilman Levine, Administrator Butch, and Pl�nning Director Gallop.

MINUTE APPROVAL
On motion of Commissioner Schultz, seconded by Co:�missioner Moss, and
unanimously carried, the minutes of the meeting of October 17th, 1967 were
app roved a s p repa red .
REUIEW - USE PERMIT N0. 66-96 - MOT'ORCYCLE RENTAL A7' ]54� GRAND AVE, (SANDERS)
After a brief d�scussion, it was agreed upon by the Gommission to accept
the staff recommendation that further review was unnec1ssary and could be
waived. •
REVIEW - USE PERMiT 67-106 - CAR WASH AT 620 GRAND AVE. (FOLKER�'S)
After a breef review of the conditions of the Use Permit, and inasmuch as
the car wash has only beer� in o�veration for a few months, on motion of
Commissioner Schultz, secc�: by Commissioner Moss, and �:nanimously carried,
Use Permit granted by Resolution 67-62 U wmu�d be reviewed in one year,

Directmr Gallop advised the Cornmission that the present Underground Utility
E:rabling �rdinance is not in keeping witl� the recent P�ablic Utility Commission
ruling, in that Paragraph (f) of Section 9-5.03 exempts single family residence,
and that this paragraph sho�cld be deleted,
Commissioner Strother asked what effect this would have on'�the individual
property owners. Director Gallop explained that when an area requests that
it be cont�ined within an Underground Utility District, such as a commercial
area, aray residence would be required to accept undergrounding utilities.
Director Gallop advised that at the present time, there were only seven single
family residences in the Central Business District.
Mr. Perry McBeth, of Pacific Gas & Electrdc Co., was present and stated
that he concurred with the letter from Pacific Telephone & Telegraph Company
requesting deletion of Paragraph (f) of Sec 9 - 5 .03 and recommended that the
exception for single family residences not be included in the ordinance.
Mr. McBeth stated th�t P,G.& E,, under their new ruling, will run the service
up to 100 feet from the nearest source of supply at no cost to the individual,
other than trenching, b�ackfill and any necessary conduit, and that the
Ordinance itself is only a tool and the di�tricts would be established in
the future by the people themselves,
After discussion, the following Resolution was adopted.

STUDY SESSION ON FIRST REVISION OF PROPOSED ZONING ORDINANCE
The date for the study session was set for November 21st following the
regular Planning Commission meeting. Mr. Gallop was directed to invite the
City Council to attend this study session.
UNDERGROUND UTILITIES CONFERENCE
After discussion, Commissioner Smith and Director Gallop were appointed
to attend the Underground Utility Conference, to be held at the Biltmore
Hotel in Los Angeles on November 30th and December lst.
ADJOURNMENT
On motion of Commissioner Schultz, seconded by Commissioner Moss, and
unanimously carried, the meeting was adjourned at 7:53 P.M.
