The Planning Commission met in regular sess�on with Vice Chnirman
Schultz presiding� Present are Commissioners Duva11, Moss and Porter. Ab-
sent are Chairman McMillen, Commissione�s Smith and Stro�thero
A1so in attendance is Planning Director Gallop,
MINUTE APPROVAL
On motion of Commissioner Duvall, seconded by Commissioner Moss, and
unanimously carried, the minutes of the meeting of October 3rd, 1967 were
approved as prepared,
REVIEW-USE PERMIT N0. 67-104 - RECAP SHOP, 111 ALDER (HALIBURTON)
Director Gallop reviewed the early problems of this Use Permit which
involved several complaints by the neighbors and Fire Department and in-
dicated that the business manager had cooperated in every way to rectify
the problems and that #here had not been any recent complaints from the
neighbors,
A report from the Fire Department of an inspection of the premises
on October 13th, 1967,. indicated that they had resolved the serious prob-
lems that this department was concerned about and the staff recommended
that in view of the efforts of the proprietor that �he use permit be re-
viewed again in six months. On motion of Commissi.oner Porter, -seconded
by Commissioner Moss, and unanimously carried, it was approved that Use
Permit No. 67-104 be continued and the use be reviewed again in six months.
PUBZ�IC HEARING-VARiANCE NO. 67--43 - 125 N. MASON ST. (RAMAGE)
Upon being assured by Director Gallop that the Public Hearing for
Variance No. 67-43, Har��an Ramage, to allow an addition to a residential
structure in �the Central Business District at 125 N. Mason St., had been
duly posted, published and property owners notified, Vice Chairman S.chultz

" Vice C}iairman Schultz requested that.,Director Gallop,review the ap-
pl-ication and Mr. Gallop indicated that in the new Cerifral Business District
Zone as well as in the old C-1 Zone, existing residential uses were non-
conforming and therefore cannot be expanded without a variance. Mro Ramage
was requesting to add approximately 350 square feet to his home and Director
Gallop informed - the Commission that"they must determine whether the Central
Busine''ss District Zone created a hardship by virtue of not permitting ex-
pansion of a residence in an area which was not yet subject to Commercial
Development or that the expansion of a residence would not be a reasonable
request,
The following people were present and spoke in favor of the Variance
being granted: J. O. Hummel, Mr, and Mrs. Langenbeck, Elizabeth Craft,
and Mr, and Mrs. Virgil Welch. There were no protests received. No
further discussion for or against the request, Vice Chairman Schultz de-
clared the hearing closed�
After discussion by members of the Comm'ission, the following action
was taken;

OF ARROYO GRANDE GRANTING A VARIANCE, CASE NO. 67-43
On motion of Commissioner Moss, seconded by Commissioner Duvall, and
by the following roll call vote to wit:
AYES: Vice Chairman Schultz, Commissioners Duvall, Moss and Porter.
NOES: None
ABSENT: Chairman McMillen, Commissioners Smith and Strother.

REQUEST FOR DETERMINATION UNDER SEC, 9-4,2502(c) F°OR PUBLIC D ANCE HALL IN CBD
Director Gallop explained to t�e Commission �hat a request had been
made to use the ald thea°tre building a°t 106 W Br¢xnch S�treet for public
dance� which is not listed as a permiss�ve use not permi�t°ted under the use
permit section of �the Central Business Dis and that the nea�est use
would be that of a private club on the second floor or above, which is per-
missive by use permit procedure.
Director Gallop indicated that the�e was a severe shortage of on-�
street and off-s�reet pc�.rking nnd that he �el that this is no°� the type
of use for °the Central Business Districte
On motion of Commissioner Porter, seconded by Commissioner Duvall, and
unanimously carried, it was determined �that a public dance is a use that
is not permzssive on the ground floor within the Cen�tral Business District.
UNDERGROUND UTILITIES CONFERENCE
Due •to the fact tha °�hree members of the Commission are absent, desig-
nation of a Conference Repre�en�tative was held off until the next regular
meeting of the Commission but the sta£f was directed to make a reservation
for one Commissioner to a�ttende
CHRI"STIANS CHEVROLET USE PERMIT
The Commission was 4dvised, as information anly, that at the regular
City Council meeting of October l0�th, Chris�tianson Chevrolet Use Permit was
found to be in keeping with the requ�rements of the appeal conditions as
set forth by �he City Council,
ADJOURNMENT
Vice Chairman Schultz declared the meeting adjourned at 8:12 P,M.
