elevation plans as presented indicates a frame and stucco finish which
would blend with the Church structure,

.._Mr. Glen Cherry xepresenting �k�e C'hurch was present and explained
that,the s�ruct�xre would be in back of' the existing chuxch and not be
directly on 18�h Stree�k, After discussion, on motion of Commissioner
Sc}iultz, seconded by Commissioner Smii�h, and isnanimously carried, Archi-
tectural Approval was gran�ted to the Peace Luthexan Church for a Sunday.

PUBLIC HEARING-VARIANCE CASE N0, 67-41�q 102 W, Branch (Bank of America)
Chairman S�trother granted permission to Commissione� Duvall, at his
own.request, to leave the meeting, due to a possible conflict of interest.
Direc#or Gallop assured Cha�rman Strother, �that the Public Hearing
for Variance Case No, 67-41 of the F'edernl Sign arid Signal Corporation
on behnlf ot the Bnnk of America to allow for a sign to exceed the reg-
ulnted height a�t 102 W, Branch Street in a Central Business District
zone had been duly posted, published and property owners notified, Mr.
Gallop also explained the request was to permit the sign to exceed the
height limits by 9 feet and that vis�bility fmr any sign on the building
would be obstructed if placed within �the Central Business Districts regu-
lations due ta the arcade structure on the northeast corner of Nevada
and Branch Streets,
, Chai.rman St�'at�er declared the hearix�g open, Mro Meredith o.f the
Federal S.ign and Signal Corporation spoke in �'avor of the Variance being
granted and advised that the sign, blue backgroux�d with white letters;
interior il.lumina.tion, �aas a standard sign for the Bank of America and
would be the same as �khe one on the �':�smo Beach Branch of the Bank, Mro
Anderson from �he Bank of America spoke iz� £avor of �he Variance being
granted as the sign in front of •the b�zilding does .not conform �to �the
C.B,D, and should be removed and he a�so said that, as many people have
notified him tha� they were uz�ab�e iko locate the bnnk, that a sign should
be allowed that would be v�.sible to thp public. There were no protests

Director Gallop advised that members of �h� Central Business District
Implementation Gomm��tee had reviewed the proposed sign instnllation and
felt the variance could be granted subject fo the condition thnt at such
time as the existing arcade structure on the northeast cor ner of Branch
and Nevada Streets which is the basis of hardsh�p was removed or altered
so that a conform�ng sign would be visible, �h� s�gn for which variance
was reques�ed be made �o conform within a given �ime period, six months
being discussed as reasonable. After dzscussion, the following action
was taken:

PUBLIC HEARING-USE PERMIT CASE NO. 67-110 - 310 N.Halcyon Rd.(1st.Bnptist)
Director Gallop assured Chairman Strothex that the Public Hearing
for Use Permit Case No. 67-110 for the F°irst �aptist Church to allow
for a Free Standing Sign at 310 North Halcyan Road in n R-1 Zone had been
duly posted, published and property owners notified. Chairman Strother
declnred tHe heariz�g apen. Director Gcillop revi�wed that the sign hns
alrendy been installed with construction being done on weekends and even-
ings and that the Build.in� Inspector was unable to contact the minister
prior to completion of the sign to advise him a Use Permit would be re-
quired. Mre Gallop a�.so notif��d that the sign is an announcement board
donie in native rock and is quite attractive, and he also reviewed the
sign specif�cations as shown on the submitte� plot plan. There was no
one present representing the F°.irst Baptis�k Church and after discussion,
a motion was made by Commi.ss�.oner McMillen, seconded by Commissioner
Duvall, and unan.imously carr�ed that Use Permit Case No, 67-�110 Public
Hearing be continued to the nex� meeting or unt�il there is some on� pre-
sent at the hearia�g to represent the applican�t the First Baptist Church,
and that they be so notified.
PUBLIC HEARING-USE PERMIT �ASE NO. 67-109 - 222 So.Elm (Oak Sanitarium)
Director Gallop assured Chairman Stro�her �hat the Public Hearing
for Use Permit Case No. 67-109, Oak Sanitarium to allow for expanding
present sanitarium operation, 62 additional beds at 222 So. Elm Street
in a R-1 Zone had been duly posted, published and property owners noti-
fied. Chairman Stro�her declared the hea�ing open.
Director Gallop ndv.ised that the staff has reviewed the plot plan
and briefly discussed �he comments and xecommenda�tions of the Fire,
Building, Park, Public Works and Planning Departments. He also advised
that Mr. and Mrs. See were aware of the s�aff report and that the City
Attorney had submitted his opinion that a sani�tarium convalescence home
would be classified as a quasi-public use. Mrs, See was present nnd
stnted that she undearstood the requirements and is satisfied. No pro-
tests to the use were received. No fvrther discussion for ox against
the request, Chairman S�trothe.r declazed the hearing closed. Commis-
sioners Schultz and Duvall commended Mrse See �'or her efforts in improv-
ing the existing facilzty .and said they felt it would be a definite
asset to the C.ity.

PUBLIC HEARING-PUBLIC BUILDINGS PLAN OF `THE GENERAL PLAN
Upon being notified by Director Gcill�p �hat the Public Hearing for
the Public Buildings Plan of the General Plan k�ad been properly adver- ,
tised, Chairman Strother declared the hearing open, Director Gallop
briefly reviewed that the Public Buildings Plan of the General Plan is
a 20 year plan for the City that Groul.d propose -�he prxblic buildings
that would be necessary in the future to :serv� the estimated popula-
tion. Mra, Elaine �a�ey wae preeent and ,4��?.����ed to the propoaed Fire
Stcttion eite and ehe was advised by the Chairman that the fu�ure loca-
�ion o�' a propoead �'ize e�tafiion wou3,d not be decided upon at thie �inn�,
After discussion, it was a.greed by �he Commission to amend the Public
Buildings Plan as presented as follows:
Library - Page 9- insext the following lead paragrnphs to the
library section:
That the City of Arroyo Grande wor}c with and through the San Luis
Obispo County Library system to assure to the citizens of Arroyo Grande
a constantly improving and enlarging library service in the City; and
That the present system of leasing library quarters be continued
to assure flexibility in the loca�ion of Iibrary site or sites to match
-the movement of,the shifting population of the City,
Fire Department - Page 12 -•replace second paragraph which begins

to the final printing of the Plan.
Chairman Strother also pointed out a difference in the population
estimate between #his plan and the Land Use Plan, for the area east of
the FYeeway, .

cussion for or against the Plan, Chnirman Strother declared the hearing
�closed.

Director Gallop reviewed Tract No, 364, Greenwood Acres and ex-
plained the Te�tat�ve Subdiv�sion Map had been filed �or a portion of
property that was located eas� and adjacent to `d'rac� No, 256, that it
consisted of lo�s approxima.tely 40 sa. �to an size, and that the
layout of �he Tract was based on �he Developmen� Pl�n adopted by the
Planning Commission on November 15th, 1966,
Director Gallop also advised tha# a Subdivis�mn revzew meeting had
been held on May 24�� 1967 a� 2000 F,M, �n �he Publ�c Works Building
and presented a lis� of �5 recomme�dat��ns trom �he s�af�, Mr, Addison
B. Wood was presen� and adv3sed �ha� �e was aware o� the 15 recom-
mendatiQns and was bas�ca:Lly in �greemen� except for the second and
thirteenth lis�ed requ�rements, Discussion f'ol.lowed on tfie portion of
the tract that was to be sec�red by �he Czty for fTood control and green
belt purposes, and �� �ra.s mu�ually felt �ha� th�s problem could be re-

, After a leng�hy discussion, Mre Wood suggested that the Commis-
sion delay a dec�sion to the next �egular mee#ing, and that in the
meantime they would have the time �o viszt t•he Lake Marie Estates,
south of Santa Mar�a, on Clark Road, where the s�reets nre improved
with street sec�i�ns the same as he proposes for his development.
On motion of Comm�ss�oner McMillen secanded by Commissioner
Duvall, and unanimously caxried, �t was approved to reschedule Tenta-
tive Tract Noo 364 for the next regulur meetin�.
BENNETT AVE. ABPaNDONMENT REQUEST
Direc�or Gallop xev�ewed that a zequest had been received from the
Cemetery Board req�estgng tha� a po��zon of Benne�t Aveo that seperates
cemetery property be abandoned tha� D�rectox o� Public Works Anderson
had contacted the Board requesting they grant the Ci�y a 60° easement
for road purposes along the southwest property �ine in exchange for the
Bennett Ave, proQerty and advising them that it would be necessary fOr
the City to retnin a 10 foot public utili�y easemen� wzthin the present
Bennett Ave, for future sewer trunk lines, Mx, Verdi Mills, represent-
ing the Cemetery Board was present �nd s�bm�tted a map of the Master
Plan being proposed for �he cemetery pzoperty and adv�sed that the Board
would be in favor of �he City us�ng an existing or proposed street or
streets wi�hin the Cemetery proper�y as easemen�s for �he proposed trunk
sewer line rather than within *he abandoned po�t�an of Bennett Ave. Mr.
Anderson advised the Commission �hat �hey should be aware of a natural
drainage swale that no� went through �he cemetery pxaper*y that should
be considered and that if the ceme�ery s��eets were to be used for
utility easements it would not be necessary to xe�r�ire a 10 foot public
utility easement within the exis�zng Bennett Rve,

new officers fmr 1967-68 to the next regular meeiring when more Commis-
sion members would be present, Cha3�man Str��her reminded �he Commis-
sion that according to Resolution No, 65-2 P one member sliall not serve
ns chairman more thun two consecu#ive yenrs and �hat he could not be
re-elected as Chairmane

On motion of Commissioner Duvall seconded by Commissioner Schultz,
and unanimously.carried, it hras agreed to cancel the regular meeting
of July 4th, 1967 and to hold a adjourned mee�ting on Ju1y 5th, 1967 at
