On motion of Comm�ssione� Moss seconded by Commissioner Schultz,
and unanimously caxried, the minu�es of the regular meet.�ng of May 2,
1967 were approved as prepared.

Director Gallop advised °�hat t�e proposed Zon3ng Ordinance re-
quired an Architectural Review Board and �he L�mpoc procedure could
.be used as a guide for the Commission, It �aas dis�ussed that such a
Board procedure mi.gh�t delay appr�val as ��t crea�ed anatTner body for

mendations and advised that the p1o� plan recogni�es the Plan Line on
North Halcyon Roa.d. Chaixman S�ro�ther declared the hearing open.
Mr. Robert Frantz, representing the Methodis� Chur�h, spoke in
favor of the use being granted and zeqta.ested tl!ze use of a septic tnnk
be aTlowed 1to continue unt.il such time �hat the Heal�h Department re-
quired connection to, and was available� a system and also re-
quested the installation of sidewalks along the full property line on
Bennett Ave. be pos�poned as it was proposed ta make these installa-
tions later when funds were ava.zlable. Reverend Kenneth Criswell
spoke in favor of thA use being g�an�ed, indica�ting he �elt the staff
re�ommendation condition�.ng the use permit could be met nnd that the
structure will be comple�ted once uz�d�r constzuction. Mr. Criswell was
advised curb heigh�ts wa11 be the same as now existing if Halcyon Road
is widened in t�he future, Publ.ic Works Director Anderson s�tated that
he does not fee1. the new cons�truc�tion would cause any material drain-
age problems, but that with total development of the property some
drainage problems may arise. Direc�or Ga11op requested any action of
the Commission be clearly stated as affect�.ng the Sanctuary building
only. No further discussi�n fox or again.s� �he request, Chairmnn
Strother declared the hearing closed.

PUBLIC HEARING-USE PERMI� CASE NOe67�108 - 244 N,18th St.(Lutheran
Director Ga11op as�u�ed Cha�rman Strother, that the Public Hearing
for Use Permit Case No. 67�T08, Peach L��hernn Church to allow for the
constructi�n of a Sundny Sch�ol Rooms building at 244 No. 18th St, in
a C-1 Zone had been duly posted publ3shed and property owners notified.
Director Gallop revi�wed �ha� �he request was to c�nstruct an additional
six (6).class room building behind the presen� church building, Chairman.
Strother declared �he h�aring �pen, Mr, G'len Cherry, representing the
Peace Lutheran Church� was present-and spoke in.favor of the use being.
granted as the class rooms were very badly needed. Public Works Director
Anderson indicated no serious drainage problem at this time and that
drainage was probably spli� be•�ween 18th S�reet and the rear of the
propertye No furt�er discussion for or against the request, Chairman
Strother declared the henr�ng closed.

PUBLIC BUILDINGS ELEMENT OF GEN.PLAN.-REPORT FROM F°IRE CHIEF MARSALEK
Fire Chief `Tony Mnrsalek was presen� at the request of the City
Administrator and Planning Commission and �rally reported on the lo- '
cation proposed for a f.ire station by Hahn, Yilise and Associates in the
Public Buildings Element of the General Plan, Chief.Marsalek advised_'
he would make no recommendatzon at this time as the Fire Rating Bureau �
who are experts in this field, would conduct a survey in September for
the City and as part of their recommendation he expected that a pr.o-
posed site for the Fire Station would be part of the report. He felt
the results of �this survey would be available around the�first of the
year, 1968. . .. , _

Chief Marsalek reserved judgemerit 'on �the proposed site at Branch'''`-
St. and Wesley Ave. as he felt the realignment o� the Branch St.-Traffic
Way intersection which is now under consideration would be a major
factor as to the usefullness of a fire station in that area and also .
that the existing Certified Freight Lines Campany could be a detriment -
to the proposed location. He also said he fel two fire stations did
not work too�well with a volun�teer crew and that with a volunteer crew
a fire station had to be available to as many volunteers and as quickly,
as possible. .
After discussion, it was genernlly agreed the whole element should
not be held up 'for the one item, and a motion was made by Commissioner -
McMillen� seconded by Commissioner Schul#z, and unanimously cnrried,
that the Public Buildings Element of the Genernl Plnn be set for Public
Hearing, nt 7:45 P.M. on,June 6th, 1967.
BEAUTIFICATION PLAN FqOR THE CITY OF ARROYO GRANDE
Copies of the preliminary Beautifica�ion Plan had been previously
submitted to the Commission for their study and review and Director
Gallop briefly outlined that the plan, with resolutions of adoption,etc.
which would accompany an application for matching F�deral F�nds for
beautification purposes for the Ci�ya Correspondence was received from
the Department of Housing and U�ban Developmen� advising that the draft
proposal is sufficient in detail and format, and �aould fulfill the re-
quirements of the UB Program xegarding formixlation of a L�ocal Beauti-
fication Plan, and tha� they �nrere ac�epting applications from first-year
Cities until September 30th, 1967.

The Commission members commended Director Gallop for his efforts
in the preparation of the Beautification Plan and the following act�ion
was taken:

Senators were received acknowledging receipt of Resolution No, 67-54
regarding the Highway Beaut�fication Act of 1965, and generally in-
dicating that this Planning Commias3on's views �n the Act would be
given consideration,
COUNTY CHAMBERS OF COMMERCE HIGHWAY COMMITTEE MEETING
Corresp�ndence was received trom John Freeman, Chairman of the
Highway Committee advising tha�C a meeting zs set for Thursday, May 25th,
at 7:3Q p,mo in the Superv�.sar°s Chambers, Courthouse Annex, San Luis
Obispo, to establish the goals and objectives of the Committee with
relation to our entire Highway Prograza, inviting all County and City
Officials, Chamber of Commerce Representatives and Highway Interests to
attend,
