PC Minutes 1967-03-2168 March 21st, 1967 Planning Commission Arroyo Grande, California The Planning Commission met in regular session with Chairman Strother presiding. Present cxrp Comm3ss�oa�ers Moss, Porter and Schultz. Absent are Commissioners Duvall, McMillen and Smith. DtINUTB APPROVAL A motion was made by Commissioner Schultz, seconded by Co�iiss.ion-� er Porter, that the minutes of the regulur meeting of March 7th, 1967 be amended to correct a typographical error, and under the heading of REPORT REGARDING USE PERMIT N0. 65�67 - 220 Traffic Way (Christianson), line 2, b� changed to read �'that in his opinion none of the three con- ditions�' instead of ��one of the thxee conditions�', and that th� minutes be approved as prepared and amended, Motiox� carried, HUASNA ROAD PLAN LINE-REFERR.AL BACK PRQM THE CITY COUNCIL Commissioner Schultz reported that tk�e City Gouncil had held a Public Hearing on the Huasna Road Plan Line, now designated es No. 1, on February 28th, 1967, and that the hearing had been closed at that time. That the City Council ]�ad r�qu�sted the staff to prepare al- ternate Plan Lines and that Alternates No. 2 and 3 were submitted to the Council at their meeting of March 14th, 1�67. Th� plan lines as eubmitted are as follows� No. 1- As submitted to and adopted by the Planning Commission, which indicated primar.y property acquisition south of the existing right-of-way. No. 20- Would split the pxoperty acquisition equally north and south of the existing right-of-way. No. 3- Indicated;a meandering plan in ax� effort to avoid exist- ing structures. The Council ref�rred these three plans to the Gommission.for con- sideration emphasizing their recommendation for the selec#ion of Plan Line No. 2. Chairman Strother indicated that the Commission apparently had four alternatives in the matter, as foll.otivs: 1. Would b� to table the mat�k�r for 40 days, no action would ctutomatically put the matter back to the �ouncil for their action. 2. That the Commission could reaffirm their adoption of Plan Line No. 1. 3. That the Commission could recammend te �he City Council the adoption of any of the three plans. Chairman Strother advised tha�t Director Gallop had indicated that if the Commission wishes to consider P1ans 2 and 3, that they probably should hold a public hearing inasmuch as neither of the plane had been conaidered at t�e Commisaion hearing when Plan Line No, 1 wae coneidered, since proper�ty owners ozn tk�e Nor�h side of Huasaa Road were aot materially affected by P1an Line No. 1, a8 they would be by Plan Line Nos. 2 and 3. AND ORCHARD AVE Copies o� a Zetter received f�om the ���s°t A.ssembly o£ God Church requesting that �he new stree� gns�alled by the Chuxch, in conjunction with the granting of Ldse Permi� Noo 64s22, be named "Pilgrim Way" had be�n submitted to �he Commission for �heir s�udy. Director Gallop ad- vised that this land was s�till pxiva�te property and the str�et had not be offered or acccp�ed by the Ci�y in�o - �he stree� system. After dis- cussion, a motion wns made by Commissioner Schtsl$z, seconded by Commis- sioner Porter, that the Planning Commission recommend °to the City Council that the street adjacent to the Ass�mbly of God Church property, betwecn Arroyo Aveo and Orchard Ave, b� named °OPilgrim Way", when the street has been offered and accepted by the City in°to the City str�et system, Motion carried, NORTH HALCXON ROAD PTaAN LINE RECONSIDERATIONo Director Gallop introduced the subjec� in uiew of one Use P�rmit application which has been filed, and an antic3.pated Use Permit appli- cation to be filed in the near future on No�th Halcyon Road and quest- ioned whether the adopted Plan Line should be reconsidered at this time in light of this new proposed construction and the fact that the Plan Line involved a portion of the Ar�oyo Grande District Cem�tery. After discussion, a ma�kion was made by Commissioner Schultz, seconded by Commissioner Moss, that the North Halcyon Road P1an Line be referred to the staff for study and a report back to the Commission. Motion carried. INFORMATION TO COMMISSION Director Gallop distributed �to �khe Commission copies of the adopted Public Service and Facilities Element of the General Plan, the Arroyo Grande General Plan Brochure and a proposed Resolutiox� regarding Section 131(g) of Public Law 89-285, �he Highway Beautification Act of 1965, for study. CORRESPONDENCE FROM ARROYO GRANDE DI STRICT CEMETERY A letter was received from Tony Maxsalek, Chairman of the Arroyo Grande District Cemetery, requesting that ithe Commission consider aband- onment of that portion of Bennett Ave, that divides the westerly portion of the Cemetery property. After discussian, a motion was made by Com- missioner Schultz, second�d by Commissioner Moss that the request of the Arroyo Grnnd� District Cemetery be referred to the staff for study and a report back to the Commission. Motion carried. STUDY OF PLAN LINES FOR COLLEC°TOR AND MAJOR STREETS Chairman S�rother suggested that tk�.e Gomnnzssion consider reques�ting the staff to prepare a list of streets, th.at are proposed as collector and major sikree in the future, for the Commission's consideration to e.stablish plan lines.
