Planning Gomiriission -
Arroyo Grande, California
February 21st, 1967
`The Planning Commission met in regular sessi:on with Chairman
Strother presiding. Present were Commissioners McMillen, Moss, Porter
and Schultz, Absent were Commissioners Dexter and Duvall.
Also in attendance were Councilwoman Thompson and Councilman
Levine.
MINUTE APPROVAL
A motion was made by Commissioner Schultz, seconded by Commis-
sioner Porter that the minutes of February 7th, 1967 be amended by
adding on Page 1 under the heading "REVIENI-USE PERMIT N0. 66-78 -
112 Short Street (Whitney)" the following: The action taken on Use
Permit No. 66-78 was enacted on the ndvice of legal council given by
City Attorney Shipsey, who was present. Motion carried.
A motion was made by Commissioner Schultz, seconded by Commis-
sioner Porter that the minutes of the regular mee�ing of February 7th,
1967, be appr�ved as prepared and amended, Motion carried.

Chairman Strother welcomed new Commissioner Gerald Moss and said
he was glad to have him on the Commission and he felt Mr. Moss wil�l.
be of great help to the Commission.
BRISCO LAND FILL
Director Gallop briefly reviewed that the possibility of screen-
ing the Brisco Land Fill as had been discussed at the joint meeting
with the San Luis Obispo County Planning Commission on January 19th,
1967, After discussion, a motion was made by Commissioner McMillen,
seconded by Commissioner Schultz that this Planning Commission request
-�that the San� Luis, .Obis�po �County Planning Commission consider an
application for screening the Brisco Land Fill to the State Division
of Highways under AB 51: Motion carried.
PAUL SCHMITT LETTER REGARDING STREET DEDICATION (535 Traffic Way)
The letter from Mr. and Mrs. Paul Schmitt offering to give a 64
foot right-of-way through their property at 535 Traffic Way known as
the Vagabond Trailer Park had been referred to the City Director of
Public Works, A recommendation received from Mr. Anderson, advised
that as planning for future roads in that area is much too vague
to`ctttempt to establish any precise alignment at this time that he
would suggest that Mr. Schmitt be requested to keep his offer open
unti�l�such time as more definite alignments could be established. A
motion was�mad�e by Commissioner Schultz, seconded by Commissioner
Moss, that a letter be written to Mr. and Mrs. Schmitt thanking
' them for their offer and advising that this Commission is.aware of
his proposal to give a 64 foot right-of-way through their property
at 535 Traffic Way and if the offer remains open the City may take
, advantage of it at a later date. Motion carried.
JOINT STUDY MEETING HOUR (2/23/67)
Director Gallop advised that the City Council in agreeing to
meet with the Planning Commission in joint study on the proposed
Zoning Ordinance requested that �he meeting be advanced to 7:00 P.M.
rat}�er than 8:00 P.M. on February 23rd, 1967. After discussion, a
motion was made by Commissioner Porter, seconded by Commissioner
Moss, that a compromise be made and the Study Session be set for
7:30 P.M. on February 23rd, 1967a Mo�ion carried,
USE PERMIT NO: 65-67 - 220 Traffic Way (Christianson)
Use Permit No, 65-67 granted Donald Christianson on September
21st, 1965 to allow for the sale of used and new automobiles at 220
Traffic Way on a portion of Lot 84 of the Rancho Corral de Piedra,
Pismo and Bolsa de Chemisal in a HS Zone was taken under.discussion
at the:request of Commissioner McMillen and it was agreed the premises.

Use Permit No, 65-67 continued,
A motion was made by Commissioner McMillen, seconded by Commis-
sioner Schultz that the City Director of Publ�.c Works be requested
to investigate and make a determination regarding the three con-
ditions of Use Permit No. 65-67 as to whether the conditions have been
met and report back to the Planning Commission. Motion carried.
The City Director of Public Works was requested to write to Mr.
Christianson ndvising him that the Use Permit would be reviewed and
a report made to the Planning Commission for �heir action.
LITTER ON LAWNS
Commissioner McMillen requested that the Commission consider
the possibility of an Ordinance prohibiting distribution of throw-
away advertisements, newspapers, etc., that cause litter on lawns and
in yards, The staff was instructed to obtain copies of such ordi-
nances in effect in other cities.
THANKS TO CITY COUNCIL FOR PAYIN� EXPENSES F°OR EDUCATIONAL CLASSES.
It was agreed that the City Council be thanked for encouraging
the Planning Commission to attend planning educational meetings such
as ithe Axinual Planning Conference held in San Luis Obispo, the con-
ference at Asilomar, etc,, and having the Ci�y pay the expenses for
such attendance.
ADJOURNMENT
Chairman Strother declared the meeting adjourned at 8:10 P,M.
