The Planning Commission met in regular session woth Chairman
Strother presiding, Present were Commissioners De�vall, Pos and Schultz.
Absent were Commissioners Dexter ar�d WIcMi1len, �ne vacancy exists on the
Commission.
Also in attendance were CouncBlma,n Levine, City Attorney Shipsey, City
Engineer Garing, Plannong Dorector Ga��mp, Director of Public Works Anderson,
City Administrator Butch,
MlNUTE APPROVAL
A motion was made by Commossaoner Schultz, seconded by Commissioner
Porter that the minutes of thP regular meeting of January 17th 1g67 be
approved as prepared. Motion carr6ed,
REVIEW-USE PERMIT N0, 66-78 - 112 Sriort Sfireet (Whitney)
Planning Director Gallop reviewed Use Permit No. �6-78 that was granted
to Douglas R. Whitney fur a Sheetmetal and Heating Shop at 112.Short Street
in a C-1 Zone on February 15*_h 1�66 weth a condit.ion.'that�.the perm[t be.for
one (1) year only with no renewale Dir'ectar Gallop also advised that:'the
•: Central Business District was r�ow effective and that the Downtown Merchants
had no objection tc� the use being continued at this time, A'motion was
made.by Commissioner �chultz, secmraded by Goanmi�sioner Duvall, that Mr.
Douglas Whitney be granted per•mdssic�n tu file a new Use Permit Application
to continue operating a non-conforming Sheetmetal and Heating Shop. ���

Director Gallop briefly reviewed that the Use Permit Case Na. 76-65
granted Harold B, and Rose Davis on .7anuary 4th 1966 t� altow a bar-
restaurant at 725 Va11ey Road in a f;-1 Z�ne had been inspected and sub-
mitted rep�orts from the staff, Pub1ic W�rks Department and County Health
Department. M�'s. Davis was present and advised that she felt if adjacent
property owners received compensatdoro far �and necessary to widen Valley
Road that some compensation should be paid to her for the fifteen (15,')
foot parcel she has already deeded to the City and also that the improve-
ments existing on the f�fteen font parce� sh�oa�ld be r.etained by.herself
and her husband. After discussion the fpllowing actia� was taken,
A motion was made by Commissioner Porter, seconded by Commissioner
Duvall, that the P.lanning Gommissi�an recommend tQ the City Council
that any irr�provements within the dedicated •fifteen foot (15') right
of way at 725 Valley Road (Davis Ho�,a�e) may be removed by the porperty
owner at their expense or upon bein� nutified by ths City to do so.
M�otion carried.
A motion was made by Commissloner Schultz, seconded by C�mmissioner
Duvall, that the off-street parkong area and driveway at 725 Valley Road
(Dav�s House) be resurfaced, with leveling and chip seal as a recommended
minimum, as recommended by the Cdty Director of Public Works. Motion carried.
A mation was mede by Cr�mmissi�r�er Schultz, seconded by Commissioner
Porter that the property owner be required ta continue the bAnd ir� force
in lieu of curb and gutter inst'allatian at 725 Valley R�ad (Davis House)
Motion carried.

HUASNA ROAD PLAN LINE DECISION
Director Gallop briefly reviewsd that a Public Hearing for establishing
Plan Lines an Huas�a Road had been held on Deceonber 6th, 1966 and a decision
had not been made. City Enqineer Garing went over the Flan Line map with
the Commission and a lengthy di�cussi�n fcl1owed regarding casts, damages,
feasibility of adjusting the pla� lines several feet to the north, etc,

STUDY SESSION-PUBLIC BUILDINGS ELEMENT OF GENERAL PLAN
The.Public Buildings Element.of the General Plan was taken under
discussion, and Administrator Butch, acting for Fire Chi�f Marsalek,
requested the Commission w'ith hold cansideration of fire. station loc-
ations, as additional time was.needed to request the Board of Fi're
Underwriters.to submit their recommendation.
It was also suggested after discussion, that in order to clarify the
Library portion of the element establis.hing projected requirements.
that a paragraph be added that indicated the satisfaction of the City to
continue in the County Library S�stem and not establish a City owned
Library.
LETTER.FROM PAUL SCHMITT REGARDING STREET DEDICATION
A motion was made by Commissioner Schultz, seconded by Commissioner
Duvall, that correspondence received from Paul and Katherine Schmitt
offering to give a 64 foot right of way to be used,for the start of a
through road to Lopez Dam at 535 Traffic Way, be referred to the Director
of Public Works for his recommendation. Motion Carried,
PROPOSED`ZONING ORDINANCE
Copies of the proposed zoning ordinance prepared by Hahn, Wise and
Assoctates, and copies of addendum No. 1 to the proposed ordina,nce pre-
pared by the City planning staff were presented to the Commission for
study purposes.
PROPOSED ZONING,ORDINANGE - SET STUDY SESSOON
It was agreed that a study session on the proposed Zoning Ordinance,
be set for 8:00 P.M. Thursday, February 23rd, 1967 with Mr. Wise to be
in attendance, and that the City Council be requested to attend the
study session so that they can be informed of the content and consideration
of the proposal.
