The Planning Commission met in regular session with Chairman
Strother presidinge Present were Commissioners Duvall, McMillen, Porter,
Schultz and Vissero Absenfi was Commi.ssioner Dexter. Councilman Levine
was in nttendance,

A motion was made by Comm�ssioner McMillen, seconded by Commissioner
Schultz that the minutes of - ��e regular meeting of November 15th, 1966 be
approved as prepared, Motion car�ied.
REVIEhT-USE PERMIT N0. 66-84 - 1354 Grand Ave. (Hcpper)
Planning Director Gallop reported that Use Permit No. 66-84 granted
Ruth Happer on June 6�th, 1966 �to al.l.ow for the resale of second hand
clothing and small articles at 135.4 Grand Ave, in a C-1 Zone had been
reviewed and inspection of the premises indzcated that this property is
no longex being used for the purpose �ahich was granted under the Use
Permita Abutting proper�ty owners advised that the discontinuance of the
use occurred three ar more months agoe
OPINION FROM CITY ATTOR�IEY�-USE PERMIT NQ 66-99 �- 501 Ide St, (Proud)
Director Gallop briefly reviewed �hat a Plxblic Hearing had been
held on �Vovember 15th, 1966, ox� Use Pe•rmi.t No. 66-99, to allow for a
Warehouse and OCC4510�11a1 sa.les at 501 Tde Street in a R-2 Zone, that the
hearing ]iad been clased and a decisian of the Planning Commission was
withheld until an op.�ni.on cpuld be obtained from the City Attorney.
An opinion �aas xeceived this da�te, from Mr. Shipsey, City Attorney,
advising that in his apinion the proposed use cannot be nllowed unless
testimony is producecl �ta show tha�k p�evious sales were conducted on a
regular basis as a retail store.
Director Gallop advised the Commissian, that if a decision was not
made at this time, it may affect the �stablished non-conforming status
of the building since i�t �aould expire December 31st of this year accord-
ing.to testim�ny given a�t �khe Publia Heaxzng.
A motion was made by Commissioner Porter, seconded by Commissioner
McMillen, that a decision be held over to the next meeting of the Com-
mission, �to give Mr. Proud and his at�torney, Mr� Steve Crossman an oppor-
tun3ty �to study the opinion and present ndd�.tianal �testimony if they ao
desire. Motion carried,

� Upaz� being assured by Direc�oz Ga11op, that the Public Hearing for
Use Permi�k Gase Noe 66-100� Leonard P. Cz�arrpcchi, to allow for Cabinet
Shop and Manufacture of Plastics (Lus�terock) at 1539 Grand Ave. in a
C=1 Zone, had been duly posted, published az�d groperty owr�ers notifaLed,
Chairman Strother declared the hearing apez�. Direc�:ar Gallop advised
the building has been used far similiax puxpases in the past, there 3a
a large graveled parking area which i,s more �han adequate in size to
serve the proposed use, that the pet.itioner a.dvised the plastics portion
of the operation is primarily one of foXming and trimming of units to
be used �or tabletops, etc. with no noise or odor generated and that the
Cabinet Shop portion would be a typical �nroadwork operation.. There were
no recommendations received fxom �the Publi�c Works Department.
Mro Ciarrocchi was present and spake i..n favor of the�use being
granted, statzng that the plastics man.u�aclturing was done tn�ith no heat,
being a liquid that hardens and that any noi.se would be the usual machin-
ery sounds from a cabinet shop opexatian. Correapondence was received
fxom a M�. Lawrence Young advising that 'he was in favor of the use being
granted. There tiaere no protests to the use received. No further dis-
cussion for or agains� the reques�, Chairman Strother declnred the heer-

PUBLIC HEARING-PLAN LINES QN HUASNA ROAD
Director Gallop advised that publ�.shed and publfc notices were not
required for a hearix�g to sstablish Paaz� Lines, but that the Planning
Staf� had z�otified, by mail, 27 abut�iz�g praperty o�nnners tc the Huasna
Road Plan Liz�e of the Public Heaxing. Cha�rman Strother declared that
the Public Hearing to es�tablish Plan Lines an H�uasna Road from the five
corner intersection at Stanley'Ave, eas�terly ta where it merges and be-
comes a county road, is now open. �

proposed Plan Lix�es az�d reviewed that the pzoposed C3rculation Element
af the General Plar� indicated Huaena Road �ka be nn improved 80 foot road
in the futura. C�.ty E�ng�.neer Garing explained a Plar� Llne establishes
an area for building ae#-back purp�s�►s wh3ch would not allow construct-
ion in the future right of �ray, �khat the, glar► lines were deeigned as
eccnomically as possible avoid�ng exist:tz�g dv�allings, �that it wne the
intent at this time ta 3mprove 32 fee�k of roadway ta conform to the Plan
Lines on the north aide af Huasna Road tnrhich wauld constStute two driving
lcnes, with the balance of the proposed 64 foat xoadway improvement w3th-
in the 80 foot plan line r3gh�t�o#'-way, to be cone�rructed later when funds
were avaflable and traffic warran�:ed the w�.der street; It was geaerclly
dia that developmex�t to the eae� and �:he construct3on of Lopez Dam
would generate moxe �kratfic, that Huasr�a Road would be a mein road artery,

but discussed that proper�:y was held a.n abeyar�ce as tha owner could not

Mr, Skidmore was advised the new P1an,Linea would permit the new
construction to merge into the existi�g Cousaty Road and M�s. Kofahl was
advised tha� if the zoaing were to,be chaaged in the area the property
ownexs would xeceive notification of a�y proposed change.
It was also discuased that Huasna.Rotid was designated as a major
artery i� the proposed Circulation Eleme�t of the Arroyo Grande General
Plan. �
There being no further discussion for or against the Plan Lines,
Chairman Strother declared the hearing'cloaed,
After discusaion, a motion was made by Commissioner McMillen,
seconded by Commissioner Duvall that a deciaion on the Huasna Road Plan
Lines be held over and that the Plari Lir�ee be considered ns a part' of
the Circulation Element of the General Plan second Pub�l3c Hearing to bs
held by the Plcnn3ng Commiesion in the near future, Motion cnrr3ed.
CIRCUI�ATION ELEMENT OF THE GENERAL PLAN-REFERRAL FROM CI�'Y CbtJNCIL
Ccrrespondence was received from City Adminietrator Butc n vieiag
that the City Council took the folTowiag action at their regular meet-
ing of Novamber 22, 1966, <<..,,, that the Circulation Blement of the
General Plan for the City of Arroyo Grcnde be referred back to the
Planning Commission of this City for their further review and action,
and that auch Planning Commiseion eepecial�y review the Cherry Avanue
Route and figure out a posaible alternate route, AND FURTHER, that the
Planning Commieaior� hold a public hearing on eaid Circulction Element,
and upon announcement and/or legal advertis�ment of such heariag, that
it be specifically set forth that the Circulat3on Element of the General
Plan actually involves the etreets� and highwaye� eyetem of thie City.
Motion unanimously carried.r� .
� Cha3rman Strother advieed the audience that the Plaaaiag Commie-
sion could not at thie time hold a Public Fieariag or public diecuseion
on the Circulation Element until it had been properly aad legally
advertised for Pub13c Hear3ng.
A motion wae made by Commissianer Schultz, seconded by Comm'fs-�
sioner McMillen that the Circulation,Element of the Genarcl Plan be
eet for the eecond Public Hearing, ae requeeted by the Cit�`'Cour►c�l,
at 7:45 P.M, on January 3, 1967 and that the public notices cl�early
defines that the Circulation Elemea�t concerns the Streets and Hi�hwaye
within the City of Arroyo Grande. Motion carried.

A motion was made by Commissiomer'Duvall, seconded by Commissioner
Visser, that the date of January 19th, 1967, at 7:30 P.M,, in the Arroyo
Grande Council Chambers, be set for the joint meeting with the San Luis
Obispo County Planning Commission to disc�ss the Land Use Element, the
Circulation Element and the Parks and Recreation Element of the City of
Arroyo Grande General Plan and an invition be extended to the Arroyo
Grande City Council to attend said meeting. Motion carried.
TRAFFIC ISLAND PLANTER - HALCYON RD. & FRONTAGE ROAD
Commissioner Schultz commented that the Traffic Island Planter
at Halcyon Road and Frontage_Road had been completed and landscaped,
that it was definitely an asset to the City and recommended that those
present who had not yet seen the planter, go by and take a look.
' REVIEW PERIOD FOR CONDITIONAL USE PERM�TS
A�ter discussion, it was agreed that in granting a Use Permit
the stipulation of a review in one year or any other desired length
of time should be made in each particular case.
