PUBLIC HEARING-PUBLIC SERVICE AND FACILITIES ELEMENT OF THE GENERAL PLAN Upon being assured by Mr. Gallop, Planning Director, that the Public Hearing for the Public Service and Facilities Element of the General Plan had been duly published, Chairman Strother declared the hearing open. Mr. Keith Tranbarger of Koebig and Koebig presented the Water, Drainage and Sewer phases of the element, and submitted copies of Addendum No. 1, October 4, 1966 which made an addition to the fourth paragraph on Page 9 of the Element. It was noted that the Comprehensive Sewer Study prepared for the City Council was expanded from the Sewer section of the Public Service and Facilities Element. There was no discussion from the audience and there were no protests to the Element received. No further discussion for or against the Element, Chairman Strother declared the hearing closed. After discussion the following action was taken, RESOLUTION N0. 66-42G A RESOLUTION OF THE PLANNING COIuIMISSION OF THE CITY OF ARROYO GRANDE ADOPTING THE PUBLIC SERVICE AND FACILITIES ELEMENT OF THE GENERAL PLAN. O:z motion of Commissioner McMillen, seconded by Commissioner Duvall and by the following roll call vote, to-wit: AYES: Commissioners Duvall, and Chairman Strother. NOES: None ABSENT: Commissioner Dexter. McMillen, Porter, Schultz, Visser the foregoing Resolution was adopted this 4th day of October, 1966. LANDINI LETTER REGARDING USE PERMIT NO. 66-88 (Riviera Billard Center) Correspondence was received from Frank Landini requesting that Use Permit No. 66-88, granted on July 19th, 1966 for a Riviera Billard Center, at 1053 Grand Ave, to Mr. Keith Hinds be transferred to himself as he was a co-signer of the application and it is evidently clear that Mr. Hinds does not intend to put tlz� permit to use. Director Gallop advised that the City Attorney had been contacted and �t was his opinion that t�ie Use Permit goes with the property and is still applicable. A motion was made by Commissioner McMillen, seconded by Commissioner Schultz, that 'rhe City Attorney be instructed to write to Mr. Landini and advise him that the Use Permit was granted to the property and would still be effective. Motion carried. NON-CONFORMING SIGNS Director Gallop advised Commissioner McMillen that some of the non- conforming free standing signs on Grand Ave, had been removed and that the staff was still working on the ones remaining. - CITY COUNCIL LIAISON REPORT ! Commissioner Schultz, City Council Liaison reported tha•t the follow- ing Ordinances were held over by the Council and not acted upon at th� meeting of September 27, 1966: Central Business District, Subdivision, Abatement of Accumulated Waste, and Street Tree. CANCELLATION OF REGULAR MEETING OF OCTOBER 18th 1966. A motion was made by Commissioner McMillen, seconded by Commissioner Duvall, that due to a conflict with the League of California Cities Con- ference that the regular meeting of October 18th, 1966 be cancelled.
