The Planning Commission met in regular session �r�th Ghairman
Strother presiding. Present were Commissioners Dex�e�r, McM�.11en, Porter,
Schultz and Visser. Absent was Commissioner Duvalle Councilman Levine �`
was in attendance. ' '
MINUTE APPROVAL
A motion was made by Commissioner Schultz, secondecl by Commissioner
Visser, that the minutes of the regular meeting o€ September 6th, 1966

REUIEW-USE PERMIT N0. 29-64 Grand Ave, (Polin) �
Planning Director Gallop briefly reviewed Use Permit Noe
granted Martin Polin on July 7th, 1964 to allow for a Retail Tire Sales
Store and a Body Shop in a C-1 Zone on Grand Ave., east and adjacent to
the Union Oil Service Station. He.also advised that the use was re-
viewed on September 19th, 1965, with a review to be made one year fr'om
that date. The premises were inspected in S�ptember of 1966 and it was
noted the Arroyo Grande Tire Service had moved from the premises on or
about June 1, 1966, and Mr. Gallop advised that unless this structure
is used for a similar purpose on or before June 1, 1967, the permit
will become null and void. No action was taken by the Planning Com-
mission as the use permit would be automatically reviewed by the Staff
in June, 1967. �
CIRCULATION ELEMENT MAP AND C.B.D,IMPLEMENTATION OUTLINE NO. 2
Copies of the Circulation Element Map as adopted by the Planning
Commission and of the Centrnl Business District Implementation Outline
No, 2 were presented to the Planning Commission for information pur-
poses only, �
PUBLIC HEARING-USE PERMIT CASE N0. 93-66 - 400 F`rontage Rd,(McKellar)
Chairman Strother granted Commissioner Dexter permission to ab�
stain from the discus"sion and voting on Use Permit Case No. 93-66.
" Upon being assured by Mr. Gallop, Planning Director,.that the
Public Hearing for Use Permit No. 93.-66, Dr. and Mrs, T. F. McKellar
to allow for a Medical Laboratory and Office at 400 Frontage Road in
a RA-B3 Zone, had been duly posted, published and property owners .
notified, Chairman Strother decldred the hearing open. Director
Gallop reviewed the request and advised that there were three alter-
natives in considering the request, 1) the use could be granted under
Ordinance No. 196, Sec. 1 D with City Council approval, 2) table the
request and initate Rezoning of the area to conform to the General
Plan and 3) deny the application. �_

Dr. McKellar was present and said he was hopeful of obtaining ts�o
additional adjacent lots that front on 0ak Street; that it would,be a -

ST[JDY SESSION-PRELIMINARY PUBLIC SERVICE & FACILITIES ELEMENT-General Plan
Copies of the Preliminary Public Service and Facilities Element of
the General Plan were distributed to the Planning Commission for their .
review, and to the City Director of Public Works and City Engineer for
their study and report, at the meeting of September 6th, 1966, Mr, Tran-
barger of Koebig and Koebig, reviewed the plan.which consisted of three
sections, the Water, Sewer and Drainage Plan and Maps, There was con:-
siderable discussion of these plans by the Commission members.
SET PUBLIC HEARING-PUBLIC SERVICE & FACILITIES ELEMENT-GENERAL PLAN
A motion was made by Commissioner McMillen, seconded.•by Commis-
sioner Schultz, that a Public Hearing on the Preliminary Public Service
and Facilities Element of the General Plan be set for 8:00 P,M., October
4th, 1966, Motion carried,
DISCUSSION OF REGULAR MEETING OF OCTOBER 18th, 1966,
Discussion of the League of California Cities Annual Conference to
be held Oc#ober 16th #o the 19th, 1966 would interfere with the regular
meeting of the Commission on October 1�8th, 1966, I# was ngreed by mem-
bers of the Commission, for the purposes of setting Public Hearings,
that this meeting would be cancelled upon adjournment of the regular
meeting to be held on October 4th, 1966,
ADJOURNMENT
Chairman Strother declared the meeting adjourned at 10:10 P.M.
