PC Minutes 1966-09-06� � PLANNING COMMISSION Arroyo Grande, California September 6th, 1966. The Planning Commission met in regular session with Chairman Strother presiding. Present were Commissioners Schultz, Dexter, Duvall, McMillen, Porter and Visser. Mayor Wood and Councilman Levine were also in attendance. MINUTE APPROVAL A motion was made by Commissioner Schultz, seconded by Commissioner McMillen that the minutes of the regular meeting of August 16th, 1966 be approved as prepared. Motion carried. PRELIMINARY PUBLIC SERVICE AND FACILITIES ELEMENT - GENERAL PLAN Copies of the Preliminary Public Service and Facilities Element of the General Plan was presented and the Planning Director recommended that the City Director of Public Works and the City Engineer study the Element and submit a report to the Commission. The Planning Director also informed the Commission th`at Mr. Tranbarger of Koebig and Koebig would be available on September 20th, 1966 for a study meeting on the Element. The Commission agreed that a"s�tudy session on the Public Service and Facilities Element of the General Plan be set for September 20th, 1966. REVIEW-USE PERMIT NO: 66-64 - Alpine and Grand Ave. (Dr Elvin) Planning Director Gallop informed the Commission that Use Permit No. 66-64 had been extended for 6 months at their meeting of March 15, 1966 and that there had been no action on the petitioners part to acti- vate or extend the Use Permit. As there was no action taken by the Planning Commission, and inspection of the property indicated that the permit had not been used, Use Permit No. 66-64 under the conditions of Ordinance No. 157, under Section 7.3 Paragraph 5, is now null and void. COPIES OF ADOP`TED LAND USE ELEM OF THE GENERAL PLAN Copies of the adopted Land Use Element of the General Plan,includ- ing the City Council Resolution of Adoption, (Resolution No. 709), were distributed to the members of the Planning Commission. PUBLIC HEARING-USE PERMIT N0. 66-91 - 535 Traffic Way (Union Oil) Upon being assured by Mr. Gallop, Planning Director, that the Public Hearing for Use Permit No. 66-91, Union Oil Co. of Calif, to allow for a Free Standing Sign at 525 �Traffic Way, in a HS Zone, had been duly posted, published and property owners notified, Chairman Strother declared the hearing open. Planningi:�Director Gallop reviewed the request for a free standing sign, 50 feet overall height, 12 feet in diameter, interior lighted and non-rotating. A picture of the pro- posed sign and plot plan was submitted for the Commission's consider- ation. Mr. Gallop indicated a"flag" test with an 8 x 10 foot sign had been made on the site, but several feet east of the actual sign lo- cation. A picture was submitted indicating vision of the sign several hundred feet south of the north bound off-ramp from the east side of the driving lane, of FYeeway 101, and indicated that good vision was also noted on the south bound driving lane at about Grand Avenue. Mr. Gallop stated that he felt the 50 foot height would provide adequate vision. � Mr. Wachtel of Union Oil Co. spoke in favor of the permit being granted and requested that the sign be�raised to 60 feet. Mr. Gallop informed Mr. Wachtel and the Commission that 50 feet was the maximum allowable structural height in the Highway Service District and any additional height could be granted onlp by Variance. Mr. Lash of Union Oil Co. also spoke in favor of the request. TRACT NO. 359 - Tentative Map (Betita) With approval of the Planning Commission, this matter was taken up prior to the Public Hearing's on the Circulation and Park and Recrea- tion Elements of the General Plan. The map and Subdivision Committee Report were presented, Mr, ,° i�Tilliam Rust from Garing and Taylor was present representing Mro and Mrs, Beti�a and he submitted a letter to the Commission regarding that: Item 4, Dry sewers be permitted and waiving sewer connections for the first 4 lot unit proposed; Item 10, that a study be made of the drainnge problems of the area be made by the City; Item 12, Underground Utilities be not required; and Item 13, not required full street improvements adja- cent to Lots 2 and 17 on Carmella Drive, but allow oiling of the street • only until additional lots were improved, 0 n 39 Planning Commission, Arroyo Grande, Sep�ember 6th, 1966 Page 3 The Commission discussed the i�ems in the�report and in the letter from Mr. Rust, It was pointed ou� to all concerned that at this time, conditions placed on the Tentative Subdivision must be considered in the light of nll 18 lots, not any proposed unit development. The staff pointed out one omission� the recommendations as followso that Lots 2 and 17 be increased to 65 f�ot �ron�age and Lots 1 and 18 be reduced by 22 feet. PUBLIC HEARING-CIRCULATION (Street and Highway) ELEMENT-GENERAL PLAN Upon being assured by Mr. Gallop, Plnnning Director, that the Pub- lic Hearing for the Circulation (Street and Highway) Element�of the General Plan had been duly published, Chairman Strother declared the hearing opena Mro Wise of Hahn, Wise and Associates was introduced and he reviewed and explained the Circulation Element, its purpose and how the recommendations were determined, He also outlined the results of the Staff and Commission study and changes made as a result of their studies, Considerable time was spent on the proposed rerouting of State Highway No. 227 and it was explained why the two alternates shown on the map were chosen from five study routes presented by the State Divi- sion of Highways at a study meeting between Mr, Wise, Mr Anderson, Mr. Ga.11op and State Officials. Mr, Hilo F�.chiwaki, who owns property east of the City inquired if his lnnd would be taken by the rerouting of Highway 227. Mr. Wise said that at this time, it was impossible to say what properties would be affected, Not until the State had completed their studies costs and bene�its, and held a public hearing, probably in the spring of 1967, would any one know exactly who's property would be effected, Mr. Addison Wood suggested that the alignment of proposed Cherry Ave. extension easterly be realigned south o� the Arroyo Grande creek to the Coach Road area and there, becnuse of terrnin, cross the creek Mr, Kirkpatrick representing the Downtown Merchants Association spoke in favor of the plan and snid that the�Association had studied the plan and its ef�ect on the Central Business District prior to the Asso- ciation approval. PUBLIC HEARING-PARK AND RECREATION ELEMENT OF THE GENERAL PLAN Upon being assured by Mr. Gallop, Planning Director, that the Pub- lic Hearing for the Park and Recreation Element of the General Plan had been duly published, Chairman Strother declared the hearing open. Mr. Wise reviewed the plan and its intent and long range aims. The Chairman inquired as to what, if anything, had been done by the Parks and Recreation Commission in respect to the School District. The Director informed the Commission that the Park and Recreation Commission had contacted the Lucia Mar School District and that an ex-officio mem- ber had been appoint.ed,. Mr-. James-Miller, and that as soon as�chool was underway a joint meeting of t}ie School District Staff and the Parks and Recreation Commission would be held to start planning on a co-operative program. No one spoke for or against the plan from the audience. � Director Gallop informed the Commission that the Parks and Recrea- tion Commission had reviewed the plan and recommended its adoption as ., presented, and indicated that the Parks and Recreation Commission would � probably start work in the near future towards precising the plan for consideration next year. . Director Gallop indicated that�..the map should show the three entry wayside parks which are being planned; that the proposed parochial school indicated east of town should be omitted and the Lopez legend be moved down to the Huasna Road. On motion of Commissioner Duvall, seconded by Commissioner Visser, and by the following roll call vote, to-wit: AYES: Commissioners Schultz, Duvall, Porter, Visser and Chnirman Strother. NOES: None ABSENT: Commissioners Dexter and McMillen. the foregoing Resolution was adopted this 6th day of September, 1966. REPORT ON SUBDIVISION ORDINANCE STUDY MEETING. Commissioner Schultz, who was appointed by Chairman Strother to represent the Commission at a joint study meeting called by the_City Council, reported on the study and results. Mr. Wise informed the Com- mission that the revised Ordinance had been printed and returned to Mr. Butch. ADJOURNMENT Chairman Strother declared the meeting adjourned at 11:40 P.M. . .
