The Planning Comm�ssion met in regular sess�on tv�°th Chairman
Strother presiding, Presen°� were Commissioners Duval�, McMillen,
Porter and Schultz, Absent were Commissioners Dex°ter and Visser.
Councilman Levine was also in attendance.
MINUTE APPROVAL
A motion was made by Comm,�ssioner Schultz seconded by Commis-
sioner Duvall, that the minutes of the regular mee#ing o� August 2,
1966 be approved as prepared, Motion carried,
1NELCOME TO NEW COMMISSIONER POR�'ER
Chairman Strother welcomed new Commissioner Chester Porter and
said he w�a.s glad to have him as a membex and °that with Mr, Porter's
knowledge of the area he would be an asset to thE commission.
SET PUBLIC HEARING ON PARKS AND RECREA7'ION ELEMENT
Mro Gallap, P'lanning Director, advised that Mro V�ise of Hnhn.,
Wise and Associates, could attend the meeting of September 6, 1966
but would not be available f�r the meeting of September 20th, 1966,
A motion was made by Commission.er McMillen, seconded by Commissioner
Schultz, that a Public Hecxring for the Parks and Recreation Element
of the General Plan be set for 7�45 P,M on September 6th 1966

SET PUBLIC HEAi�ING ON CIRCULATION (Stree# and Hi hway) ELEMENT'
A motion was made by Commissioner McMillen, seconded by Commis-
sioner Schultz that a Public Hea�ing for the Circulation (Street
and Highway) Element of the General Plan be set for 7:45 P,M. on
September 6th, 1966, Motion carried,
CORRESPONDENCE F°ROM A, G. DOWNTOHIN MERCHANTS ASSOCIATION -
Mre Gallop, Planning Director, advised the Commission, as infor-
ma�rion only, that a copy of a letter from the Arroyo Grande Downtown
Merchants Association to the City Council had been received and that
the Merchants wese requestis►g a consultation with the Council, City
Planning Commission, City Parking Commission, Central Business District
Committee, and Stone nnd Youngberg to discuss the possibilities, meth-
ods ond results of an improvement di�trict for the Central Business
Districte
DISCUSSION OF° USE PERMIT CASE NOe 66-86
Mro Gallop Planning Director, advised that the sign for Contin-
ental Fashionette Beauty Sa1on had been removede
PUBLIC HEARING-CEN�°RAL BUSINESS DISTRICT
Upon being assured by Mr. Gallop, Planning Director, that the
Public Hearing for the Central Business District of the General Plan
had been duly pos�ed and published, Chairman Strother declared the
hearing open, Mr, Gallop, briefly reviewed that the proposed Ordi-
nnnce amendment had been studied by the Arroyo Grande Downtown Mer-
chants Association and that a Public Hearing had been held by them
with general discussion and there were no protests made to the plan,
Mro Gallop also presented a mnp of the,proposed Central Business
District nnd outlined the area to be included. Mr, Jack Pence, Mra
Andrew David and Mre David Loomis spoke in favor of the amendment
being adopted Mr. Bill Coats was advised that the ultimate use of
his property would not be affected by this amendment to the 2oning
Ordinancee
The question of Shopping Cen�er Development in the general area
of the Central Bus�iness District was mentioned by''Mr, and Mrs Don
Curzon and the ultimate effect of such a development was discussed,
but was not a part of the consideration of the plano

A letter �rom Pacif�c Telephone Company was read reQuesting con-
sideration of a var�ance from the off-stree� parkzng requirements in-
sofar as Public Utility O�f�ces and installa��ons �exe concerned. The
staff was instruc�ed t� �nform them �ha� it was felt that there should
be no differenc� in park�ng require�ents �n ratio to the square foot
areas between various pexmissive uses �n �he Districto No �urther dis-
cussion for or against �he proposed amendment, Chairman S�ro�her de�
clared the hearing closedo After discussion, �he Commission agreed

RECOMMENDING 'TO '�HE CI�.'Y COUNCIL �'OR THEIR ACTION
AND ADOP`TIONo

Cha�rman Strother thanked the members of the Downtown Merchants
Association for their �time and effort in assisting in the preparation
of the Central Business Districto
ARCHITECTURAL APPROVAL-UNION OIL SERV. S2ATION-525 Trnffic Way
Mr, Earl I. Lash, xepresenting Ldnion Oil Company,presented a
plot plan and pictures of a proposed service sta�ion to be constructed
at 525 Traffic Way in the H-S Zone Dis�ricte Mr. Gallop, briefly out-
lined the type of station to be constructed and advised that a Use
Permit had been filed for the installation of a signo After discussion,
a motion was made by Commissioner Schultz, seconded by Commissioner
McMillen, that Architectural Appx•oval be granted for the construction
of a Union Oil Service Station at 525 Traffic Way in a H-S Zone subject
to �the fmllowing cond�tionsc �- -
1, That a third tree tn�ell be provided between the driveways
and that Union oil Company deposit $10.00 per tree with the
City of Arroyo Grande for the purchase and planting of the
trees.
