Absent wese Commissioners McMillen and Schul°kze MINUT'E APPROVAI� A motion was made by Commissioner Dexte�c, seconded by �ommissioner Mize that the minutes of the regu�ar mee�ting of June 21st, 1966 be ap- proved as prepared, Motion carried, WELCOME TO NEW COMMISSIONERS Chairman Strother welcomed new Commissioner`s, Bryan Duva1T and Cornelis Visser and said he was glad to have them on the Commission, and he was sure �heir service to the Gity would be �ppreciated. RECONVENE PLANNING COMMISSION - Election of Officess 1966-67 A motion was made by Commissioner Mize, seconded by Commissioner Dexter that Newell Strother be nomina�ed for Chairman, A motion was made by Commissioner Dexter, seconded by Commissioner Mize that nominations be closed and Ne�aell S�trother be elected G}�airman, Motion carried, COUNCILMAN LEVINE IS NOW PRESEN°T. A mo�ion was made by Commissioner M.ize secanded by Commissioner Duvall tha� O:�ville Schultz:be nominated for Vice Chairman, A motion was made by Commiss�.oner Duva31, seconded by Commissioner Mize, that nominations be closed and Orville Schultz be elected Vice Chairmnn.Motion carried. RESIGNAZ'ION OF° COMMISSIONER MIZE ' Commissioner Mize advised that he had submitted his resignation from the Planning Commission to the Ci�y Clerk for action by the City Council and thnt t�his would possibly be the last meeting of the Com- mission that he would attend, Chairman Strother stated he wcs sorry to see Commissioner Mize lenve and that he felt he had been good for the Commission and the City. SECRETARY APPOINTMEN� Chairman Strother, uri�th appr�val of the Planning Commission, ap�- pointed Margaret L. Wilson as Secreta�ry for the Planning Commission. COMMIT'TEE APPOIN'a'MENTS Chairman Strother annQUn�ed �hat appointment of Committees would be held over to the meeting of ,7uly 19th, 1966. PUBLIC HEARING-USE PERMIT CASE NO. 66-86 - 1310 Grand Ave, (Stevens) Chairman Strother declared that Use Permit Case No. 66-86 of C. M. Stevens to allow for a�°ree Standing Szgn at 1310 Grand Ave. in a C-1 Zone had been duly published and property owners notified and the hear- ing was now opened and all persons for or against the request would be heard, Mr. Gallop, Planning Director, advised that the sign is now existing illegally and is installed in �the public right-of-way, but that there is an area of private property where the sign could be lo- cated. Mr. Stevens was not present, and Mr, Gallop, also advised that numerous attempts to contact him in pe�son had failed, but he had been sent a notice of the hearing by first class mail and had been notified of the meeting orally when the application had been filed. No further discussion for or against the request, Chairman Strother declared the hearing closed, After discussion, a mc�tion was made by Commissioner Mize, second�ed by Commissioner Duvall, that Mr, C. M, Stevens be sent a le#ter by registered mail with return receipt requested, requesting Mr, Stevens meet with the Planning Staff to be ndvised of Ordinance re- quirements regarding Use Permits, and requesting that he attend the meeting of J�aly 19�th at 7:30 and tha$ a decision of the Planning Com- mission regarding the Use Perm�t b� held in abeyance until that �ime. Keith) Mr. Gallop, Planning Director, reviewed the Planning Commission discussion of June 21st, to hold �this ma��ter over until Mr. Neal, a representntive of Don E. Keith, could be present to discuss the dis- posi�inn of an existing sump at the rear of the property. Mr, Neal was present and advised that he would prefer installing a chain link fence instend of a sunken tank or any buried method of disposal. Mr. Gallop advised the Commission, that if �khey required the installation of a fence it would not obligate the City for liability, After discussion, a motion was made by Commissioner Mize, seconded by Commissioner Visser, that Use Permit No. 56, granted Don E. Keith, T'rucking on June lst, 1965 to permit a truck yard shop and office at 1160 101 Highway, be extended for �ne year, subject to a review in one year, with the additional con- dition �that a six foot (6') chain link fence with three (3) strands of barb wire on top be installed around the sump at the rear of' the pro- perty, Motion carried. REVIENI-USE PERMIT N0.60 - Lots 49 and 50 Jones Tract (Donald E, Madsen) Mr. Gallop, Planning Director, advised that an on-site inspection of the premises was made, the conditions of the Use Permit had b�en com- plied with and the staff had no objections to the use being continued. A motion w�zs made by Commissioner Dexter seconded by Commissioner Mize, that Use Permit No. 60, granted Donald E, Madsen to store� service and deliver contractors electric barricade signs on Lots 49 and 50 of the Jones Tract in a HS Zone, on July 6, 1965, be extended subject to a re- view in one year, Motion car.ried. REVIEW-USE PERMIT NOo61 - 1524 Grand Aveo (Garrison and Arnold) Mr. Gallop, Planning Director, ad�ised he had inspected the pre- mises, and a illegal free standing sigr� existed in front of the build- ing, that there were numerous weeds at `the northerly and easterly end of the structure and that the staff would recommend that the off-street parking in front of the buiZding be made to conform with the City Ordi- nance, Mr. Garrison was present and stated h�e was now the sole owner of the business, that he wns not awnre he was in violation and would contact Planning Staff regarding what should be done to conform to City requirements< Surfacing of the parking area was discussed by the Commission. A motion was made by Commissioner Mize, seconded by Com- missioner Visser, that this business establishment be required to apply for a Use Permit for the sign if he continues to use the sign, the weeds at the structure be removed, and the use be subject to a review in one year.� Motion carried. � RIVIERA FAMIL�' BILLIARD CENTER - 1053 Grand Ave. (I-3indes) Correspondence was received from Keith E. Hindes, General Manager, advising that �they would like to open a Riviera Family Billiard Center at 1053 Grand Ave. in a C-1 Zone and requesting that the Planning Com- mission establish this use as being no more objectionable than other permitted uses in a C-1 Zoneo Mr. Gallop, Planning Director advised the Commission that due to an oversight, Mr. I-IIindes was advised that the business could be allowed by this method, but it was later determined that this type �f use could only be allowed by Use Permit. Mr. I�lindes being present, was notified at this time by Chairman Strother, that the Planning Commission could not act on his letter of request and that a Use Per.mit application would be required and a Public H[earing held, prior to any discussion or action by the Cvmmission, HARVEST FESTIVAL BOOTH AND BUILDING DECORATIONS Mr, Butch, City Administ�ator, presented some artists sketches the Harvest Festival Committee had received showing a proposal to decorate the Judges Stand, City Hall, Booths, and general decoration during �the Harvest Festival, FAREWELL TO COMMISSIOIVER MIZE Chairman Strother bade Commissioner Mize farewell, and thanks from the Commission and City and presented him with his Planning Commission nameplate, and wished him luck in his future endeavor.so ADJOURNMENT Chairman Strother declared the meeting adjourned at 9:00 P,M.
