Planning Commission
Arroyo Grande, Calif.
June 21st, 1966
The Planning Commission met in regular�session with Chairman Strother
presiding. Present were Commissioners Dexter, Evnns and Talley. Absent
were Commissioners McMillen, Mize and Schultz. Councilwoman Thompson and
�ouncilman Levine were nlso in attendance.
MINUTE APPROVAL
A motion was made by Commissioner Talley, seconded by Commissioner
Evans, that the minutes of the regular meeting of June 6th, 1966 be ap-
proved as prepared. Motion carried.
REVIEW-USE PERMIT N0. 56-1160 101 Hi hway (Don E. Keith)
Mre Gallop, Planning Director, reported that an on-site inspection
of the praperty had been made by himself and the Director of Public Works
and that 1�,ndrew David, Attorney fcr Mr> Keith wns also present. The in-
spection reflected that the conditions of the Use Permit had been complied
with, that there were no major improvements made on the property and the
area was clean and policed. COMMISSIONER MCMILLEN IS NOW PRESENT. Mr.
Gallop also advised that there was a sump existing at the rear of the
property that was quite deep, and was used as a catch basin for water and
oil runoff when trucks were steam cleaned and washed. The sump at this
time has n small picket fence surrounding it and Mr. David had indicated
a six (6) foot chain link fence with 3 strand barb wire on top would be
installed if the Planning Commission so desired.
Mr, A1 Browne was pr�esent and stated he had no objection. to the Use
Permit being granted an extension of one year, but that if he submitted a
final map for the development of his property the extension granted at
this time wuld be considered final. Chairsan Strother advised b[r. Browne
that this Commission could not bind the actions of a later Commissione
After discussion regarding the elemination of the }iazard of the sump,
it was agreed to hold any action over until the next regular meeting of
July Sth, 1966 until a representative of Mr. Keith's could be present,
REVIEW-USE PERMIT N0. 57 - 723 Grand Ave. (Cotton)
Mr, Gallop, Planning Director ctdvised that Use Permit No. 57 granted
Jack L, Cotton on June lst, 1965 to permit furniture reupholstering at
723 Grand Ave, was reviewed and inspection of the property indicated that
the permit had not been used or if it had been used, was no longer in ex-
istence and under the conditions of Ordinance No.157 under Section 7.3
paragraph 5, was now null and void,
REVIEW-USE PERMIT NOe 58 - 1040 Grand Ave, (Weaver)
Mr, Gallop, Planriing Director advised that Use Permit Noe 58 granted
Garland Weaver on June 15th, 1965 to permit light welding and manufactur-
ing at 1040 Grand Ave, was reviewed and inspection of the property in-
dicated that the permit had not been used, or if it had been used, was no
longer in existence and under the conditions of Ordinance No. 157, under
Section 7e3 paragraph 5, was now null and void.
REVIEW-USE PERMIT N0. 73 - 821 Grand Ave. (Buckner)
Mr, Gallop, Planning Director advised that Use Permit No. 73 granted
Clifford Buckner for City Neon Inc, on December 7th, 1965 to allow for a

prap�� in.�licated that the permit had not been used, or if it had been

HEART� :._�±�:i; PERMIT CASE N0. 66-.85 - 1010 Grand Ave, (Thom son)
Chairman Strother declared that Use Permit Case No. 66-85 of Jane R.
Thompson to allow for the extension of a 24 inch overhang into the public
right-of-way at 1010 G Ave. in a C-1 Zone had been duly published and
property owners notified and the hearing was now opened and all persons
for or agninst the request would be heard. Jane Thompson was present and
spoke in favor of the use being granted as the architecture was proposed
in conjunction with "Project 66" and the overhang of 24 inches would ...

Mro Gallop, Plnnn�ng Di�rector, reported he had attended the hearing
held by the San Luis Obispo County Plann�ng Commission on June 8th, 1966
to consider zoning an area be�tureen �the C�.ty of Arroyo Grande and the
Lopez Dnm site nnd the zoning as presented appeared to be in keeping with
the Land Use Plan as(�dopted� by the Gi�yo Mro Gallop also advised there
were no maps or copies of �he proposed zoning available at the time of
the hearing but that he would c�ntac# Mro Ned Rogoway, County Planning
Director, and obtain the i�formata.on �'or this Commission's study prior to
the County Planning Comm:�ssion's recommendation being presented to the
Board of Supervisors,
CIRCtILA�'IDN ELEMEN`� OF' THE GENERAL PLAN - Study Session
� Mro Noland Gar�ison and Mro Carroll Pruett of the Parking Commission
were present and were adv�sed by Chairman Strother that the study session
on the Circulation Element of the General Plan was postponed to the meet-
ing of Ju1y 19�th, 1966 as the Planning Comm�ssion desired to wait until
the t�ro new members were seated and Mro Wise of Hnhn, Wise and Associates
would not be able to attend a meeting un°til �that date,
DISCUSSION OF PLAY SCHOOL - Bennett Ave, (Glen Peters)
Mre Glen Peters, speaking for his wife and Mr. and Mrs, Wilmot, ad-
vised the Comm.ission that �hey were interested in starting a play school
at the Assembly of God Church proper°ty on the northwest corner of Bennett
Ave, and Bell Street and he requested that the Planning Commission advise
him as to the procedure to follow and what would be requested to permit
this operationo Chnirman Stroth er requested Mr, Peters contact the Plan-
ning Commission sta£f for all pertinen�t �nformation and advised that the
Planning Commission would not consider or discuss the request until such
time as a Public Hearing was held,
COMMENDATION FOR COMMISSIONERS EVANS AND TALLEY
Chairman Strother expressed the Planning Commission's regret that
Commzssioners Evans and '�alley wou.ld no longer serve on the Commission,

� �`'�, ^y.�y had benefited from �heir years of service, Chairman
Se�:�;.� - �nted each of the Commissioner's their Planning Commission
