PC Minutes 1966-06-0623 Planning Commission Arroyo Grande, Calif, June 6th, 1966 The Planning Commission met in regular session with Vice Chairman Evans presidingo Present were Commissioners Dexter, McMillen, Mize, Schultz and�Talley, Absent was Chairman Strother, MINUTE APPROVAL A motion was made by Commissioner Talley, seconded by Commissioner Schultz that the minutes of the regular meeting of May 17th, 1966 be approved as prepared, Motion carried, CIRCULATION ELEMENT OF THE GENERAL PLAN (Set Study Session) Copies of the Circulation Element of the General Plan, as prepared by Hahn, Wise and Associates, were submitted to the Planning Commission for study. The date of July 19th, 1966, at 8:00 P.M,, following the regular Planning Commission Meeting, was set for the firsfi study session for the Circulation Elemen�, with the Parking Commission being invited to attend, Mr, Anderson, Public �orks Director and Mr, Garing, City Engineer was requested to s�udy the Circulation Element for recommend- ation �o the Planning Commission, ORDINANCE NO, 216 (Terms of Office) Copies of Ordinance Noo 216 adopted by the City Council on the 31st day of May, 1966,:which changed the terms of office of the membership of the Planning Commission, were distributed to the Planning Commission members,. PROPOSED RESOLUTION ESTABLISHING CBD DISTRICT Mr, Gallop, Planning Director, advised that the Centrnl Business District Implementation Committee of the Downtown Merchants Association, had studied and prepared, in Resolution form, a proposed amendment to the Zoning Ordinance by adding a new section establishing a Central Busi- ness �istrict, and submitted copies to the Planning Commission for their study. Mr. Gallop also advised that the Merchants Committee was sub- mitt•�zg copies to the Downtown Merchants Association for their approval, HEARING-USE PERMIT CASE N0� 66-84 - 1354 Grand Ave, (Hopper) Mr, Gallop, Planning Director, read aloud the application of Ruth Hopper and briefly outlined the request and proposed useo Vice Chair- man Evans declared that Us� Permit Case No, 66-84 of Ruth Hopper to allow for the resale of second hand clothi�g and small axticles at 1354 Grand Ave, in a C-1 Zone had been duly published and property owners notified and the hearing was now opened and all persons for or against the request would be heard, Mro Brooks Meader, 1?9 Fa�r View Drive, Mr. Berry, 1355 Grand Ave,, nnd Mr, Skip Sato, 171 Fair View Drive, protested the use being granted as�they felt�secondhand sales would lead to a unsightly neighborhood, would lower property values in the area, would create parking problems, and that some of the buildings on the property would be unsuitable for this use, Mrs, Hopper and Mrs, Martleton spoke in favor of the use being granted and advised that the sales would be confined to the front porch of the residence only, with o�her buildings being used for storage only, and that the acreage to the rPar af the buildings would not be affected by this use, No further discussion for or against the request, Vice Chairman Evans declared the hearing closed After discussion, it was generally felt the xequest was for an allowed use, with a use permit, and controls could be pinced to insure the operntion would not be detri- mental to the area, RESOLUTION N0, 66-23 U RESOLUTION OF THB PLANNING COMMISSION OF THE CITY _ OF ARROYO GRANDE GRANTING A USE PERMIT,.CASE N0.66-84 On motion of Commissioner Schultz, second�d by Commissioner Talley, and by the following roll call vo�e, to-wit: � 7 .
