MINUTE APPROVAL
A motion was made by Commissioner Schultz, seconded by Commissioner
Evans that the minutes of the regular meeting of January 18�h, 1966 be
npproved as prepared,
TIRE CABINET-UNION OIL STATION-Arch, A roval (Halcyon � Grand)
Mro Gallop, Planning Director, advised that the Union Oil Company
had.submit�ed a plot plan and prin�s of a proposed tire merchandising
cabinet to be erected on lthe east p�operty line at the serviCe station
at Grand Ave, and Ha.lcyon Roada lu�r, Bergmnn represent�ng iJnion Oil Co.
advised that the cab.�net �rould be set on a concre�e slab and i� was
felt the cabinet would up-grade the appearance of the sta�ion, Mr.Bergman
stcxted they had na obj�ction to moving the loca°tion of the cabinet.
A mot�on was made by Commissioner Talley, seconded by Commissioner
Schultz that �the request of Un�on Oil Co, to instal3. a tire merchandising
cabinet at the serv,ice s�ation at Grand Ave, and Halcyon Road be approved
for Architectural App�roval. as proposed and�submitted, w�th the stipulation
that the nearest part of the cabine�t be set back �twenty eight feet (28')`'��
from the property line, Motion carried.
HEARING-CONDeU'SE PERMIT CASE N0. 66-77 m 1355 Grand Aveo (Dodd)
Chairman Strother declared that Cond3.�ional Use Pezmit Case Noo66-77
of Elmer Eo Dodd �o allow for the sa.le of furniture and drapery fabrics
and performing refabrication on upholstered furnituze on a portion of Lot
18 of the Folsom Tract, and Lots 2 and 3 0€ �he �7, F, Beckett Tract at
1355 Grand Ave, in a C-1 Zone was duly published nnd property owners
notified and �he hearing was now apened and nll persons for or against the
request would be heard, °The Planning D��ector explained °the requested use
��d advised there wns suffici�nt off street parking for the three exist-
ing ��tructures, and �ha� a f�ee s°tanding s�gn existed on the property, Mr.
Elmer podd expla�ned the strlxctyzr.e is suited for his type of business and
that he,would no� have any subs�tantial amount of cleaning fluid nor would
he do an� furni�ure refinishing, No fur�he� discussion for or against
the request�� ehnirman Stro�kher declared the hearing closed. Mro Dodd ad-
vised Commissioner Schu.ltz the bu.�ld.�ng was brick with a cement floor and
that he planned no clean�.ng to be done there and touch-up paint work only.

was the mailsng address �f the owner of the propert�, and the address
where his business would be establi.shed would be 13532 Grand Ave, Chair�
man Strother ruled the change of nddress would no� effect the validity

PROPOSED NAMES FOR UNIFIED SCHOOL DISTRIGT
The Planning Director advzsed the Commiss�on the Scho�1 D�s�r�.ct
had requested the City Council to submit any names for the new Uni�ied
School District that they felt were appropriate and that the Council had
requested that �he Planning Commission submit any name suggestions along
with theirsa Any s�sggested names were to be subm�tted to the City Admin-
istrator for compilation.
JOINT STLJDY SESSION-PLANNo COMM. AND CITY �OUNCIL (Proposed 2/17/66)
The Planning Directo� advised that February 17th 1966 ha�3 been
tentatively set for a join s�tudy session with the �ity Council to review
the Proposed Subdivisfon Ordinance prepared by Hahn, Wise and Associates,
Ince and a proposed Pla.nned Residen�ial Development D3.strict for the City.o
PLAN LINE BRIGHTON AVE
It was discussed that when Development Plan Noo 1 wns npproved and
adopted, no provisions were made to permit plan lines to be prepared for
Brighton Aveo A motion was mnde by Comm�ssioner Schul�z, seconded by
Commissioner Evans that Plan Lines be pt�epared for Brigh�on Ave, and
submit�ted to �he Planning Commission for rev�ewo Motion carried,
TENT'ATIVE MAP OP TRACT 349-(Soo County Recrea�ion DevoCoo, Inco)
Mra Kenneth Mo Craig, a Direc�or of the South County Rec�sation De�
velopment,Coo, Inco introduced Mr. Mike Woodyard and Mro Wah Chun of
Jennings-Hansen Engineering, to present the Tenta�ive Map of Tract 3490
Mr, Woodyard explained the tract had been laid out to re�ain the natural
terrain, the sewers wo�l.d serve all lots by gravity flow, a geological
report has been submitted to the City and is on file, the golf course
had been oriented to Highway 101 and that it was planned to use the
"streamline" system for electric service and to have underground facil-
ities for telephone and television services, Mr, Woodyard also showed
slides of other tracts of �his type depicting the various methods that
could be used to develop hillside lots, and the type of electrical poles,
lines and lighting that was proposed �o be used, The City Director of
Public Works advised that city water wnuld be provided for domestic use,
with a private well supplying water fc�r the golf course and that most of
the drainage had been developed ta drain to the golf course, The Plan-
ning Director advised it was proposed to develop the trnct by using the
improvement district me�hAd, and a request for approval of this method
would be submi�ted to the G��y Council on February 8th, 1966,
The Planning Commission received copies of: Report of Subdivision
Review Board; Report .from the Arroyo Grande Fire Department; a report
from the Planning and Public Works depar�tments regarding Streets, Drninage,
Water and Sewer, Special Requirements, Zoning and Street Sections, which
were taken under discussion, Mr, Woodyard advised the developers accepted
the conditions of the reports except for the planting of street trees (A-8)
because of the regimented appearance created and a discussion of the
street tree requirements resulted and a decision to request the flevelopers
and the Planning Director to recommend an alternate requirement which
might be included in �he C, C. & R°s, to achieve the same results; and
to the restriction of no street grades to exceed 15%, (A-11), and after
discussing this item the Commission agreed to restating the requ�rement
by adding the following words 1 °subject to approval of the Public Works
Department nnd City Engineer"o Section E-1 Zoning: The'Planning Director
suggested that the develope�s could be required to file for a rezoning
to R-1 District or withhol.d the r�zoning requirement subjec� �o the ap-
proval and adoption of a�ew Planned Res3.dential. Dis�rict amendment to
the zoning ordinance,
The Planning Commissio�n requested the Final Map o� Tract 349 be pre-
sented to them priox to submission to the City Council for:approval.
