PROPOSED AMENDMENT TO ORDe 157 REGARDING TIME LIMI"T ON APP EAI�S
Correspondence wa.s received from Gerald W. Shipsey, C�ty Attorney,
advising the 5 day appeal per�od of O�dinance Noo 157 deprives the
Ci�ty Counc�.1 nf a review of planning commission ma�t�ters and �s too
short a t�me for both �he residenL, his neighbors and C�.�y Corxncil and
that he wou.ld suggest the Plann�ng Comm�.ssion revi��r�r Sec�tions 7 0 2, 7. 3
and 8,2 of Ord�nance 157 w��h the �hought o�° amending �the ardi,nnnce. A
prepared proposed amendment was discussed and Mr, Gallop, Planning
Consultant advised he would make a rev�ew of planning and appeal fees
charged by other Cities in. the area and stxbm�t a report to the Commis-
sion. A motion was made by Cnmm�ssion�r McM311en, seconded by Commis-
sioner Evans; that a hearing be held on January 18, 1966 at 7035 P.Me
for the purpose of cons�dering amending Sec��on 7a2, 703 (4) and 8.2
of Ordinance Noo 157 �thereof, and by adding new sections, Motion

lished and property owner.s nc�t�.f�ed a.nd the hearing was now opened and
all persons for or agains�t the reguest would be heard, Mro Gallop
advised �ha,t this was not a permissive use �n n RA-B3 D�strict and
tha°t he had d�scussed the use with Drs. McKellar, who was not present,
and that °the Doctor had �.ndicated the architect had design problems due
to the sma�l area of 1and, and a mo� sv.itrc�bl.e site was bexng consider�

Chairman Strother read aloud a lefiter helhad received from the
Divi'sion o£ Highways regarding Chapter 1019 af the 1965 Statutes added
Sec°tion 210.4 to the Street and Highw�ys Code advising that on all
future freeway routing studies, the tentative limits of the study will
be discussed with the technical staffs of �the ci°ties and counties
affected prior to .the formnl announcement or lo�tification of the
initiation of studies,-
CORRESPONDENCE-WINFIELD SHOEMAKER Assemblymnri
Correspondence was received from Assemblyman Winfield Shoemaker
advising of a meeting to be held on January 2�., 1966 in Lompoc to dis-
cuss problems encountered and means �.sed in implementing,AB 592,The
District Reorganizat�,on Act of 1965o City Administrator'Butch was
requested to notify the Commission of,-the Council°s feelings regard-
ing.attendance of this meeting.
DEVELOPMENT PLAN DISCUSSION
Mr.� Gallop requested he be advised of the areas of °the City that
the Planning Commission or City Council'would suggest development
plans be provided for, After d3scussion, a mot.�on was made by Commis-
