Permit Request No. 60 of Donald E. Madsen to store, service and
deliver contractors electric barricade signs on Lots 49 and 50
of the Jones Tract in a HS Zone be granted subject to a review
in one year. Motion carried.
HEARING PERMIT N0.61 & Arnold Grand Ave.)
, Chairman Strother declared the Conditional Use Permit Request
No. 61 of J.C. Garrison and Kenneth Arnold was duly published and
property owners notified and the hearing was now opened and all
persons for or against the request would be heard. Th� Director
of Public Works read the application aloud and designated the
property under discussion. Mr. Garrison spoke in favor of grant-
ing the request stating that this was not a junk shop, that this
was good used furniture and general household items and that there
would be no refinishing of furniture. No further discussion for
or against the request, Chairman Strother declared the hearing
closed. A motion was made by Commissioner Rondeau, seconded by
Commissioner Talley, that Conditional Use Permit Request No. 61
of J.C. Garrison and Kenneth Arnold to permit the Grand Oppor-
tunity Shop-Used Furniture, nearly new at 1524 Grand Avenue on
Block 84 of the Town of Grover in a C-1 Zone be granted subject to:
l. No outside storage
2. Review in one year
Motion carried.
The City Administrator advised the applicant that a business
license and bond was required.
REZONING REQUEST NO. 29 - (Lovett - S.Halcyon Rd.)
Chairman Strother declared the Rezoning Request No. 29 of
Lee Lovett was duly published and property owners notified and
the hearing was now opened and all persons for or against the
request would be heard. The Director of Public Works read the
application aloud and designated the property under discussion.
A letter protesting the rezoning was received. Mr. Lovett spoke
in favor of the rezoning stating that he felt that R-3 would
provide an adequate buffer between the R-1 on the north and the
Trailer Park on the south. Mr. Lovett proposes. to build a single
story 4-plex facing the southline of the property with a 40 foot
setback from the street with driveways on the northside. Mr.
Lovett further stated that th request was in conjunction with
an annexation request on the same parcel of land and the only
way this property could be developed was with the extension of
water and sewer facilities. After discussion, Mr. Lovett agreed
to change the rezoning request to R3-D. No further discussion
for or against the request, Chairman Strother declared the hear-
ing closed. A motion was made by Commissioner Talley, seconded
by Commissioner McMillen that with the consent of Mr. Lovett, a
recommendation be made to the City Council that the Rezoning
Request No. 29 of Lee Lovett to rezone to R3-D a portion of Lot
109 of the Subdivision of the Rancho Corral de Piedra, Pismo and
Bolsa de Chemisal, upon annexation, be approved. Motion carried.

ANNEXi?�TIOi� REQUEST- (Lovett) -S . Halcyon Rd.
A motion was made by Commissioner McMillen, seconded by Com-
missioner Schultz, that the Planning Commission recommend to the
City Council the annexation request of Lee Lovett to annex to the
City a portion of Lot 109 of the Subdivision of the Rancho Corral
de Piedra, Pismo and Bolsa de Chemisal be approved. Motion carried.
DISCUSSION PERMIT NO. 59
Chairman Strother reviewed the conditions of the conditional
use permit granted to Williams Brothers Markets, Inc. for a free
standing rotating sign at the Shopping Center on Grand Avenue.
Mr. Williams was present and stated that the restrictions placed
on the size of the sign would cut down the sight distance to three
blocks. After discussion, Mr. Williams was advised that the Plan-
ning Commission could not take any new action on the original use _
permit. He was further advised that the Planning Commission would
be willing to discuss the sign with the owners of Thrifty, if they
so desire, and that they could re-apply and another hearing would
be held.
ROADWAY ABANDONMENT-Between LABelle Tract & Freeway
The Director of Public Works gave a brief history of the road
which was created when the Division of Highways relocated the
Frontage Road in this area. The parcel of ground lies between
Lot 6 of the LaBelle Tract and the Freeway right-of-way: Mr.
Anderson reviewed the present and future development in this area
and recommended that the road not be abandoned until a plan line
study can be made. Mr. Albert Browne, who had requested the
abandonment, agreed that a plan line study should be made prior to
the road abandonment. A motion was made by Commissioner McMillen,
seconded by Commissioner Talley, that the Planning Commission
recommend to the City Council that the road abandonment be denied
at this time and further recommended the City Council adopt plan
lines for this area. Motion carried.
HALCYON ROAD ZONING
Mr. Gallop presented some suggested changes for the proposed
Professional-Commarcial zoning ordinance amendment previously
submitted to the Planning Commission. A new draft of the proposed
zoning amendment will be submitted at the next meeting. Martin
Polin and Bob Folkerts discussed with Mr. Gallop and the Planning
Commission the boundaries of the propsed Professional-Commercial
District on South Halcyon Road. Mr. Polin expressed concern as to
the parking provisions in conjunction with the abutting district.
Mr. Gallop stated that the boundaries can be adjusted to conform
with property lines. �
PRESENTATION OF LETTERS
Commissioner Schultz read and presented the outgoing Chairman,
Secretary and Chairman Pro-Tem with a letter from their fellow
Commissioners expressing appreciation for the time and effort put
forth in their respective offices.
COND.USE PERMIT NO. 62 - 1226 Grand Ave. (Root)
A motion was made by Commissioner Rondeau, seconded by Com-
missioner Schultz, that the Conditional Use Permit Request No. 62
of Lester C. and Ronald E. Root to erect a self service car wash
at 1226 Grand Avenue on a portion of Lot 16 of the Folsom Tract
in a C-1 Zone be set for hearing at 7:45 P.M., July 20th, 1965.
Motion carried.
COND.USE PERMIT NO. 63 - 807 Grand Ave. (Milligan)
A motion was made by Commissioner McMillen, seconded by Com-
missioner Talley that the Conditional Use Permit Request No. 63
of Hilliard W. Milligan to permit an auto body repair shop on
Lots 9 and 10, Block 16, Western Addition at 807 Grand Avenue in
a C-1 Zone be set for hearing at 7:45 P.M., July 20th, 1965.
