PC Minutes 1964-10-061�9 Arroyo Grande, Calif. October 20th, 1964 7:30 P.M. The Planning Commission met in regular session with Chairman Talley presiding. Present were Commissioners Evan, McMillen and Strother. Absent were Councilman Burt, Commissioners Rondeau, Schultz and Shaffer. MINUTE APPROVAL The minutes of the regular meeting of October 6th, 1964 were approved as prepared. MEETING CANCELLATION A motion was made by Commissioner McMillen, seconded by Com- missioner Strother, that the regular meeting of November 3rd, 1964, be cancelled as that date was election day and a legal holiday. Motion carried. REVIEW OF THOMPSON AND HOOK COND. USE PERMIT The Planning Commission was advised a review had been made of the Conditional Use Permit granted to Lelia M. Thompson and Ruth E. Hook on October 15th, 1963 and it was found the business was no longer in operation. COND. USE PERMIT REQ.- Purcell, Inc. (Brid e St.-Traffic Way) A motion was made by Commissioner Strother, seconded by Com- missioner Evans that the Conditional Use Permit request of Purcell, Inc. to erect a 12'x25' Poster Panel at 132 Bridge St. be set for hearing at 7:45 P.M., November 17th, 1964. Motion carried. STREET AND ROAD NAME COMMITTEE REPORT Commissioner Strother reported a meeting had been held at the Grover City City Hall on October 15th, 1964 and the following were in attendance: Ned Rogoway, County Planning Director, Con Sheehan, Grover City Planning Commissioner, Morgan Page, Grover City Director of Public Works, Tom Butch, Arroyo Grande City Administrator and Lyle Carpenter, County Supervisor and Commissioner Strother. The following items were discussed and tentative agreements reached, subject to approval by the respective City Councils: The naming of the frontage road in the Western Addition area as "Point Road" was objected to and the suggested renaming to Portola Road met with general approval. The possibility of four streets between Arroyo Grande and Grover City eventually being connected was discussed and it was suggested each City maintain two street names with the County Planning Director advising which names should be maintained by each City. That the County Planning Director suggest a name for 18th Street, which will eventually extend to Highway l, to enable it to be designated at the off-ramp on Highway 101. It was felt by Grover City representatives it would not be desirable to name it Oak Park Road. That the County was preparing a centralized numbering system for th�e whole County. This problem will be considered after the street names are agreed upon. .'I`hat.it'was the.wish of the people in the area that the pro- posed expressway, No. 227, not be designated as Highway l, and that that designation be limited to the scenic highway as it is presently. Mr. Rogoway was to notify when the next meeting was to be held regarding the streets and roads. ��o Arroyo Grande - Planning Commission October 20th, 1964 - Page 2 HEARING - COND. USE PERMIT - CIR Sheetmetal (Brisco Road) Chairman Talley declared the request of CIR Sheetmetal was duly publisYied and property owners notified and the hearing was now opened and all persons for or against the request would be heard. The Director of Public Works read the application and ad- vised the Commission one letter of protest had been received. Douglas Whitriey, representing CIR Sheetmetal, explained the pro- posed use of the building and advised the construction of the Build- ing would help curtail any noise. Mr. Figueiredo was advised the letter of protest could not be read aloud. COMMISSIONER SCHULTZ IS NOW PRESENT. No further discussion for or against the request, Chairman Talley declared the hearing closed. A motion was made by Commissioner Strother, seconded by Commissioner McMillen, that the Conditional Use Permit request of CIR Sheetmetal to allow for sheet- metal work and refrigeration and appliance sales and service in a C-2 Zone at 110 Brisco Road be granted subject to: l. No - outside storage 2. No excessive noise 3. -The use being reviewed in 6 months. Motion carried. Commissioner Schultz abstained from voting as he had not Yieard the evidence. DISCUSSION OF LOT SPLIT NO. 22 - Jerry Osborn 'I�he previous action taken by the City Council and Planning Commission regarding Lot Split No. 22 and the improvement of the proposed Walnut St. and Palm St. was discussed. There was no action taken at this time as it was felt it might be possible to complete the requirements presently necessary for Walnut Street with Palm Street to be done later. The property owners on Walnut Street were to be contacted by interested residents again regard- ing the posting of a bond for curb and gutter installati�on and the cash payment for improving a 24 foot width on the proposed street. See Council minutes of Feb. 26, 1963 and April 13, 1964 for require- ments. WRITTEN COMMUNICATIONS Written correspondence was received anonymously with a news- paper clipping of the rebuilding of a Texas City traced to adver- tising.
