The Pl.ann�ng Commission met in regul.ar session with Chairman
Talley presiding. Presen� were Commissioners Evans, McMillen,
Rondeau, Schultz and Shaffera Absent were Councilman Burt and
Commissioner Strothera
MINUTE APPROVAL
The minutes of the regular meeting of September 1, 1964 were
approved as prepared.
COND, USE PERMI� REQ, - Grand Ave. (Wms, Broso)
A mo�ion was made by Commissioner Schultz, seconded by Com-
missioner Shaffer, that the Conditional Use Permit request of Wms,
Bros. Market, Inco to al.low for a Shopp�ng Center in a R3-D Zone on
Lot ll of Tract No. 10 between Poplar Street and Grand Aveo be set
for hearing at 7:00 P.M September 29th, 1964o Motion carried,
PROPOSED GRADING ORDINAN�E
The proposed Grading O.rdinance had been referred back to the
Planning Commission from the Ci�y-Council w�th minor changes having
been made. The changes were rev�ewed and discussed, A motion was
made by Commissioner Evans, seconded by Comm.issioner Shaffer that
the proposed grading ordznance as rev:ised by the Council Committee
be approved and recommended to •the C:ity Counczl for their approval,
Motion carried.
COND, USE PERMIT HEARING - Grancl J�.vc� (Skidmore
Chairman Ta11ey declarecl t11e reque.st of Zack Skidmore was duly
published and property owners not:if ied and the hearing was now
opened and all persons for or against the reques�t would be heard,
The Director of Publ.ic Works read �the application and Mr, Skidmore
- advised an ex.is�t�.ng building on �the property would be moved to the
rear for the overnight storage of vehiclesa No further discussion
for or agains°t the request, Chnirman Talley declared the henring
closed. A motion was made by Commissioner McMillen, seconded by
Commissioner.Evans, °that the Conditional Use Permit request of Zack
�kidmore to operate an au°tomo°tive repair service in a newly con-
structed building at 931 Grand Aveo be approved subject to the con-
ditions �hat the use be revie�aed in one year and that any outdoor
s�torage be behind the fence so zt wi11 not be an eyesore or hazard.

A sketch of Zack Skidmore°s proposed garage at 931 Grand Ave,
was submit�ted and Mr. Sk,idmore advised the building would be tan in
color,, would be an all steel bu.ilding, and the sketch as submitted
was basically co�rect. A mot.ion was made by Commissioner Shaffer,
seconded by Commi.ssioner McMi:l.len °that the sketch of Zack Skidmore's
proposed garage at 931 Grand Ave be npproved as presented for
Architectural Approvnl, Mo�tion carried,
COND, USE PERMIT HEARING - Va,lley Road (Keller)
Chnirman Talley declared the request of Thomas J, and Katherine
S Keller was dia.ly publis�ed and prope�ty owners notified and the
hearing was now opened and all persons for or against the request
would be heard. �'he D,�zector of Publ.ic Works read the application
and Mr. Steve Crossman representing Mr, and Mrs. Keller advised that
any �mprovements °to the proper°ty would be of °the 1800 era and they
felt it would be a hardsh�p a°t °this time to ins°ta11 concrete curb,
gutter and sidewalk. No further discussion for or agninst the
request, Chairman °�a.11ey decla�ed the hea�ing closeda A motion was
made by Commissioner McMillen, seconded by Commissioner Schultz that
the Conditional Use Permi°t reques°t of Thomas J 'and Katherine S,
Ke.11er to allow a wax figure museum, restaurant, bar with storage

buildings and caretakers residence at the property known as the "C"
Parker House, Valley Road be approved by the Planning Commission sub-
ject to the following:
1. The requirement for the installation of concrete curb,
gutter, and sidewalk be waived at this time subject to an
agreement being executed and recorded that the installation
of concrete curb, gutter and sidewalks and dedication of
additional 15 feet of property adjdcent to Valley Road for
street widening purposes, will be made when either side of
the property is developed,
2. The use be reviewed in one year with additional parking
being required at that time'if deemed necessary by the
Planning Commission.
3. The drainage be to the satisfaction of the City Engineer.
4. That there be no sound for advertising purposes, such ns
outside speakers, music, etc, outside of the buildings.
and forwarded to the City Council for their approval.

Chairman Talley declared a two m,inute recess,

COND, USE PERMIT HEARING - Halcyon Road (Becker)
Motion carried.
Chnirman Talley declared the request of Robert L, Becker was
- duly published and property owners notified and the henring was now
opened and all persons for or against the request would be heard.
The Director of Public Works read the application and Andrew David
representing Dr. Becker advised the building would house two doctors,
nnd one dentist at this time, would be 4000 feet with proposed
2000 feet expnnsion, and have no free standing signs, with construct-
ion to begin within 60 days. No further discussion for or against
the request Chairm,an Talley declared the hearing closed. A motion
was made by Commissioner Schultz, seconded by Commissioner Evans
that the Conditional Use Permit request of Robert L. Becker to allow
the construction of a Medical Office Building at 321 Soo Halcyon
Road be approved by the Planning Commission subject to the following:
1, Adequnte provision of parking,
2, Septic tanks subject to the approval of the County Health
Department.
3. Drainage to the satisfaction of the City Engineer,
4. Installation of sidewalks by the developere
5, The new owners recognize the deed to the City for the land
necessary for the widening of Halcyon Road.

Mro David representing Mro and Mrs, Becker requested the minutes
state °that they recognized the deed to the City from Mr< and Mrs,
Shaffer. Architectural approval for the Medical Building was not
discussed at this time as it was agreed to wait for the preliminary
plans to be submitted.
COMMISSIONER SHAFFER IS NOW PRESENT
TRAILER SUBDIVISION - Farrell Road (Gaynos)
Mre Nick Gaynos submitted a preliminnry sketch of a proposed
own-your-own trailer subdivision on Farrell Road and discussed with
the Commission requirements necessary in other areas for this type
of development. Mr, Gaynos was advised the City had no provisions
at this time to allow such a development and Chairman Talley appoint-
ed the following Committee to make a study of Trailer Developments:
Stroth�r, Schultz and McMilleno
KITCHEN'S PLUMBING INCo
Correspondence was received fr�m 'Kitchen's Plumbing Inc, citing
violations of the 1961 edition of the Uniform plumbing Code at 666
Frontage.Road and a report was submitted from the City Building
Inspector advising the corrections hdd been made,
ABSENCE REQUEST
Commissioner Shaffe�.� requested permission to be absent from
the Planning Commissi.on for more than three meetings, A motion was
made by Commissioner McMillen, seconded by Commissioner Schultz
that permission be granted to Commissioner Shaffer to be absent from
more than three Planning Commission meetings, Motion cnrried,

missioner McMillen that the meeting be adjourned at 10:00 P,M,

The Planning Commission met with Chairman Talley presiding,
Present were Commissioners Schultz, Shaffer and Strothera Absent
were Councilman Burt, Commissioners Evans, McMillen and Rondeau.
COND. USE PERMIT HEARING - Grand Ave, (Wms. Brosa)
Mr, Anderson,,_the Director of Public Works read the Condit-
ional Use Permit requ�st submitted by Williams Broso Markets, Inc.
Chairman Talley declared the request of Williams Bros, Mnrkets,
Inc. was duly published and property owners notified and the hear-
ing was now opened and all persons for or against the request
would be heard, Mre Wallace Barr was advised a retaining wall
with a fence on top would be cons�tructed on the property line
adjacent to his property but there would be no buildings on the
property line, Discussion followed regarding a decorator fence
on Poplar Street with a pedestrian access, covered bins for pnper
and debris and Mr. Ed Williams advised any noise from the cooling
system would be corrected, No fur�her discussion for or against
the request, Chairman Talley declared the hearing closed, A
motion was made by Commissioner Shaffer, seconded by Commissioner
Schultz, that the Conditional Us� Permit request of Wms, Brose
Market, Inc. to allow for a Shopping Center in a R3-D Zone on
Lot 11 of Tract No. 10 be gran�ed subject to:
1. The decorator fence be requ�.red on Poplar St, and the
tree planting be continued on �this new property,
2. `That drainage be approved by the City Engineer.
3, That the noise fac�or from the cooling system be re-
viewed on an annual basis.
4. That outside stornge be prohibited except for debris in
enclosed receptacles,

CONIluIISSIONERS MCMILLEN AND EVANS ARE NOW PRESENT

A motion was made by Commissioner Schultz, seconded by
Commissioner Shaffer that all five (5) units parallel with Poplar
Street as shown on plans submitted by Wmso Bros. Market, Inc, be
approved for architectural value, Motion carried.
ADJOURNMENT
A motion was made by Commissioner Shaffer, seconded by
Commissioner Strother that the meeting be adjourned nt 7:30 P,M.
