Arroyo Grande, Calif.
July 21st, 1964 - 7030 P,M.
The Planning Commission met in regular session with Chairman
Talley presiding.- Present were Councilman Burt, Commissioners
McMfillen, Schultz, Shaffer. Absent were Commissioners Evans,
Rondeau and Strother.
MINUTE APPROVAL
The minutes of the regular meeting of July 7th, 1964 were
approved as prepared.
CALLAHAN COND.e USE PERMIT REVIEW
Mr. Anderson read a report from the Building Inspector advis-
ing that he had reinspected the conditions of the conditional use
permit for H. Callahan at 1354 Grand Ave. for a sheet metal and
heating shop on July 17th, 1964 and that there was still a large
amount of new and used materials out in..the open yard contrary
to the conditions of the use permit and that he felt the situation
should be corrected. A motion was made by Commissioner Schultz,
seconded by Commissioner Shaffer that the Building Inspector write
a letter to Mr, Callahan notifying him of the violations and that
they must be correc�ed prior to July 30, 1964, Motion carried.
COND, USE PERMIT REQUEST - Grand Aveo (Richfield)
A motion was made by Commissioner Shaffer, seconded by
Commissioner Schultz that the conditional use permit request of
Robert L. Buldwin to permit a free standing 2'6" x 20'1" sign on
a 35' $" pole for the proposed Richfield.-S�ryice Station at 495
Grand Ave, be set for.hearing at 7:45.P.M, August 4th, 1964. Motion
carried. Commissioner McMillen abstained from voting.
R3-D Discussion -Popinr. St, (Henry Wilson)
Mr. Anderson advised a plot p].an had.been submitted for the
development of the property at 1260 Poplar St..sn a R3-D Zone
and that he had approved the submit�ed application showing a pro-
posed structure on the rear of the property. A motion was made
by Commissioner Shaffer, seconded by Commissioner McMillen that
the plot plan ns submitt.ed be approved. Motion carried.
COND. USE PERMIT HEARING - Grand Ave. (Shell
Chairman Talley declared the Conditional Use Permit request
of Shell Oil Company was duly published and property owners
notified and the hearing was now opened and all persons for or
against the request would be heard, Discussion followed and the
Commission was advised there was no representative pr�sent from
Shell Oi1 Company to discuss ilumir�ation and revolving aspects
of the sign and they had requested the hearing be continued until
d later date, Correspondence was received from W, Alan Harrison
advising he had no objection to the sign. A motion was made by
Commissioner Shaffer, seconded by Commissioner Schultz that the
hearing of Shell Oil Co. be continued to 7:45 P,M, August 4th,
1964. Motion carried,
COMMTSSIONER MCMILLEN IS NOW ABSENT
RICHFIELD SERVe STA, - Grand Ave. - Architectural Approval
A motion was made by Commissioner Schultz, seconded by
Commissioner Shaffer that a three bay service station for Rich-
field Oil Co. be approved as to architectural value provided the
architecture conforms to that of the picture submitted which
showed a two bay station, Mo�ion carried.

STREET. NAME..CHAN.G.ES AND DISCUSSION
City Administrator Butch reported that the Committee had
met with Ned Rogoway, County Planning Director,..and a report
and map showing proposed street name..changes were being pre-
pared and he requested discussion be held over to the next
meetingp
CAL POLY WORK SHOP
Chairman Talley, Commissioners Sehultz, Str.other and the
Director of Public Wbrks will attend the Cal Poly Work Shop,
on July 30th and 31st, 1964.
REVISION OF COMMITTEES
The City Attorney had advised the City Administrator that
committees of_the Planning Commissiori can not consist of more
than two members, t.o avoid having a committee that constitutes
a majority of a quorum.o Chairman Talley requested the City
Administrator write to the League of California Cities for a
ruling and information on how other Cities formed their commit-
tees.
LEAGUE OF CALIF. CITIES CONF,
It was agreed that two members of the Planning Commission
will attend th.e Lea,gue Conference in Los Angeles, Oct, 11-14,
1964 and that reservations be made for two couples,
TRAILER SALES OFFICE - Grand Aveo A�chito Value (Hartwig)
A picture was presented of the building proposed to be
moved to .1131 Grand Ave. to be used as a Trailer Sales Office,
The 12' x 16' building to be placed on the east side of the lot
with the door facing west, Mr. Bob B�.omley representing Hartwig
and Burt stated the.building would b.e t:emporary until the
business de.v.eloped and that.it would be used for an office only.
A motion was made by Commissioner McMillen, seconded by Commiss-
ioner Schultz, that the picture as submitted be approved for
Architectural Approval subject to the buildir�g being painted the
same as the existing building on the property and that no signs
be allowed on the structure, Motion carried.
Mr.. Anderson advised that as the strueture would be a
C.or��:rercial Building,.tha.t the installation of curb, gutter and
-sidetualle would be requiredo
CORRESPONDENCE - Gavnos
Correspondence was received from Nick Gaynos outlining his
plans to develop ten acres of property at 1212 Farrell Road as
a top quality "own-your-own" development for mobile homes, "T"
Zoning was discussed and it was agreed no action be taken until
the firm of Hahn and Wise had made a study of zoning,
ORAL COMM. - Condo Useo Pere Req, - Branch St, (Lindquist)
A motion was made by Commissioner Shaffer, seconded by
Commi.ssioner Schultz that the Conditional Use Permit Request of
Florence M, Lindqwist to engage in a An�iques and Used F�rni-
ture Business at 110 E, Branch St. be set for hearing at 7:45
P.M, August 4th, 1964. Motion carried. Chairman Talley re-
quested the agenda closing date be maintained if possible,
ORAL COMM, - Brisco
Discussion was held xegarding a farewell�get-together for
Leo .Brisco who had served on the Planning Commission for 19
years, Mr, Butch and Mr. Shaffer were to work out the details
and July 29th was set as a tentative date.

A motion was macte by Commissioner Shaffer, seconded by
Commissioner McMillen that the meeting be adjourned at 8:43
P.M. Motion carried.
