Absent were Commissioners £vans, Rondeau and Councilman Burte MINUTE APPROVAL The minute,s of the regular meeting of June 16th, 1964 and the " special meeting of June 18th, 1964 were approved ns prepared, OATH OF.OFFICE The City Clerk administered the Oath of Office to the Planning Commissioners present. RECONVENE PLAIVNING COMMISSION A motion was made by Commissioner Shaffer, seconded by Commissioner Schultz that Oliver Talley be nominated for Chairman. A motion was made by Commissioner Strother, seconded by Commissioner Shaffer that nomin- ations be closed.. Motion carried. Chairman Talley appointed Commissioner Shaffer to serve on the Lot=Split Committ�e.e The Lot Split Committee now consists of Talley, Shaffer and Buil.ding Inspector Ki.nneyo Chai:rman Talley appointed Commissioner Schultz to serve as liaison to the City Council. Chairmnn Talley combined the Elm nnd Poplar Streets_..Zon.ing Committee and.the.Ha.lcyon Road Zoning Committee into:oneo Chairman Talley then appointed the remaining members_of the two Committees to the new committee and appointed Commissioner McMillen to serve also. The Elm, Poplar and Halcyon Road Zoning Gommittee now consists of Strother, Chairman, and Schultz, McMillen and Talleye Chairman Talley appoi>nted C�o�missioner Evans to. serve on the S-treet Name Committeee The Street Name Committee now consists of Shnffer, Strother, Schultz and Evanso Chairman Talley appointed Commissioner McMill.en.to s-erve on the Tree P1anrt:ing Committeee The Tree Planting Committee now consists of Schultz, Strother and McMilleno COND. COND, USE PERMIT - Grand Ave. (Martin Polin) Chairman Talley declared the Conditional.Use Pernrit request of Martin Polin was duly published and property owners nestified and the hearing was now opened and all persons for or against the request would be heard. Mr, Anderson read the application request. Dis�cuss.i:on followed regarding the parking and access to the proposed bua:ldings. No further discuss`ion for or against the request Chair- man Talley declared the hearing clt�sed; A moti.on was made by Commiss�ioner 3trother, by Commissioner Sehul�tz.that the Conditior�al Use Permi.�t. request of Martin Polin to al:low the construct- ion and use of a Retail Tire Scsles Store and a Garage and Body Shop as shown on the plot plan filed wi-th the Planning Commission, on Grand Aveb east and adjacent to the Union Oil Station be approved subject to: 1) No outside storage of pnrts or old cars, 2) parking spaces as shown be far parking of cars only, 3) a bumper barricade be installed a.11 a�long the west side of the parking as shown, except for 27 feet beginning at Grand Ave,, 4) easements be provided to _ allow access to the body shop on the back of the property, and 5) that this permit be rev.�ewed by the Planning Commission in one year, Motion carried. CONDe USE PERMIT REVIEW - Callahnn Shaffer, seconded by.C.ommiss- of an office building for Vic submitted for architectural A report was received from Seth Kinney, City Building.Inspector, regarding the Conditional Use Permit granted H-;. Callahan on August 20, 1963, for a sheet me�kal and heating shop at 1354 Grand Ave., advising that at the time he inspected the premises, material was outside of the building in violation of the conditions of the grnnt- ing of the permit, but that he hnd been advised the shop was being cleaned at this time an.d the ma��erial would be moved from.the yard. A motion was made by Commissioner Schultz, seconded by Commissioner Strother that no action be taken at t�is time nnd a recheck be mnde of the premises and a report submitted at the next meeting. Motion carried. ADMINISTRATO�R REPORT- ON: VAR=; AN'D .CON.D. ' U�E PERMITS The Planning Cammissioners had received a copy of the Adminis- trator's report on possible time limits on Vnriances and Conditionali Use Permits and there wns no discussion of the report at this time. LEAGUE OF' CALIF, CITIE3 CONFERENCE It was discussed that funds had been budgeted for two members of the Planning Commission to attend the annual League Conference in Los Angeles, October 11 - 14, 1964 and it was not dete�mined at this time which members would attend, ADJOUR�iMENT i A motion vvas made by Commissioz�er Sha�ffex_, seconded by Commiss- ioner Schultz thdt the meeting be adjoinrned at 9:27 P.M.
