The Planning Commission met in regular session with Chairmnn
Talley presiding. Present were Councilman Burt, Commissioners
Evans, Richardson, Schultz, Shaffer nnd Strother, Absent were
Commissioners Brisco and Smith.
MINUTE APPROVAL
The minutes of the meeting of June 3rd, 1964 were approved
as prepared.
COND, USE PERMIT REQUEST - Christian Science Society
A motion was mnde by Commissioner Schultz, seconded by
Commissioner Strother that the Conditional Use Permit request of
the Christian Science Society of Arroyo Grande to permit Church
Services and business meetings in a C-1 Zone at 1035 Grand Ave,
be set for hearing at 7:45 PeM> Jtl�ly 7, 1964. Motion carried,
COND. USE PERMIT REQUEST -,Martin Polin
A motion was made by Commissioner Shaffer, seconded by Comm-
issioner Strother that the Conditional Use Permit request of Martin
Polin to allow the construction and use of a retail tire snles store
and a body shop on Grand Ave, east and adjacent to the Union Oil
Service Station be set for hearing at 7:45 P.M. July 7, 1964. Motion
carried,
VARIANCE REQUEST - Edwin Nelson
A motion was made by Commissi.oner Schultz, seconded by Com�-
issioner Shaffer that the vnriance request of Edv�dn Nelson to allow
a 10 foo� set-back on a portion of Lot 30 of Steeles Resubdivision
on Larchmont Drive be set for hearing at 7:45 P,M, July 7, 1964,
Motion carried,
COMMI`T`TEE PROGRESS REPORT - Elm and Poplar Zoning
Committee Chairman Smith was not present and there was no
report given,
COMMITTEE PROGRESS REPORT - Halcyon Road Zoning
Committee Chairman Strother reported there had been no meet-
ing held as the Committee was waiting to see if the proposed
Halcyon Road widening and improving was to be undertaken by the
City. Correspondence was received from Thelma P, and John W, Smith
requesting that their property located on the northwest corner of
Halcyon Road and Fair Oaks Ave. be zoned C-1.

COND. USE PERMIT HEARING - Wilshire.0i1 Company
Chairman Talley declared the Conditional Use Permit request
of the Wilshire 0i1 Company to raise an existing sign 10 feet and
add a steel walkway along °the bottom of the sig�, at their station
on Grand Avea was duly published and property owners notified and
the hearing was now opened and all persons for or agains°t the re-
quest would be heard, No comments were offered, Chairman Talley
declared the hearing closed„ After discussion by the Planning
Commission, a motion was made by Commissioner Shaffer, seconded
by Commissioner Brisco that the request of the Wilshire Oil Coo
be approved. Motion carried,

Chairman Ta11ey declared the Conditional Use Permit request
of Marvin K. Hartwig to allow for �he display and sale of Mobile
Homes and Tra�ilers a°t 1131 Grand Ave. was duly published and
proper°ty otnme.rs no�ified and �he hear.i.ng was now opened and all
persons for or against the reques°t�aould be hearde Mro Ben Jacobs
was present and was adv�sed the grant�ng of °the conditional use
permit would not allow for a trailer park but would be for sales
only. Mr. Jacobs reques�ted the Planning Commiss,�on consider
whether all °the types of busa.ness a:llowed in a C-1 Zone under
condi°tional use permits would be the best thing for Grand Ave,
and stated he wa,s not making a formal objection to �the trailer
sales bu� was .interested in keep�.n.g Grand Ave a desirable street,
and questioned if °thi.s area wou.ld be the right one for this type
of business. Mra Har�wig advised he felt there was a need for
a trailer and trailer supplies sales in the area and that this
type of business was highly desirable. No further discussion for
or against the request, Chai.rman Talley declared the hearing closed,
A motion was made by Commissioner Shaffer, seconded by Commissioner
Richardson to continue �he reqixes°t °to the next meeting and obtain
an opinion from the Ci•ty Attorney if this type of sale would be
permitted under the Zoning Ordinance in a C-1 Zone, Motion carried.
Mre Hartwig felt the delay would be a hardship and he was advised
the Planning Commission would hold a special meeting to render a
decision after the City Attorney had been contacted and an opinion
obtained.
MASTER PLANNING
Mr. Anderson advised �the Planning Commission the Department
of Finance of the State of California had notified the City Admin-
istrator that the Ci�ty of Arroyo Gxandes application �hs in the
final stages of approval and final action on the application
would be taken June 25th, and upon the formal approval by the�State
the firm of H[ahn and Wise would begin the study,
COMMITTEE REPORT - Proposed Gradinq and Excavation Ord,
Committee Chairman Shaffer read the following report and recom-
mendation:
"The developmen•t of our Arroyo Grande area has in the
past been in the flat ground on the valley floor, We are
now placed in the position of deve'clopment of our hillsides,
With this thought in mind we respectfully submit the
following:
The committee feels tha°t an ordinance to control
grading and excava�tion is definitely needed in the City of
Arroyo Grande, especially to prevent unsightly and
dangerous conditions which might result from improper and
uncon°trolled h,illside developmente
The committee has reviewed such ordinances from eight
California cities, and i�t was concluded that the 1964
Uniform Building Code would be the most satisfactory� in
°that while it is not the most regula�tory of those reviewed,
it is clearly presen�ted and be�.ng a part of the Uniform
Building Code we feel it will be universally accepted and
recognizede The schedule of plan check and grading permit
fees should be subject to .revision by the Ci°ty Council,
The commi�t�tee requests °that the Planning Commission
recommend to the Ci.ty �ou.ncil that �the City of Arroyo
Grande adopt Chapter 70 of the 1964 Uniform Building Code
as an Hxcava�ion and Grading Ordinance."

Proposed Grading and Excava°tion Orda Cont,
A motion was made by Commissioner Shaffer, that the Planning
Commission accept the repor°t and recommendation as presented and
recommend it to the City Council for adoption.
Discussion followed and some Commissioners felt thefproposed
Ordinance was too restrictive for individual property owhers and
amendments should be made. Commissioner Shaffer requested the
Planning Commission act on the motion he made and that regardless
of whether� or not the( motion were carried, the Chairman c�ischarge
the Committee as Comm3tteemen felt they could not add further to
what had been presented. Commissioner Evans seconded the motion
made by Commissioner Shaffere Commissioner Shaffer amended the
motion to read tha�t the Planning Commission accept the report and
recommendation as presented and thnt the Planning Commission
recommend it to the City Council, the recommendation to go to the
City Administrator to be referred to the City Attorneys for
clarification before being presented to the City Council. Com-
missioner Evans seconded the motion as amended. All members pre-
sent voted "Aye" except Commissioner Brisco who voted "No".
Motion carried.
SLO COUNTY IiOUSE NUMBERING SYSTEM & STREET NAMES
Correspondence was received from the County Planning Depart-
ment advising that their department was making a study for a re-
vised house numbering system for the South County Area.
Commissioner Strother advised he had been in contact with
Mr, Ned Rogoway, County Planning Director, and that the County
was willing to cooperate with the City in renaming streets and
roads in this area. Commissioner Strother quoted Mr. Rogoway as
agreeing that conferences regarding uniform house numbering
would be desirable, but should be held following agreement on
uniform street and road names. A motion was made by Commissioner
Strother, seconded by Commissioner Shaffer, that the City
Administrator contact the County Planning Commission to set a
time for a joint meeting for the discussion of naming of streets
and ronds in the Arroyo Grande Area. Motion carried.

Mra Anderson reported he had contacted the City Attorney,
Mra Shipsey, and the attorneys opinion vi�as that the planning
commission could consider the display and sale of Mobile Homes
and Trailers as outdoor sales and t wvuld be permitted under
the zoning ordinance�o A motion was made by Commissioner Shaffer,
seconded by Commissioner Brisco that the Condition¢1 Use Permit
�request of Marvin Hartwig to allow for the display and sale of
biobile Homes and Trailers at 1131 Grand Ave, be approved with
annual review and subject to the installation of .curb ar�d gutters.
Motion carried, Commissioner Smith abstained from voting,
