PC Minutes 1964-05-19��� � Arroyo Grande, Califs June 3rd, 1964 7:30 P.Me The Planning Commission met in regular session with Com- missioner Shaffer presiding as acting chairman. Present were Commissioners Brisco, Richardson, Schultz, Smith, Strother and Councilman Burt. Absent were Commissioners Evans and Talley. MINUTE APPROVAL The minutes of the regular meeting of May 19th, 1964 were approved as prepared. COND. USE PERT�IIT REQUEST - Wilshire Oil Co. A motion was made by Commissioner Schultz, seconded by Commissioner Strother that the Conditional Use Permit request of the Wilshire Oil Co. to raise the existing sign 10 feet and add a steel walkway on Grand Avenue be set for hearing at 7:45 P.M. June 16, 1964. Motion carrieda COND< USE PERMIT REQUEST - Marvin K. Hartwiq A motion was made by Commissioner Strother, seconded by Commissioner Schultz, that the Conditional Use Permit request of Marvin K. Hartwig to allow for the display and sale of Mobile Homes and Trailers on Grand Avenue be set for hearing at 7:45 P.M. June ].6, 1964. Motion carried. PROPOSED GRADING ORDINANCE The City Administrator explained the City Council's action on the proposed interim grading ordinance, as the Council felt the restrictions contained in the ordinance were too restrictive for our areao The Council requested that the Planning Commission complete the grading and excavating requirements they now have iz� progress. Commissioner Shaffer requested the grading committee meet on June 9th, 1964 at 7:00 P.M. in the Engineering Offiee. COND. USE PERMIT HEARING - Latter Day Saints Church Commissioner Shaffer declared the Conditional Use Permit request of the Latter Day Saints Church to erect a 65 foot high masonry tower in conjunction with their church on Traffic Way Ex- tension was duly published and property owners notified and the hearing was now opened and all persons for or against the request would be heard. Alvin Stewart explained that the tower was de- signed in conjunction with the architectural beauty of the build- ing. No other �omments were offered. Commissioner Shaffer de- clared the hearing closede After discussion, a motion was made by Commissioner Smith,. seconded by Commissioner Strother that the conditional use permit request of the Latter Day Saints Church to erect a 65 foot high masonry tower in conjunction with their church on Traffic Way Extension be approved subject to the struct- ural engineering approval. Motion carried. CONDa USE PERMIT HEARING - Clinton McClure Commissioner Shaffer declared the Conditional Use Permit re- quest of Clinton McClure for a free standing 4'x3' sign located 13 feet above the sidewalk at the Chu Chu Drive In was duly pub- lished and all property owners notified..and the hearing was now opened and all persons for or against the request would be heard. Mr. Polin was present and stated he was in favor of the sign. No other-comments were offered. Commissioner Shaffer declared. the hearing closede,_;.�After discussion a motion was made by Com- missioner Richardson, seconded by Commissioner Smith:that the Conditional Use Permit request of Clinton�McClure for a free•:_ standing 4'x3' sign located 13 feet above the.sidewalk at the Chu Chu Drive In be granted. AESTI� TIC VALUE - Sign - Chu Chu Drive In Mro Anderson presented a drawing for an additional sign (10'x4') designed to fit in with the.Chu Chu Drive In.building for architectural approval. Brose Shonping C�nter) An architect's sketch was presented showing the proposed building for Kinney Shoe Store in the Williams Brose Shopping Center. Mre Leach, the architect, was present and explained the plans. After discussion a motion was made by Commissioner Smith, seconded by Commissioner Brisco that the plans submitted for the Kinney Shoe Store be approved for aesthetic value. Motion carriede ZONING STUDY - Elm & Poplar Sts. � A letter from Ralph Ge B3iley requesting a zoning study be made of the Elm and Poplar Street area..was receivede Commissioner Shaffer appointed Commissioner Smith to serve as chairman and Commissioners Strother, Richardson and Talley to serve on a zoning committee to study this request. STREET NAME COMMITTEE REPORT The City Administrator advised the Planning Commission th�.t Mr. Rogoway of the San L�tis Obispo County Planning Department will send the City a map of the area with the County's suggested name changes - to accord with the city's proposals. TIME LIMIT - Variances & Cond. Use Permits A discussion was hel,d on the possible time limits for var- iances and conditional use permits. A motion was made by Com- missioner Strother, seconded by Commissioner Brisco that the Planning Commission recommend to the City Council a zoning ord- . inance change to limit the time on variances and conditional uses to 1 year for beginning of the project unless at the time of the granting of the variance or conditional use permit a different termination date is set. Motion carried. The City Administrator read excerpts from a report by John Thornberry which was presented at the Asilomar Conference con- cerning variance and conditional uses. After discussion a motion was made by Commissioner Strother, seconded by Commissioner Schultz that the previou.s motion be held in abeyance pending a report from the City Administrator. Motion carriedo STATE CHAMBER OF COMMERCE HIGHWAY MEETING REPORT Commissioner Shaffer gave a report on the State Chamber of Commerce Highway Committee meeting held in San Luis Obispo con- Cerning the proposed changes in the San Luis Obispo County area. The proposed changes are� Highway 1 from the Santa Barbara County line to 101 has been moved into a B position, and that portion of the route from Callender to 101 is scheduled for pre- liminary hearing this s�nuner. State route 157 is now 227, and that portion from San Luis Obispo to Edna has been moved to a B positione Route 227 from Arroyo Grande to Edna is in C position, that is, among projects for long term planning. It is expected, however, that this portion will be moved to B position next year. The proposal of Supervisor-elect, Lyle Carpenter, for an overpass at the 101-Los Berros intersection has been accepted and placed in a B position. The City is to contact Mr. Datel, District Engineer for the Division of Highways, after July 15th, 1964 in regard to informal hearings on proposed changes in the highway systemo HALCYON R.OAD ZONING STUDY A letter was received from Robert A. Doty requesting the Zoning Committee to consider a select C-1 or professional office zone on Halcyon Road. The letter was referred to the committee for future studye � � . � Planning Commission June 3rd, 1964 - page 3 TREE COMMITTEE REPORT Commissioner Schultz reported that the Tree Comm�ttee have completed a list of selected trees for the City. After-d�sr cussion a motion was made by Commissioner Schultz, seconde�l by Commissioner Strother that the Planning Commission recoiqmend to the City Council that the Bottle Brush Tree be used on BranCh Street to supercede the previously recommended Indian Lauzel. Motion carr�iede COUNCIL REPRESENTATIVE TO P.C. The Planning Commission welcomed Councilman G�orge Burt as the City Council representative to the Planning Commission.
