The Planning Commission met in regular session with Chair-
man Talley presiding. Present were Commissioners Richardson,
Schultz, Smith, Strother. Rbsent were Commissioners Brisco,
Evans, Shaffer and Councilman �uood. �
Councilman '�rood joined the Planning Commission after the
roll call was taken.
MINUTE APPROVAL �
The minutes of the regular meeting of L'�?ovember 5th, 1963,
were approved as prepared.
VARIANCE REQUEST - James L. Norman
A motion was=,made by Commissioner Schultz, seconded by
Commissioner Strother that the Variance request of James L.
Nornaan to�allow R-1 Use in an RA-B3 2one, Tract No. 283, be
set for hearing at Se00 Poi�i. December 3, 1�63. All members
present voted "Aye". �
REZONITIG RE�UEST - James L. Norman
A motion was made by Commissioner Schultz, seconded by
Commissioner Smith that the rezoning request of James L.
Norman to rezone Tract Vo. 283 from RA-B3 to R-1 be set for
hearing at 8:00 P.�I. December 3, 1963. All members present
voted "Aye".
101 FRONTAGE ROAD - Martin Polin
P�lr. Polin submitted plans for a proposed restaurant on the
Frontage Road in Western Addition which outlined the use of a
20 foot strip of land the City had acquired for street purposes
as a driveway for access to parking spaces on land owned by
:�ir. Polin. Commissioner Smith left the Planning Commission.
Allowing Mr. Polin the use of this 20 foot strip of land would
conform the proposed curb and�gutter to the curb and gutter
presently existing at the Texaco Station. The Planning Comm-
ission agreed that due ta the width of the existing frontage
road, it was possible the 20` strip would not be used by the
City for street purposes a� this time and if it would be needed
in the future the City� was not relinguishing any rights by
allowing Mr. Polin thr� use. A motion was made by Commissioner
Schultz, seconded by Commissionet Richardson, that the use as
indicated on the plans be permitted subject to approval of the
City Attorney. All members present voted "Aye".

Chairman Talley declared the Rezoning Request af Baird
McNeil was duly published and property owners notified and
the hearing yuas now opened and all persons for or against
the request would be heard. There was no discussion for or
against the request and Chairman Talley declared the hearing
closed. �'► motion was made by Commissioner Strother, seconded
by Commissioner Schu.l that the Planning Commission recommend
to the City Council that a portion of Lot 10, of E.vu. Steeles
resubdivision of the Ranchos Corral de Piedra be rezoned from
RA-B3 to R-1, as requested by Baird McNeil. All members present
voted "Aye".
REVIEW: G& M BO SALES COND. USE
Mr. Anderson read a report prepared by Seth Kinney.that no
complaints had been received regarding the G& M Boat Sales and
that he had visited the store and found the business and pre-
mises clean and very presentable.
COMPREHENSIVE GEN. PLAN
A Comprehensive General Plan for the City was discussed and
IfLr. Butch explained how the plan would be used as a guideline
for the City, and outlined some of the benefits that would be
derfved fro:n such a plan. A motion was made by Commissioner
Richardson, seconded by Commissioner Schultz, th�t the Planning
Commission feels that a general City plan is very necessary
and that they recomm�nd that ttie City Council proceed with the
preparation of plans along the line of the propos�l submitted

HOME OCCUPATION REPORT � . � -
'I*he Home Oceupation Committee h�d not met as some of
the members were out of town and there was no report at
this time. _
NlAP OF TRACT NO. 256 (Tabb Ranch) .
Mr. Anderson advised the Planning Commission the Map
of Tract Lvo. 256 conformed to the Master Plan of the Tabb
Ranch. A motion was made by Co�r►issioner Strother,.seconded
by Commissionnr Schultz, that the �tap of Tract I�To. 256 be
approved subject to: 1) 15 foot road easement between Lots
3 and 4 being approved by the City Attorney as to maintenance�
who has right of entry and to_whom it w�ll be deeded;
2j the map of the Tract being.designated as "�entative Map";
3) the road development on Branch Road conforming to,the
San Lui's O�ispo County and the City of Arroyo Grande master
plan; 4) the street named Tally Drive be changed to Green-
wood Drive; and 5) the Utility easements conform to re-
quests of utility companies and the Director of Public Troorks •
of the City of Arroyo Grande. Al1 members.present voted
