The Planninq �ommission met in reguZar session with Chair.-
man Talley presidi:ng. Present were Commissioners Evans, Rich-
ardson, Schultz and Smith. Absent were Commissioners Brisco�
Shaffer, Strother and Councilman wood.
MINUTE APPROVAL
The minutes of th� regular meeting of October 15, 1963 were
approved as prepa"red. ,
REZONING RE�UEST Baird Mcideil (Skidmore property)
A motion was made by Commissioner Schultz, seconded by
Commissioner Smith that the rezoning request of Baird McNeil
to rezone fram RA-B3 to R-1 a portion of Lot 10 of E.W. Steele
Resub of the RZio Cc,rral de Piedra be set for hearing at 8:00
P.M. November 19, 1963: Al1 members present voted "Aye".
COMPREHENSIVE GFNERAL PLAN FOR CITY
� A pxoposal from Ha.hn, Tft�ise and Associates, Inc. to prepare
a Comprehensi"ve General Plan of the City had been subm�.tted to
the Planning Commission for study and review. Nir. Butch ex-
piained the purpose of having such a plan and tlie benefits de-
rived from it. After discussion it was agreed no action be taken
at this time and that the matter be held to the next regular
meeting to abtain opinions fram the a.bsent Commissioners.
CONDITIONAL USE PERMIT AEARING - Lambert
Chairman Talley declared the Conditional Use Permit request
of Clement B. Lambert to operate a Auto�Repair Shop in a C-1
Zone, on a pta of Lot 4 of the Folsoin Tract was duly published
and property owners notified and the hearing was now opened a:�d
al'l persons for or against the request would be heard . A
petition containing 18 signatures was submi.tted in protest of
the request being gra.nted arid a letter conta.ining four signa�-
ures was submitted in favor of the_request being granted. R�-
sidents of the area pro�ested the granting of the request orally
for tkie £ollowing reasons: Property value depreciation= did not
wan� a garage in.a residential area; noise, smoke and odo�� would
be objectionable; parking in the street would be a problemf would
be an unsig�itly addition; would create a traffic hazard and would
contribute to t�e juvenile delinquency problem in the area. Mr.
Lami�ert invited the prot�sters to view his present ga�age and
advised that he had been ir� operation for 6 years adjacent to a'
residential area and�had received one complaint which had been
correcteds No further discussion for or against the request,
Chairman Talley declared the hearing closed. After discussion�
the Planning Commission generally felt a garage would not create
much more traffic than exists on the street, that the�e ��ou�d be
little noise, smoke or odors connected with it aiid a� the ���operty
was zoned C-1 a garage would not be any more objectionable than
other uses allowed. A motion was made by Commissioner Smith,
seconded by Commissioner Schultz, that �he Conditional Use Request
of Clement B. Lambert to operate a Auto Repair Shop on a�tn of Lot
4 of the Folsom Tract be allowed with the conciition that ao body
work be done on the premises and that all cars being worked on be
parked on the property. All members prPSent voted "Aye".
CONDZTIONAL USE PERMIT f�ARIi�G - Church of Latter Day Saints
Chairman Talley declared the Conditional Use Permit request
of the Church of Latter �ay Saints to allow an addition to an ex-
isting church in an RA-B3 Zone was duly published and property
owners notified and the hearing was now opened and all persons for
or against the request ��rouid be heard. i�10 protests were received
and Mr. Alvin Stewart e�plained tne parking that would be provided
on th� church property. i�To further discussion for or against the
request, Chairman Talley declared the hearing closed. Mr. Kinney,
City Building Inspector, gave a report on the parking and recommend-
ed that 14 additionai improved parking spaces be provided in con-
junction with construction of the addition. A motion was made by

Commissioner Richardson, seconded by Commissi�ner Evans
that fihe Conditional Use Permit request;be granted as re-
quested subject to 14 additional improved parking�spaces
being provided as outlined by the Building Inspector. All
members present voted "Aye".
TRACT 243 - Final Map
Nlr. McLennan advised the Planning Commission that the
drainage wo�xld be taken care of at the intersection of Leanna
Drive arid Sharon Drive, and tha� the Cha3n Link fence would
be installed as shown on the improvement detail maps. A
motion was made by Commissioner Schultz, seconded by Comm-
issioner Smith, that the final map of Tract�No. 243 be approv-
ed as presented subject to tlie unimproved portion of Leanna
Drive and Sha.ron Drive being deeded to the City for future
road easements, that the triangular piece of property between
the easement� be deeded to the City in Fee title and that
Utility easements conform to the requirements of the Utility
Companies. All members preserit voted "Aye". -
- DRIVE IN RESTAURANT ON GRAIVD AVE- Polin
Mr. Poiin was present and explained the plan of the pro-
posed restaurant and that more parking had been provided than
was required by the City. A motion was made by Commissioner
Evans, seconded by Commissioner Richardson, that the proposed
use was no more objectionable than uses perinitted in'a C-1
Zone and that the use be granted. All members present voted

' HOME OCCUPATION COMNLITTEE REPORT
A report regarding amending Ord. 1�57 to include restrict-
ions for Home Occupations was discussed and no action was
' taken at this time as Commissioner Smith was the�only Commit-
teE member present. Mr. J. Wright: advised Nir._ Talley, the
request he had made to operate a beauty shop as a home occu-
�� pation would be a secondary use, as his wife was primarily a
housewife and would operate the beauty shop approximately
6 hours a day. �
- � PARKING ORDINANCE 'DISCUSSION
Mr. Butch advised the Planning Commission of the changes
that were made in�the�proposed Parking Ordinance and discuss-
ion followed. P, motion was made by Commissioner Schultz that
the Planning Commission recommend to the City Cour�cil that
the Parking Ordinance as presented be adopted subject to the
amendments as outlined by Mr. Butch being made a part of the
Ordinance. All mr�m bers present voted ��Aye".
RE VIE W�F S TALVDARDS
The Plan:aing Commission reviewed.standards presented by
Mr. Anderson for curb and gutter, driveway locat�.ons, drive-
ways, sidewalks, hillside streets, minor streets, minor re-
sidential streets, major streets, thoroughfare street, stand-
ard water valve well, fire hydrants, sewer lateraTs, standard
cross guttE:r, and rainfall intensity duration curves.

A motion was made by Commissiorier Smith, seconded by
Commissioner Schultz that the meeting be adjourned at 1Os25
P.M. All members present voted "Aye". �
