The Planning Commission met in regular session with Chairman
Talley presiding. Present were Commissioners Brisco, Richardson,
Schultz, Smith, and Strother. I�bsent were Commissioners Evnns,
Shaffer and Councilman �lood. Councilman �cT�illen was present.
MINUTE APPROVAL
The minutes of the regular meeting of October lst, 1963 were
approved as prepared.
COND. USE PERT�IT - Clement B. Lambei�t .
A motion wc�s made by Commissione;���=,Strother, seconded by Commiss-
ioner Schultz, that the Conditional Use' Permit request of Clement B.
Lambert to opezate a Auto Repair Shop in a C-1 Zone on n ptn of Lot
4 of the Folsom Trac�, (150 Alder St.) be set far hearing at 8:00 P.riH.
November 5th, 1963. All members present voted "I�ye".

11 motis�n was made by Commis�ioner Brisco, secanded by Commiss-
ioner S�krother, that the Cc,ndi#ional Use Permit request of the Church
of Latter Day Saints to allow an additir�n to an existing Church
structure in a RA-B3 Zone on a ptn of Lot 91 of the Rho Corral de
Piedra, be set for hearing at 8:00 P.M. November Sth, 1963. All
members present vo#ed "Aye'�.
COND. USE PEftMIT - J.vd. Edwards for �,N. Fuller
A motion was made by Commissioner Schultz, seconded by Commiss-
ioner Strother that the request of J. W. Edwards for A�l. P1. Fuller
for a Conditional Use Permit.to allow two chinchilla units in a RA-
B1 Zone on Lots 10 and 11, Block 233 of Hi1liDcer and b�'oodbury 9ub-
division, be denied on advice of the City Attorney that it was not
permissible by City Ordinance. All members present voted�!'Aye".
IYdTERNATIOIdAL SHADE TR�E CO1VF. DISCUSSIOPI
The International Shade Tree Con�erence to be held at Cal Poly
Octaber 18 and 19 was discussed and it was agreed members of the
Tree Planting Committee attend if possible.

County Subdivision, Tract No. 24.0'; was discussed. A motion w+as
made by Commissioner Richardson, seconded by Commissioner Strother,
that a recommendation be made to the County�Planning Commission,
that in connection with the proposed subdivision, the County consider
a setting aside of cross roads in the center of the property for the
purpose of future fire protection and access to adjoining property,
thnt Alomar Roble Road be a 60 foot right of way, and that they
consider. possible drainage problem that might occur. All me:nbr�rs
present voted '�Aye".

Chairman Talley introduced Councilman iylcWillen who was sitting
in for Councilman z�dood who was absent.

Chairman Talley declared the Conditional Use Permit request of
Lelia•lvl. Thompsan and Ruth E. Hook was duly published and property
owners notified and the hearing was now opened and all persons for -
or against the request would be heard. No discussion for or against
the requesfi, Chair:aan Talley declared the hearing closed. A motion
was made by Commissioner Strother, seconded by Commissioner Richardson,
that the Conditional Use Permit Request of Lelia i�i. Thompson and Ruth
E. Hoc�k to allow a seamstress and tailoring shop in a C-1 Zone on a
ptn of Lot 5, Block 1, Plevada Tract, be granted providing there would
be no excessive noise, or heavy cquipment used. lall members present
voted "Aye".

�6r. Anderson read a letter from '�T. R. Jurinjak aavising that
he wished to extend a street, South Extensian of �Yaffic o�ay,
to the barricade at the edge of the property owned by The Church
of Jesus Christ of Latter-Day Saints, and requested being advised
of what the City requirements would be if the property ovuners in
the area would farm nn nssessment district and whnt the require-
ment would_be if the assessment district were not formed and he
installed the roaclway himself. He also requested, that si.dewalk
installatian not be a requirement.
� motion was mnde by Commissioner Strother, seconded by
Commissioner Schult•z, that the Pianning Comin3.ssion recommend to
the City Council approval of the proposal to extend .the street
subject to it being a standard 60 foot street section, with con-
crete cuxb and gutter, an 8 inch �rater line being installed,
with the City paying the differrrnce between the cost of a 6 inch
and 8 inch line, that sidewalks be a�itted at this time, and that
the plans to improve the-street be submitted to the City Director
of Public �Jorks for approval. All members present voted "Aye".
HOr2E OCCUPaTIONf REPORT
P�Qr. Butch discussed a report he had submitted that stated
upon the advice and opinion of both of the City Attorneys that
atzy home occupation in existence before the adoption of Or3. 157
is a legal business und will be licensed under Ord. 102, Section
57, nnd that these businesses in existence prior to adoption of
Ordinance 157 do r�ot require.a Use Permit, and that any new home
occupation in.existence since the adoption of Ord. 157 and/or
annext�tion into the City is not pezmitted except under uses per•
mitted under Section 4.21 nnd 4.22 of Ordinance I�o. 157, which
make the Ordinnnce completely restzictive as far as home occupa-
tions are considered. PJir. Butch also ndvised that hobbies in
homes would not be affected by Home �ccupation ru�ings. It was
agreed no csction be t�Dcen on Home Oceupations until t}ie. new
ordinance from R&onterey was received.

Mr.. Butch advised the tree planting ordinance that was rec-
ommended from the Planning Commission !o the City Council was
- be3:ng held up at this tiiae, as a section was being added regard-
ing Utility Companies�.rights, as requested by the Telephone

Niz. Butch advised the Parking Ordinance had been reviewed
by the City Attorney and a section had been added regarding
municipatly owned parking lots, c�nd copies would be made and
presented to the Plcznning Commission.
STREET NAR1E CO;l�ulITTEE
Correspondence was received and read from P�rs. Eunice
Rucklidge commending the Street Naming Committee for suggesting
names of pioneers, who have had to do with the past gr�vrth and
formation o� our local community, for street names.
