The Planning Commission met in regular session with Ghairman
Talley presiding. Present were Cvmmissioners Brisco, Richardson,
Schultz, Shaffer, Smith, Stro�her and Councilman Wood. Absent was '
Co�issioner Evans. �
MINUTE APPROVAL
The minutzs of the regular meeting of May 7th, 19b3 were approved
as prepared. •
PISMO BEACH SIGN INSTALL. ON LA BELLE TRACT .
Notice was received that the County Planning Commission was to _
hold a hearing on l�iay 22nd, 1963 regarding the request of the Pismo'
Beach Chamber of Comnterce for the installation of an advertising sign.
on a portion of Lot 2, Lan�lle Tract. A motion was made by Commiss-
ioner Strother, seconded by Commissioner Shaffer, that the Director
of Public Works be directed to attend the hearing and present a pro-
test to the sign being allowed as the area where the sign is to be
placed is in the process of being annexed to the City of Arroyo Grande,
and the City's agreement with the State does not allow such signs.
Al1 members present voted T'Aye".
HEARING PROCEDURE OUTLINE ..
Commissioner Shaffer reported for the Committee on hearing pro-
cedures and presented an outline to bz followed. It was agreed the
"Variance Check List�t prepared by the Cot�nittee wouLd be attached to ''
each variance application form to make the public aware of what was
required to obtain a variance. The Committee was granted. permission
to continue as a committee for discussion of other planning items.
HILLSIDE STREET STANDARDS
Three hillside street standards were presented by Mr. Garing and
were taken under discussion. It was agreed s'tandard.s for hillside
developmen�s would. have to be adopted and incorporated into an ordin�.
ance, and that the.City Engineer and Director of Public Works should
continue in the preparation of standards which could be used in
various circumstances for hillside developments.
REZONING HEARING - Tract 273 (Wood � '
Chairman Talley declared the rez�ning.request of Ad.d.ison B. Wood
to rezone Tract 273 from RA-B3 to R-1, was duly puhlished and property
owners notified, and the hearing was now opened and. all persons for or
against the request would be heard. Mr. Anderson read the rezoni.ng
request. Gabriel DeLeon and Hilo �chiwaki were advised fhe develop-
ment�of the tract would alleviate sume of the drainage problem in the�
area but that.the natural water cours� would not be altered. No
furt�ier d.iscussion for or against the request; Chairman Talley declar-
ed the hearing closed. A motion was made by Commissioner Shaffer, '
seconded by Commissioner�Strother, that the Planning Commission r2com-
mend to the City Council that Tract 273 be rezoned �rom RA-B3 to n-i.

VAR. HEARING - Tract 273 Wood) .
- ��i�na FaT ey ec a�red the Variance request of Addison B. Wood
to allow single family residences �o be constructed in Tract 273 now
zoned RA-B3, was duZy published and property owners notified, and the
hearing was now opened and all persons for or against the request
would be heard. Mr. Anderson explained. the variance application was
made to expedite construction in the tract and that RA-B3 zoning was
not eonsidered carrect zoning for the area being subdivided into
resident�ial lots. No further discussion for or against the request,
Chairman Talley declared. the hearing closed.. A motiotl was made by
Commissioner Brisco, seconded by Commissioner Schultz, that the var-
iance request be granted. All members present voted. "Aye".
VAR. HEARING - Becketts Crown Hill (Walker-Huston
The hearing for variance request of Burt Huston and Robert Walker
to allow multipie dwelli.ngs in R-1 Zone on Lots 8 to 14, Block 35 of
Beckett's Crown Hill Addition was continuea. �rom the meeting of MaY
7th, 1963 and again was open tor d.i_scussion. No prozests w�r.� re-
ceived, and Robert Walker presented a preliminary plot plan for de- �
velopment of the lots and explained the type of construction that was
being proposed. Mr. Walker ad.vised the Planning Commission the shape
and depth of the lots were not feasible for R-1 construction. No
further discussion �or or against the request, Chairman Talley declar-
ed the hearing closed. A motion was made by Commissioner• Brisco,

seconded by Commissioner Schultz, that the variance request be granted
for multiple dwellings as shown on submitted plot plan on Lots 8 to
14, Block 35 of Beckettts Crown Hill Addition, subject to improvement
of the access road to the approval of the City Director of Public
Works and the final plans being approved�by the Planning Commission.

LOT SPLIT NO.. 31
Lot-split No. 3I was taken under discussion. A motion was made
by Commissioner Brisco, seconded by Commissioner Shaffer that lot-
split No.'31 be approved subject.to, 1)_Conventional concrete curb
and gutter being installed on Sierra D.rive or upper part of the
property, 2) the Developer improve the road from existing paving to
curb and gutter, 3� improvement of two 12 foot driving lanes and one
8 foot parking lane, 4) the location of i.mprovements w�,thin the exist-
ing right-of-way,to be de�ermined by�the�City Director of Public Works,
5) 2% of construction cost of improvements be charged as inspection
fee, 6) rolled. concrete gutter be installed on Chilton, and 7) all
work to be completed before lot-split is effective. All members
present voted "Aye't, �
REPORT - COUNTY HIGHWAY STUDY COMM. MEETING
Cou�missioner Shaffer.gave a report on the County Highway Study
Cot�nittee 1�leetzng he had attended as requested. by the Chamber of
Commerce of San Luis Obispo and advised that the�improvement of 11.I
miles of Highwap 1 had been moved from an A to B position and was in
a study session at this time, but was being worked on had not
been shelved.
TRACT 214 - Submitted from County Plann. Comm. Discussion
Tract No, 214, which had been submitted from the County Planning
Commission was discussed. A motion was made by Commissioner Strother
seconded by�Commissioner Richardson, that Mr. Anderson be directed to
attend their meeting on A4ay 22, 1963 and submit the following comments:
1) Elttt Street be continued to Highway.l as a 80 foot street according
to the County Master Plan, 2) Street Improvements to include concrete
curb, gutter and sidewalk, 3) If d�sinage.is controLled by panding
on Lot $, then a statement of reservation of Lot 8 for ponding pur-
poses until released should be shown on Final Map of tract, 4) Double
.Frontage of lots should be omitted, 5) lot size is questionable
because the City requirements are maximuin depth of 150 feet and min-
imum width of 60 feet and these lots as proposed cannot be divided �
into 60 foot lots evenly. Al1 members presen� voted 'tAye". �
RESTRICT ACCESS FOR DOiJBLE FRONTAGE LOTS
The�Director of Public Works was instructed to obtain a legal.
opinion from the City Attorney if,�in the case of lots having street
frontage at both the front and back of said lots, the City has the
right to restrict access to one of these streets, and if so, how is
this restriction�put_on record and made availabZe to buyers.
LOT SPLIT --EmancCourt (Nelson)
. Lowell Kraatz was advised Mrs. Nelson had requested by telephone,
that a lot split of h2r property be withdrawn.
VAR. REQUEST DISCUSSION
Councilman Wood discussed variance requests with the Planning
Commission and remarked oti John Larsen�s speach that was presented
at the Leageie of Califorttia Cities Convention on variance requests.
ADJOURNMENT
A motion was made by Commissioner Schultz, seconded by
Com�►issioner Smith that the meeting be adjourned at 10:25 P.1�I. Al1
