The Planning Commission �et in regular session with Chairman
Talley presiding. Present were Commissioners Brisco, Evans, Smith.
and Schultz. Absent were Commissioner� Richardson, Shaffer, Stro�her
and Councilman Wood.
MINUTE APPROVAL
The minutes of the regular meeting of March 19, 1963, were
approved as prepared.
Chairman Talley welcomed back Commissioner Evans who had been
absent from the mee�ings for the last few months due to ilZnesse

A motion was inade by Commissioner Schultz, seconded by Commiss-
ioner Brisco, that Lhe condi�tional use permit request of Robert S.
Och, to allow for an outside retail sales and storage.yard in a C-1
Zone, be set for hearin� April 16, 1�63, at 8:00 P.M. All members
present voted "Aye". �
COND. USE R�. - E. BRANCH (Sharps)
A motion was made by Commissioner Schultz, seconded by'Commiss-�
ioner Smith, that th� conditionai use•permit request of H:C. Sharps,
to allow the consicruction af an office building, cabinet shop and
storage yard in a C-1 Zone, be set for hearing April 16, 1963, at
8:00 P.M. All members p resent voted "Aye".
AT T. OPINION - Substandard Lots
A letter from the City attorney regarding Leo High's reques�c to
build on sub-standard lots, was read. After discussion it was d�-
cided to postpone voting on the s �t unicil the next meetinge
VAR. HEARING - Blk 1 Fair Oaks Tr. �A�len)
Chairman Talley declared the variance hearing for 1 Marguerit�
Allen for R-2 use in an� R-1 zone on a portion of Lot 12, Block 1,
of the Fair Oaks Tract, open. Mr. Anderson read the request. Mr.
B. Folkerts, NLrs. R. Gibson, Mr. and Mrs. Frank 4villiams and l�ire �1.
Casteel stated that they were against any change in zoning at �his -
time. Mr. Allen stated that people who are interested in buying this �
property from him have asked him to geic a variance first. He would
like to have a decision so that he would definitel� know what �the
zoning wili be in the future. As there were no further comments for
or against this variance, Chairman �alley declared the hearing closed.
After a discussion, a motion was made by Commissioner Smith, seconded
by Commissioner Evans, that the variance request by Mrs. A11en be
denied. All members present voted "Aye".
VAR. HEARING - E.Branch-Garden St. (Pence)
Chairman Talley declared the hearing for a variance request by
J.O. Pence, to a].loca R-3 use in an R-1 zone on a 35'x100' parcel of
land at the corner of Branch St. and Garden St. openo Mro Anderson
read the request. Mr. Pence stated that d�.to the steepness of ichis
lot, it is not easily developed as R-le His tentative pl.ans call for
a single or two story building with access on Garden St. The only
parking on Branch St. will be for loading and unloading as there will
be ample parking in the garage and lot area on Garden Street. There
were no prc written or vocal. Chairman Talley declared the
hearing closed. A mo�ion was made by Commissioner Brisco, seconded
by Commissioner schultz, that the variance request by Mr. Penc� be
granted subject tv �he following condi�ions:
l. That curb, gutter and sidewalks be installed adjacent to thi::
property on Garden Street and Branch Street.
2. Automobile access be restricted �o Garden Street.
3. Planning Commission must approve the plans prior to the
issuance of a building permit.
All members present voi.ed "Aye".
VAR. HEARING - Tract 260 (set-back) '
Chairman Talley declared the heariny for a variance to allow
a 15 foot set-back on Lots 13 to 22 inclusive in Tract 260, open.
Mr. AndErson explained the need for additional width on the fZood
control easement along Arroyo Grande Cr.eek in back of these lots.
This set-back would give the houses built on these lots more back
yard space. Commissioner Schultz said that the recomm�ndation for

these set-backs came from the City Council. There were not protests
written or vocal. Chairman Talley declared the hearing closed. A
motion was made by Commissioner Schul�z, seconded by Commissioner
Srisco, that the variance for Lots 1� to 22 inclusive be granted.
All members present voted "Aye"
BRIGHTON AVE.-BRISCO RD. INTERSECT
Psr. Robert Garing gave a progress report on the Brisco"Road-
Brighton Avenue situation. After much discussion, a inotion was
made by Commissioner Brisco, seconded by Commissioner Smith, that
the Planning Commission recommend to �the City Council, that a
blinker light be installed in this area before the new school opens
� April 15, 1963. ATl members present voted "Aye".
REVISION OF SUBDIVISION REQUIREMENTS
Mr. Anderson asked the Planning Commission to consider rescind--
ing the City's present policy of furnishing fire hydrants and street
signs in new subdivi"sions. He also requested adoption of standards
for the installation of driveways. Building Inspector, Seth Kinney,
submitted driveway standards used by the City of San Luis Obispo,
which he recommended be adopted. A motion was made by Commissioner
Evans, seconded by Commissioner Smith, that henceforth the subdivider
be required to £urnish fire hydrants and street signs; and that�the
Planning Commission r�cominend to the City Council that they adopt
the driveway standards submitted by Mr. Kinney. AlZ members present
voted "Aye"o .
