The Planning Commission met in regular session with Chairman -�
Talley presiding. Present were Commissioners Strother, Richard5on, -
Brisco, Schult2, Smith. Absent were Commissioners Shaffer, Evans
and Councilman �ood. - � �
MINUTE APPROVAL
The minutes of the regular meeting ot �'ebruary 19th, 19b3 and
the special meeting of February 26th, 1963 were approved as prepared.�
COND. USE PERMIT - Bennett-Rena-Halc (Levine Animal Hospital
Chairman TaI].ey explained that a hearing had been held on the •
19th .day of February, 19b3, to consider the request of Kenneth Levine
to construct an animal hospital in a C-1 Zone in Western Addition, _
that at that meeting the hearing had been declared closed, and a
decision was to be reached by the Planning Commission. The Planning
Commissioners discussed research made of animal hospitals i,n other
areas and generally felt if the construction of the building could be
contro32ed, it would be no more objectionable than other uses allowed
in a C-1 Zone. Councilman Vvood joined the Planning Commission at

A motion was made by Commissioner �chultz, seconded by Commiss-
ioner Strother, that the Conditional Use Permit request of Kenneth
Levine to construct a animal l�ospital on I�ots 5, 6, ?, S, 9 and 10,
Block 10, westerr_ Addition, be approved subject to the following
conditions: . �
1. The architectural design, and the plans and specifications
must be approvea by the Planning Commission prior to the
issuance of a building permit for the construction of any
improvements on the property. .
2. The premises may not be usedo
a. As a boarding kennel for animals.
b. For-incineration of bodies.
c. For care of animals other than small animals and
household pets.
3. The hospital shal�l be constructed, operated and maintained
to provideo
a. Control of obnoxious and disagreeable odors.
b. Control of noise of the animals located on the premises.
c. Air conditioning.
4. The premises shall be constructed to provide complete
enc of all uses.

REZONING HEARING - Tract 282 Master Plan Filer)
Chairnnan Talley declared the hearing opened on the request of W.
A. Filer, for the rezoning of property contained in the Master Plan
of proposed Tract No. 282 from RA-B3 to R-1 and R-3 zoning, and tizat
ali persons for or against the request would be heard. The request
was read by Mr. Ariderson, and the Staff Report was read and ardesed
filed, No discussion f4r or against the proposed rez,oninq w:as
offere�, Cha3rman Talley declared the hearing closed.

A motion was made by Commissioner Strother, seconded by CofimiSs-
ioner Schultz, that a recommendation be made to the City Council that
the land contained in the Master P1an of px�oposed Tract No. 282 be
rezoned from RA-B3 to R-1 and R-3�zenin� requested by W. A. Filer.
All members present voted "Aye". - �
R EZONING HEARING - W.Branch-Larchmont Dr. (Nelson)
Chairman Talley declar.ed the h�a�i,�y opened on t�he request of
Edwin F. Nelson, for the rezcna.n3 �f a i00 foot portion of Lot 30 of
the Steele's resubdivision ot pa* of tt:e Ranchos C�rral�de Piedra,
Pismo and B�lsa de Che�nisal, betv��een I,arc�:imont Drive and West Branch
Street, adjacent,to Arrolo Grand.e Truck Co. from R-1 to C-2 zoning,
and that all persons for ��r against the request would be heard.. Mr.
Ander,son read the .r_eque�t and the St�ff ReFort, which was ordered
filed. Mr. Edv�in PTe1sG?Z expl3ined the- reason for the rezoning request
tha� the expansion oP business r.ecessitated more area to operate, and
the.additional space would eleminate �ome of the congestion in the
area.. Mr. Levine presented a petition, containing 20 signatures of
property owners o.f the area, protesting the zoning change, and Mr. _-
Levine felt the mud puddles caus�d by the washing of equipment, the
parking of cars in the streets and �.he trucks in the area created a.
traffic ha2ard, and the access to the business created a congested
area. Police Chief Richardson a�vi�ed he felt there was no more
traffic hazard or.congestion in that area than exists on-the business
portion of Eaat Branch St. Mr. Ns's�n stated the acquisition of�the �
extra property would eleminate most of the problems that the protests
were based on and that he would be willing to slope, grade, fence and
landscape the area, and that a portion of the business was to be moved
to another area and the portion of the business that was to remain at
the present location could operate efficiently with the additional
land and felt the move of the compl.�te business to another city would
be a considerable loss of revenue to the City of Arroyo Grande. Z'here
being no further discussion, for or against the request; Chairman
Talley declared the hearing closPd. After discussion, it was generally
felt by the Planning Commissioners �hat the rezoning wouZd be an im-
provement of existing cor.ditiuns.
A motion was made by Ccn:znissioner Smith, seconded by.eommissioner
itichardson, that a recamr:iendation be made to the City Council tYiat
the 100 foot parcel of land beLween Larchmant Drive and in�est Branch
Street adjacent to Arroyo.Grande Truck Co. be rezoned from R-1 to
C-2 Zoning, as requested by Ed��vin Nelson. Al1 members pre"sent voted

REZONING HEARING - Whiteley St �
Chairman Talle� declared tY�e hearing opened on the request of
M. C. Cockshott and the Plannir�g Co_mr.tissio�, for the rezoning of the
property with frontage on V�'hiteley Strcet bet�.veen the Arroyo Grande
Creek and Allen Street and the I.a�s wnirh face Allen Street and are
adjacent to the aforesaid descxibed F>ro�erty, and the parcel of land
owned by Gordon Bennett and i.mFro�ed with a re�idential home, from
R-3 to R-2 Zoning, and that all persons ��r or against t'�e request
would be heard. The request was read by Mr. Anderson, and the Staff
Report was read und ordered filed. N'�:c.-Cockshott advised the request
was for R-2 zoni:ig as some properties now had two residential build-
ings existing, and felt the R-2 zoning would be preferred instead of
the R-1 2oning recommended by Mr. Anderson. There being no further
discussion, for or against the request, Chairman Talley declared.the
hearing closed. -
A motion was made by Commissioner Strother, seconded by Commiss-
ioner Brisco, that a recommendation be made to the City Council that
the property �vith frontage-on Whiteley Street between�the Arroyo
Grande Creek and Ai].en Street and the lots which face Allen Street and
are adjacent to the aforesaid d�scribed property, and the parcel of
- land owned by Gordon Bennett and improved with a residential home, be
rezoned from R-3 to R-2 zoning. All members�present voted "Aye".
T'he planning Commission recessed for five minutes. Chairman
Talley again cal].ed the meeting to order.
NORTH Ii�W 101 PROPOSED ANNEXATI
An informal petition containing 11 signatures was received �rom
property owners requesting annexation to the City of Arroyo Grande,
the land lying between the existing City.Limits and Highway 101 on
the North City Limits of Arroyo Grande. Mr. Anderson explained

briefly the procedure for an inhabited annexation, and advised the
Planning Commission if they were in favor of this property being a�-
part of the City they should approve the area and recommend.to the
City Council, that annexation proceedings be commenced. Most of the
Planning Commissioners present felt t:e addition of this property
would be a welcome addition to �tl:e Ci'�y an:� would� establish a good
City Limit line�. Mr. Gtil Day..an, a�:igr�c-r c;f t:�.e petition, explained
it had been hi.s intention to ccrc4-nencc a democrati� proceeding, where
all persons involved would have an ogportunity to express the�ir
desires regardi.ng annexation, and to cbtain the services of the City
Fire and Police Departments for the vital protection for homes and
families in the area, and stated 'ne felt more people than those who

OAK PARK N0. 1 PROPOSID ANNEXATION � -
Mr. Anderson ac?vised the Planning Commission, Albert Browne had
requested the annexation to the City of a portion of his property
containing approximately 330 acres, north of Highway 101 adjacent to
the Arrayo Grande City�Limits, - an3 explained briefly the procedure
for an uninhabited annexation Mro Browne explained he had requested
just a portion of his property be annexed to simplify the annexation
procedure, and that the Catholic Church, Mr. Schlegal, and i�r. Doko
had indicated to him they would not be adverse to their property being
annexed at the same time; but that Mrs. Bolton had iridicated to him
that she would protest if any�proposal were made -that her property be
annexed. �
A motion was made by Commissioner Strother, seconded by Commiss-
ioner Brisca, that the Planning Commission approve the annexation
request and recommend�to the City Council that annexation proceedings
be commenced. -
BRIGHTON AVE. - BRISCO.RD. INTERSECT
Mr. Garing,�City Engineer gave a report on the progress made to
date on plans for the improvement,of the Brisco Road-Brighton Ave.
intersection and advised no cost estimates were available at this time.
Commissioner Strother recor:imended Mr. Garing be alloted additional
time to complete tche report, and all members present agreed.
TRACT 260 - Flood Control - Var. for set-back
Mr. Anderson read a report dated February 25th, 1963 from Mr. -
Born regarding the flood control matters��:� for Tra�t No. 260 and
advised the Commission the report had been presented to the City
Council at their last regular meeting, and the City Council had at
that time given approval for the improvement of Tract Noo 260, wa.th
the conditions as set forth in tche le�ter, with the recommendation to �
the Planning Commission that they consider a variance to al�.ow a 15
foot set-back instead of a 20 foot set-back on the South side of
Woodland Drive in said tract. A motion was made by Commissioner
Strother. seconded by Commissioner Schultz, that Variance proceedings
be commenced to allow a 15 foot set-back on property on the Southeast
side of tnToodland Drive in Tract No. 260, by request of the Arroyo
Grande Planning Commission, and that a hearinc� be held on said request
at 8:00 P.M. April 2, 1963. All members present voted "Aye"o
DEFINE ZONING ORD. AS TO LOT SIZE REQUIRED Hi h)
Correspondence was received from Ahr. Leo High requesting "written
confirmation" from the Planning Commission for the issuance of permits
to build on lots proposed to have 50 foot frontage on the Arroyo
Grande San Luis Obispo Road, stating there were 8 lots each 25 feet
in width, which would make 4 building sites of 50 feet each, and
requested orally that the Planning Commission definitely state
whether property which was origionally subdivided into 25-foot lots
would be approved for building construction. Chairman Talley�advised
Mr. High, the 50-foot building sites requested by him did not conforni
to the City requirements at this time,.and advice �buld have to be re-
ceived from the City Attorney before a decision could be reached by
the Planning Commission. Mr. Anderson was requested to obtain the
necessary information from the City Attorneye

MOIVTEREY ANNUAL CONF .
Correspondence was�received inviting the Plaxining Canunission to
attend the Annual Conference in Monterey. ,
TRACT NO. 2$2 - Unit One Final Approva " .
The final map of Unit One of Tentative Tract No. 282 was pre-
� sented and discussed and Mr. Garing a.d.vised the Planning Commission
the finaZ map conformed to the Tent�.%:�:.:ive �!3p and recommended the
Planning Commission request Mr. �'�����i� to aunmit a corrected copy of
the Master Plan of Tract 282 to cor �r.-°ra to the c:�ar.ge in the original
boundaries. A motion was made by Comr►Zissioner Bri�co, seconded by
Commissioner Strother that the final map of Unit One of Tentative
Tract No. 282, be approved for conformance to the Tentative Map
approved on January 15th, 1963, subject to a statement on the Fina2
Map, approved by the City Attorney stating construction of improve-
ments on Lots 55 thr�ugh 68 inclusive are.restricted until improve- ,/����
ments requirements o� •che City of Ar�oyo Grande have been complied�y���"/
with, and the res�criction for above �tdted lots be so designated on
the Final Map. A�1 members present voted "Aye".
TRACT NO. 273 - Final Map Appro
A map, bearing the designation-"Final�Map of Tract Noe 273",
but showing only a portion of a map previously submitted on ,Tuly 9th,
1962 and labeled "Tract No. 273" was, presented. Mr. Garing advised
the Planning C�mmission the final map conformed to the tenta�ive map.
A motion was made by Commissioner Strother, seconded by Commissioner .
Smith, that the submitted "Final Map of Tract No. 273" be designated
as "Final Map of Unit One of Tr.act No. 273" and,subject to annexation .
to the City of Arroyo Grande, be approved for conformance to the
Tentative Map approved on July 9th, 1962. All members present voted

A motion was made by Commissioner Brisco, seconded by Commiss-
ioner Strother, that the meeting be adjourned at 11:00 P.M. All
