The Planning Commission met in reguLar seasion wifih Chairman
Talley presiding�. Present were Commissioners Strother, Brisco,
Schultz and Councilman Wood. �bsent wer2 Commissioners Richardson,
Smith, Shaf�er and �vans. . '
MINUTE APPROVAL
The minutes o�. the regular meeting o� February Sth, 1963 were
approved as pr�pared. � -
LOT SPLIT NO.� 21 (Farris)
Lot Split No. 21, requested by Roy Farris, was held over as rTr. �
Farris was_not pre�ent and had not-submitted plans regarding the
development of the property. �
LOT SPLIT NO. 24 Huasna Rd. (Azevedo) -
Lot Split ATo. 2�, requested by John P�. Azevedo, for a portion �
of Lot 17 0� Steelet� reaubdivision oi part of the Ranchos Corral de
Piedra and Bolsa de Chamisal, was taken under discussion. A motion
w�� made by 1�Ir. Anderson, seconded by Chairman Talley, that Lot �
Sp2.it No. 24 be approved. All members present of the Lot Split -
Committee voted "Aye't. Mr. Azevedo had requested and paid ior a_ _
Variance on the same property, and as no action had been talcen regard-
ing the Variance on advice of the City Attorney, th� PLanning.Commiss-
ion agr2ed the Lot Split fee would be deducted from th� $25.00 p�id
by Y4r. Azev�do �nd the balance or $15.00 be refunded to him. �

, Mr. Anderson read a letter from Mr. Born, County Hydraulic
Engfneer, notifying that the Board of Supervisors.had approved. the
use of the resourc�s of his office to advise on drainage prob'lems
and on subdivisions, etc. which were submitted �or appraval to the
Planning Cotnmis�ion of the City of Arroyo Grande. r�r. Born�s
reconunendations rebarding the �lood control problem adjacent to
Tract I+1o. 260 are as rollows :.
1. The Flood Control Easement shown on the Pgap of Tract No:2b0,
dated February, 1�562, is not ndequate to provide sufficient roorn for
an improved ch�nnel and access road for th� ruture stabilization of
Arroyo Grande Creek channel. We fe21 that the 30 foot easement
shown on �he south Zine of Lot 13 should be increased to SS feet, the
53.36 foo� �asement shown�between Lots 15 �nd 17 should be increased
to 80 f�et, and the 4�5 �oot easement shown on the north iine of Lot
22 should be increased to 70 fe2t. These points should b� connec�ed
in a straight line through a1L lots bordering the creek.
2. There wou.ld very Lik21y be a flood control problem in the
subdivision as showti on the map. If th� fiood control ea�ement is
moved back as recommended in Item 1 and no filling operations were
permitted, there would prob�bly be no gre3ter flood hazard to the
property not included in the easement than e�ist� under natural
conditions.
3. A chain link fence should be required along the flood ease-
tn2nt for public saiety. The fence �hould be constructed sil: inches
inside th� easement according to th� attached speeifications.
�+. In our opinion, there would not be any flood h�zard to
adjacent property a� a result of 3pproval of this subdivision if the
flood control ea�ement d.2sign�ted under Item No. 1 is required as a
condition of approval. Of course, no filling operations or building
construction should be permitted within the e�sement.
Commissioner Richardson joined th� Plannirig C�ommission at 7:50
P.M. during the reading oL th2 3bove 12tter.
�. Y�r. Anderson said the letter from A�r. Born had been read at the
lasfi Council meeting and that a mc:eting had been arranged for
February 20th, 1963 between hims2lf, Mr. Born, and the developers o�f
Tract No. 264. �fter discussion the Planning Commission agreed
they would hold the matter over until after the meeting, 3� a
solution to the ilood control problem might be agreed upon to every-
one�s satisi�ction.

Dr. Levine presented proposed plans, con�truction data and
references regarding animal ho�pitals being allowed in R-1 Zones in
other areas. Mr. Hugh Pope, Jr.� Ern�st�Lynch, R�v. Criswell repre-
s�nting the Methodist Ghurch, �. B. Shaw, C1aud� Devereaux Burt
Cutting and Rebecca Olson objected oralZy to the parmit being grented
for fihe followin; reason�: nois� would be audible, a survey made o�
residents adjacent to animal hospitals in other cities indicated
this type oi d�v�lopm�nt was not desirable, the value of property
would decr�ase, th2 odors would be obj��etion^blz. The petition of
protest repres�nted approximately 50% of all the property owners
within 300 i�et o� the proposed ho�pital, P�Ir. Pope said. He also
said he f�lt any dev:.Zopment under C-1 zoning not requiring a use
permit would be satisiactory to sone: o� the resid�nts of the area.
Dr. Levine, Dr. G. N. P�Ioss, Frank c�`reita� and. �.obert �7�lker
declared. that there would. be no objectionzble noi�e, th� animal
hospital would pos�ibl.y be better than other developca�nt l�.sted
in C-1 ';oning and that any other con�truction on the praperty night
b� block wall and not �ound proof.

Strother, seconded by CommiSSion�r Schultz, that the Variance request

The Planning Co_*nmission met in special session with
Chairnnan Talley presiding. Preser_t were Commissioners
Strother, Richardson, Fsrisco� Schultz and Smith. Ahsent
were Commissioners Shaffer and Fvans, and Councilman wood.
Councilman wood joined the Planning Commission after the
roll had been called.
�?ROPOSED OAK PARIf ANNEX.
Mro Anderson ad�ised the Planning Commission the
special meeting had been called for the purpose of re-
viewing a proposed annexation, but the property owners
within the proposed annexation had failed to submit a
pe tition.

A motio;z was made by Commissioner 3chultz, seconded
by Commissioner StrotY that the meeting be adjourned.
